This project will upgrade the existing meter reading system to a self-reporting network and replace end of life residential meters. Existing communication endpoints not compatible with the network selected will be replaced. Most residential meters will be replaced; those meters not replaced will require a replacement register compatible with the new endpoints. Commercial meters will receive replacement registers or be replace, depending on compatibility with the selected network solution. The communication network, hourly interval data and customer access portal will improve customer experience, increase billing efficiency and accuracy, reduce system losses and operational expenses, and improve system monitoring and planning.

The project scope includes the installation of Automated External Defibrillators (AEDs) throughout the terminal and parking decks to enhance safety for passengers and employees. The AED Retrofit and Upgrade project will standardize signage, locations, and AED types deployed over the Airport campus. The goal is to make wall-mounted (Pedestal, Semi-Recessed and Surface Mount) AEDs more visible and accessible to passengers, employees, and first responders during medical emergencies. It includes replacing cabinets as needed, adding new cabinets through ongoing and future terminal projects, and installing cabinets in the existing parking decks.

The selected firms will use HEC-HMS, HEC-RAS, SWMM, and/or a hydraulic grade line closed system computer model, or an approved alternative method. All methods will be in accordance with the Charlotte-Mecklenburg Storm Water Design Manual. The City’s then current AutoCAD standards will be used for production of all plans and profiles.

Work will be issued via written Task Orders, which will specify the requirements of the various projects. Multiple Task Orders may be issued for each project. Multiple task orders may be issued at once.  The City of Charlotte reserves the right, upon successful completion of a given Task Order, to issue subsequent Task Orders to the same or a different Company.

The below list provides a general list of the tasks required.  This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be utilized.  A more defined Scope of Work will be developed during negotiation with the selected company.

The Charlotte Area Transit System is seeking contractors for the U.S. Department of Transportation Federal Transit Administration Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program (Section 5310). Section 5310 funds are available for capital and operating expenses to support transportation projects that meet the special transportation needs of seniors (individuals 65 years and older) and individuals with disabilities. All projects must be situated in the Charlotte-Mecklenburg Urbanized area and must be derived from the Coordinated Human Services Transportation Plan for the Charlotte Urbanized Area (FY2022-FY2027).
