This purpose of the Bryant Farms Road Extension, Phase II project is to continue the street connection of Bryant Farms Road between Rea Road and Ardrey Kell Road. The design is anticipated to include a two-lane road with turn lanes, shared-use path on both sides of the road, and improvements at the intersections of Bryant Farms Road with Rea Road, Tom Short Road, and Ardrey Kell Road. The project will also build a crossing over Flat Branch stream and will run adjacent to the Flat Branch Nature Preserve for a portion of the project.

The FAST will consist of representatives from the Charlotte Douglas International Airport (CLT Leadership, Terminal Operations, Airside Operations, Security, and Chaplaincy Program), Charlotte-Mecklenburg Police Department, American Red Cross and representatives from all airlines operating at CLT. It is the goal for each individual airline to provide respective Care Team Members regardless of the airline involved to support the incident. This will bring Care Team Members as active participants in support of the incident until the respective airline has their full complement of Care Team Members arrive on-site. This could range in time from immediate to upwards of 6-12 hours post incident.

CLT is on a journey to continually strive to elevate the customer experience while maintaining the highest standards of safety, security, and efficiency for customers as they move through the lobby, baggage claim, security checkpoint, and Federal Inspection Services (FIS) spaces and processes.

Phase II of the Perimeter Fence Upgrade project aims to enhance airfield security and safety by mitigating hazards posed by large terrestrial wildlife and preventing unauthorized access to the airfield. This phase includes the replacement of approximately 21,000 linear feet of perimeter fencing along Runway 18R/36L, as well as upgrades to select airfield gates. The project will increase the fence height from 6 feet to 10 feet and implement targeted gate modifications to align with FAA Cert Alert 16-03 and the Airport Security Plan (ASP).

The Charlotte Douglas International Airport’s “Building Maintenance Department” is responsible for maintaining a portfolio of various facilities buildings, including the main airport terminal, offices, fire stations, tenant buildings, equipment shops, and among others that house various airport activities. The intent of this (RFP) solicitation is to select one or more companies to provide Aviation’s Building Maintenance Department with Emergency Mitigation Clean-Up Services at various locations as identified by the Charlotte Douglas International Airport. This work will consist of rapid response for containment, demolition, disposal, drying, cleaning and decontamination as needed per IICRC standards and RIA guidelines on a per-incident basis for water and/or smoke damage. Services consist of providing all labor, materials, equipment, and supervision for the services as directed by the Charlotte Douglas International Airport’s Project Manager. This Contract does not guarantee a certain number of hours, or an annual sum amount to be paid to the Company(s).

This project is located in a parking lot behind the CLT Center located at 5601 Wilkinson Boulevard in Charlotte, NC. The purpose of the project is to install new pipe to contain and drain runoff from the building to an existing storm drainage system at the rear of the parking lot. The work involves installation of reinforced concrete pipe, storm drainage structures, asphalt surface, and re-striping the parking lot within the construction corridor.

This project involves the remediation of vegetation obstructions within the airspace surrounding CLT. Work will include tree clearing and topping in areas adjacent to the airfield and within the One Engine Inoperative (OEI) surface and Runway Protection Zone (RPZ). Vegetation will be reduced to maintain required clearances at least 20 feet below the FAA Part 77 surface. The total remediation area covers approximately 175 acres and will be completed in prioritized phases based on criticality to airport operations and safety.

This project involves constructing a 15,000 SF prefabricated canopy to support manual baggage sortation operations between the existing T-Point Building and the ABR Breakroom Building. The scope also includes the addition of vehicular parking spaces and a modular guard booth.

The following is a general description of the Scopes of Service included in this RFQ. The selected firms will use HEC-HMS, HEC-RAS, and/or a hydraulic grade line closed system computer model, or an approved alternative (SWMM) method. All methods will be in accordance with the Charlotte-Mecklenburg Storm Water Design Manual. The City’s then current AutoCAD standards will be used for production of all plans and profiles.
Work will be issued via written Task Orders, which will specify the requirements of the various projects. Multiple Task Orders may be issued for each project. Multiple Task Orders may be issued at once. The City of Charlotte reserves the right, upon successful completion of a given Task Order, to issue subsequent Task Orders to the same or a different Company.
The below list provides a general list of the tasks required. Task orders may include any of the following:
The city anticipates selecting multiple firms to provide these services. These will be drainage area-based storm drainage improvement projects that involve differing land uses within the project areas. Drainage basins may include closed and open systems. The study areas may be on a portion of the watershed or the entire watershed. Task orders may be issued for multiple projects at once. Upon satisfactorily completing a task order, the City may issue additional task orders. Scoping on these projects is anticipated to begin in early 2026.

