Solid Waste EVSE

In June 2018, the Sustainable and Resilient Charlotte by 2050 Resolution was unanimously passed by City Council. This resolution set aggressive and aspirational municipal and community-wide greenhouse gas emissions reduction goals for the City of Charlotte. Specifically, it strives to have City fleet and facilities be fueled by 100% zero-carbon sources by 2030. The Solid Waste facility currently contains many refuse collection vehicles that are run on gasoline. In order to meet the 2030 target, The City has begun and will continue purchasing Electric Vehicles (EV’s) and equip the Solid Waste facility with EV Chargers for refuse collection vehicles.

Multi-Family Solid Waste Collection Services

Solid Waste Services provides multi-family garbage, recycling, and bulk item collection services through an outside vendor. The vendor will be responsible for the weekly collection and delivery to designated disposal sites for approximately 915 multi-family communities and 110 City facilities. Garbage will be collected in dumpsters and compactors. The contracted vendor will also provide 96-gallon-sized carts for recycling and will be responsible for live Christmas tree collection once per year in January.

Curbside Residential Recycling Services

The City requires a Company to work in conjunction with Solid Waste Services (SWS) to perform Curbside Residential Recycling Collection Services. The Company shall collect all Recyclables generated by customers in the City-provided Recyclables Container and shall be in accordance with Chapter l 0, Article II of the Charlotte Municipal Code. The Company shall perform the work in a competent, qualified, diligent, and efficient manner.

The City uses a Single-Stream Recycling collection system, consisting of fibrous and non­ fibrous materials. The Company will not be required to sort any Recyclables but may have to hand load overflow cardboard left beside the Recyclable Container. It is the purpose of these specifications to provide a framework for accomplishing the tasks that result in maintaining quality, safe, and sanitary Residential Recycling Collection Services for the residents of the City of Charlotte. The intent of the Services is to collect all Recyclables properly placed out for collection within the City limits.

Vehicle Lubrication and Related Services

The City of Charlotte Solid Waste Services seeks certified Small Business Enterprises (SBE) Service Providers to perform routine lubrication and preventive maintenance to decrease metal-to-metal contact and wear on automated arms and hinge points on City collection vehicles.

In support of the City of Charlotte’s Charlotte Business INClusion (CBI) Program, targeted outreach efforts for this procurement opportunity and resulting contract will be directed to certified Small Business Enterprises (SBEs) within the Charlotte Combined Statistical Area.

Interested vendors are encouraged to be registered in the City’s vendor registration system and submit an application to establish itself as a certified SBE with the Charlotte Business INClusion Program prior to the Proposal due date.

 

Solid Waste Rollout Carts and Services

Solid Waste Services (SWS) provides residential waste collection service to over 220,000 single-family households, over 130,000 multi-family households and approximately 1,100 businesses located within the City of Charlotte. For single-family households, services include the weekly collection and disposal of garbage, bulky items, yard waste, and the delivery and repair of rollout containers. Recyclables are collected bi-weekly.

Refuse, recyclables, yard waste and bulky waste are collected from the curb on the same day of the week. The collection of non-recyclable, bulky items, white goods and tires is a scheduled service initiated by a resident request. Disabled residents may request and obtain approval for backyard garbage and recyclable collection services with a verification for need from a certified physician. To enable their solid waste disposal needs, City single-family residents are currently provided with one 95/96 gallon rollout container for refuse collection and receive one 95/96 gallon rollout container for recyclables collection. Small business garbage customers receive weekly service for to five (5) containers collected.

The City currently has two contracts for Refuse and Recycling carts. One contract is for the purchase of new carts and a separate contract is being used for the maintenance and service of the carts that are currently in service. The City would like to combine the purchase and service of recycling and refuse carts into one contract.

Rollout Cart Purchasing Contract – CANCELLED

SWS provides curbside residents with 95 or 96 gallon large, plastic rollout carts for refuse & recyclable materials collection services. The color of the carts differ by service type and contain permanent City of Charlotte logos and messaging. Each cart has a unique serial number and embedded RFID technology. Throughout the fiscal year, SWS purchases batches of these carts to be issued as replacements, second cart purchases and for new builds. The current estimated annual quantity of carts is 10,000-12,000 carts total. The annual quantity manufactured and purchased may increase or decrease depending on service demand or type, unit growth rate and age of existing cart population over time.

Rollout Cart Maintenance & Repair Contract – CANCELLED

SWS has an estimated population of 95 or 96 gallon rollout containers in excess of 450,000 distributed throughout the City. Maintenance and repair of these assets are necessary for efficient and effective service delivery to the City’s curbside refuse and recycling collection services. Residents may request cart repair and/or replacement as serviced by the selected provider. The provider must maintain a minimum inventory of rollout carts (both refuse and recycling) as provided by the City’s cart manufacturer to meet service level expectations of the City. The provider works within the City’s asset management tools to maintain assets and work orders. The provider must inventory parts and service all rollout containers regardless of manufacturer.