The drainage system consists of open channel and closed pipe systems underneath City maintained roads. This was previously identified as a major capital project from the watershed ranking prioritization process with a score of 54 of 100. The ranking protocol identifies 30 structures that experience flooding in the 100-year storm event and 16 roads that experience transverse overtopping events that do not meet current standards. A holistic project is needed to cost beneficially address the drainage system issues.

The project involves analysis of existing conditions to determine areas suitable for improvement, planning analysis of improvement alternatives, and the design and construction of the needed improvements in the Eastway Storm Drainage Improvement Project (SDIP) area.
The Eastway Storm Drainage Improvement Project is bordered by Arnold Drive to the north, Central Avenue to the south, Temple Lane to the east and Eastway Drive to the west. This project area is within a drainage area of approximately 200 acres and the improvements may include pipe system upgrades and channel improvements.

The project involves analysis of existing conditions to determine areas suitable for improvement, planning analysis of improvement alternatives, and the design and construction of the needed improvements in the Queens Storm Drainage Improvement Project (SDIP) area.
The Queens Storm Drainage Improvement Project is bordered by East 4th Street to the north, Baxter Street to the south, Caswell Road to the east and Baldwin Avenue to the west. This project area is within a drainage area of approximately 40 acres and the improvements will include pipe system upgrades and channel improvements.

There is an existing wetlands system and stream adjacent to the Bruns Academy that are in need of improvements. The intent of this project is to reset an existing wetlands system to its original design and provide enhancement, where applicable. Wetland restoration efforts will include regrading, sodding and planting of vegetation, installation of a new pedestrian bridge and retaining wall. Additionally, stream improvements, such as regrading banks and adding riffles, are proposed. The proposed improvements will enhance the overall performance of the system for conveying and treating stormwater.

Widen Robinson Church Road from WT Harris Blvd. to the Plott Road/Highland Avenue intersection from two lanes to three lanes with intermittent islands. Amenities include: curb & gutter, shared-use path, planting strip, underground stormwater filers, accessible ramps, and mid-block crossings. Includes the construction of a roundabout.

The Morning Dale Storm Drainage Improvement Project will reduce street and structure flooding throughout the neighborhood. Located within a drainage area of approximately 560 acres, the project will replace and/or rehabilitate aging infrastructure and provide adequate drainage system capacity. This project area is bordered by Hinson Drive to the north, Stratfordshire Drive to the south, Tadlock Place to the east and Morning Dale Road to the west.

In accordance with the ADA, CATS offers complementary paratransit services to individuals who, because of a disability (physical, cognitive, or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary Paratransit service in 49 CFR Section 37.123 of the federal regulations.
CATS operates the paratransit system, which is a pre-scheduled, shared-ride, origin to destination service.
This is a nonexclusive agreement. CATS reserves the right to certify other eligible private transportation service companies that apply to participate in the Program.
The term “customer” shall refer to CATS applicants and/or existing CATS clients and their companions or Personal Care Attendants (PCA). The term “CATS Transit System” shall refer to both CATS’ accessible fixed route bus and CATS’ accessible light rail.

• Miscellaneous Planning and Design Services: The City of Charlotte is seeking assistance from qualified Transportation Consulting firms to provide transportation planning and transportation engineering on “on-call” basis. The on-call contract will provide a flexible and effective way for the city to respond to recurring consultant service needs covering a range of multi-dimensional transportation engineering and planning tasks. The flexible on-call consultant service contracts with qualified transportation firms will help meet the needs of the city. Each firm selected for an on-call contract will be required to enter into a master agreement with the city. This master agreement will fulfill the consultant solicitation and selection process for the work to be performed under the on-call contract.

The purpose of the Tree Canopy Action Plan 2.0 (herein referred to as TCAP 2.0) is to determine how Charlotte’s tree canopy should be preserved, restored, and enhanced along with key urban ecology principless in the context of the City’s anticipated growth. Urban trees and related ecological systems have proven to benefit cities in many ways and are valued for their environmental, public health, economic development, and aesthetic benefits. Trees and other green and open spaces are central elements to connect and enrich urban places, creating access to and facilitating the enjoyment of the natural environment in urban areas. The 2017 Charlotte Urban Forest Master Plan (UFMP) values the benefits and services from its trees at $350 million per year. The urban forest and its connectivity and access to places in the city generate resilience within its watersheds and supports a livable and healthy Charlotte.
Within the City of Charlotte, the Department of Planning, Design & Development (PD&D) is leading this study. The effort will also engage a range of stakeholders, including interested individuals as well as representatives of organizations such as TreesCharlotte, Sustain Charlotte, and the Real Estate and Building Industry Coalition (REBIC). The outcome of the study is the creation of a policy framework designed to maintain Charlotte’s extensive tree canopy. The results of this study must compliment the Charlotte Future 2040 Comprehensive Plan and the growth strategy defined within for the City of Charlotte. The symbiotic balance between these two sets of opportunities will define the most desirable outcomes for growth in the City, accommodating both a verdant natural environment and a vibrant urban environment.
This study will also provide a set of ordinance concepts and policy recommendations that will serve as the foundation for an ordinance update to align and improve implementation and management of natural resource policy objectives set forth in the Charlotte Future 2040 Comprehensive Plan.
TCAP 2.0 will utilize baseline land cover data provided by Mecklenburg County GIS to identify, evaluate and inventory the City’s existing data on natural environs, including waterways, floodplains, forest and tree canopy, watersheds, parks and other features that encompass and define the City’s existing landscape. TCAP 2.0 analysis will study these items to better understand trends and develop models that project how updated regulatory and policy goals may be achieved. This analysis will build off and identify opportunities for improvement in existing city policy related to trees, urban ecology, conservation, parks, waterways, watersheds, and development. Analysis may be ongoing throughout the entire project timeline, with possible additional analysis completed post project completion. The selected team will use this data to facilitate community meetings, generate a community vision and goals and review ordinance language for recommended ordinance language concepts.
TCAP 2.0 shall identify areas of opportunity for increased density that can take advantage of green connections, and areas of the City to be targeted for preservation of trees and waterways. In defining these areas, the project team shall rely on existing data inventory, gather new data, and collect new community engagement feedback to set metrics for success that may include, but are not limited to tree canopy, canopy types (i.e., street trees, small, patched forest, etc.), tree maturity, temperatures, flood mitigation, sustainability or other outcomes that result from a vibrant urban environment. The primary scope of TCAP 2.0 will be to evaluate and define this natural place and condition to provide concepts for composing the City’s UDO so that the City’s implementation aligns the economic development goals of the City with tree preservation, conservation, and canopy enhancement strategies that are generated in the TCAP 2.0. Development of TCAP 2.0 as a city-wide vision and direction for a network of high-performance green spaces will enable the City and its partners to collaborate in using available implementation resources for the greatest long-term benefit for all of Charlotte’s neighborhoods.

The Consultant will lead bi-weekly meetings (meeting cadence, every two (2) weeks) with the PD&D Project Manager. The meetings described here pertain to contract administration, overall project budget, scope, and timeline. Consultant is responsible for communicating any budgetary or scheduling issues to the project team as soon as they are identified. Similarly, the Consultant will communicate if a task request is outside of the original Scope of Services or Project Management Plan.

TASK 2: DATA COLLECTION AND ANALYSIS
Task 2.1. Evaluation of Existing Data
Adequate data will be collected to allow a thorough assessment that identifies and addresses potential issues and solutions for all subsequent tasks and deliverables. The bulk of the inventory data will be provided by the City of Charlotte, but the Consultant will conduct research to identify policies or data not sent by the City. The intent is for the consultant to synthesize the existing data and identify new supplementary sources that are needed to guide informed decision-making throughout the remaining tasks including a final gap analysis of existing policy as outlined in Task 4.2. The Consultant will be responsible for compiling and quality control on all data collected. At a minimum, the inventory will include all significant:
The inventory of projects and policies recommended by recent plans is intended to help avoid duplicating or conflicting with ongoing or recently completed planning efforts in the study area. The Consultant will coordinate with the PD&D Staff team to ensure applicable recent plans are included in this inventory.
Deliverables:
The deliverables for this task will include an interim delivery of all GIS files compiled or created. In addition, a complete white paper summary of existing conditions will be prepared.
For the final white paper report, the existing conditions will be incorporated and formatted in Adobe InDesign.
Task 2.2. Best Practices Analysis
The Consultant will conduct a best practices analysis of at least four (4) cities with comprehensive tree protection/recompense ordinances. The ordinances will be evaluated based on the verbiage used in the ordinances compared to the goals each of the cities is seeking to achieve through their ordinance, as well as details relating to the strengths and challenges those cities have implementing the ordinances. This will require at least one phone interview for each city studied. The findings will be prepared in a white paper.

TASK 3: COMMUNITY AND STAKEHOLDER ENGAGEMENT
Task 3.1 Digital and Community Engagement
Community engagement will include a myriad of far reaching and multi-platform engagement strategies, which will make public engagement accessible and bring new stakeholders into the planning process. While PD&D staff will maintain and update online resources, the Consultant will be responsible for providing feedback and recommendations on digital and online content to ensure alignment between community meetings and digital engagement.
The Consultant will conduct a total of six (6) community meetings which shall include a discussion of existing conditions identified in Task 2.1, best practices of peer cities and how their examples could inform recommended ordinance concepts for the City of Charlotte as gathered in Task 2.2 and other topics as determined by the Consultant. Meetings shall include an interactive component for gathering input and feedback from the public, as appropriate. All public feedback should be collected to support the vision, goals and gap analysis in Task 4.1 and Ordinance Concept Recommendations in Task 5.1. It is essential to this effort that public engagement under this task be equitable and inclusive, ensuring the benefits provided by green spaces are equitably distributed, and support all citizens and communities.
The Consultant will be responsible for preparing meeting materials, handouts, presentations, etc. The Consultant will be responsible for preparing and distributing announcements and advertisements of meeting material in accordance with the PMCEP detailed in Task 1.1. The PD&D Project Manager will be responsible for identifying potential meeting locations, reserving City of Charlotte meeting locations, and reviewing and approving all meeting materials. A complete “dry run” of each community meeting will occur at least one (1) week prior to each of the six meetings.

Task 3.2. TCAP 2.0 Stakeholder Committee
Consultant to lead five facilitated working sessions with the TCAP 2.0 Stakeholder Committee. These sessions will focus on preparing for upcoming community engagement opportunities and informing and reviewing key decisions within the planning process. The sessions will occur throughout the planning process and the agenda and schedule will be outlined within the PMCEP from Task 1.1. The PD&D Program Manager will be responsible for hosting the meetings. The TCAP 2.0 Stakeholder Committee will include an array of stakeholders representing community and advocacy organizations. The Consultant will be responsible for creating the list of attendees, preparing meeting materials, inviting attendees, facilitating the meetings, and providing a meeting summary of each meeting.

The scope of this contract shall be to provide On-Call Fencing Installation and Repair Services for the Charlotte Douglas International Airport, the Charlotte Water Department, the Charlotte Area Transit System and other various City Departments as may be needed.
Service provider must be required to provide all materials, labor, equipment, and supervision staff for fencing services to install, repair, and perform periodic maintenance on fences and gates on a time and materials basis. Service provider must store all fence and gate materials clear of ground, protected, so as to preclude damage from weather or others. The service provider will be required to respond on site within six (6) hours of receiving notification by the City for all emergency security issues that require repair or installation of fence and or gates. It is anticipated that emergency security issues will constitute approximately 10 percent of the overall scope of the work to be completed. An important component in the operation and maintenance of the transportation network is the maintenance of storm drainage systems and subsurface soils. The city has more than 3,800 miles of drainage pipe and over 150,000 associated inlets, outfalls and other systems. The Street Maintenance Division of CDOT serves as maintenance providers for much of this system in the right of way. Chemical grouting provides a repair and maintenance method that is less disruptive than typical excavation methods. The services generally consist of the provision of as-needed CHEMICAL GROUTING on storm water pipes, collars, subsurface voids and other areas as appropriate.

Old Concord Road Shared-Use Path is considered a high priority project based on CDOT’s sidewalk Priority list and was requested by the residents and business owners in the area. Phase II of this ADA Implementation includes all public and non-public facing spaces of the facilities (with the exception of the Council Chambers) and will resolve the physical, non-conforming ADA barriers identified in the ADA Transition Plan, or as required to meet the City of Charlotte ADA Design Guidelines and the 2010 ADA Standards for Accessible Design.

These battery-powered radar signs are deployed throughout the city on corridors that are selected by the CDOT Traffic Safety Section for up to six weeks per location. The selected contractor will be responsible for installing the signs in certain locations directed by CDOT, routinely checking the areas they are installed in to ensure they are properly functioning, and once the deployment time has ended for a selected area, removing the signs to be redeployed in another location.

This project is bordered by Highway I-85 to the north, Cinderella Road to the south, Echo Glen Road to the east, and West Sugar Creek Road to the west. The drainage system consists of open channel and closed pipe systems underneath city-maintained roads. This was previously identified as a major capital project from the watershed ranking prioritization process, scoring 73 of 100. The ranking protocol identifies 18 structures that experience flooding in the 100-year storm event and 7 roads that experience transverse overtopping events that do not meet current standards. The entire neighborhood has received a patchwork of repairs over the years and a holistic project is needed to cost beneficially address the drainage system issues.
