CATS Paratransit ADA Overflow
The Charlotte Area Transit System (CATS) is seeking a Company to perform Americans with Disability Act (ADA) required complementary paratransit passenger service to augment the existing Special Transportation Service (STS). The Company will meet all Department of Transportation (DOT) Federal
Transit Administration (FTA) and ADA requirements in the safe and efficient service of the assigned passengers.
In accordance with the ADA, CATS offers complementary paratransit services to individuals who, because of a disability (physical, cognitive, or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary Paratransit service in 49 CFR Section 37.123 of the federal regulations.
CATS operates the paratransit system, which is a pre-scheduled, shared-ride, origin to destination service.
This is a nonexclusive agreement. CATS reserves the right to certify other eligible private transportation service companies that apply to participate in the Program.
The term “customer” shall refer to CATS applicants and/or existing CATS clients and their companions or Personal Care Attendants (PCA). The term “CATS Transit System” shall refer to both CATS’ accessible fixed route bus and CATS’ accessible light rail.
The Company shall be responsible for transporting CATS paratransit eligible customers in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.
CATS service area is 741 sq. miles and paratransit service consists of over 5,000 eligible passengers and 2,500 active passengers with at least one ride in past 12 months. With currently 700+ scheduled rides per weekday and 200+ on weekends. 25% of trips scheduled involve a customer with a mobility device. As the COVID-19 pandemic ridership is returning to pre-pandemic levels
While the City is flexible with respect to certain elements of the Special Transportation Services (STS) ADA Paratransit Services, the City has specific requirements and preferences for the Service delivery method.

Paw Creek Sewer Rehabilitation and Sewer Diversion-cancelled
This project consists of the sanitary sewer rehabilitation of approximately 4,700 LF of sewer outfall with cured-in-place lining. This project will extend along the Paw Creek outfall. A 112 LF, 24-inch diversion sewer will also be constructed under Briar Creek along with a 118 LF, 8-inch LF collector sewer. All work will occur within Charlotte Water’s existing easement. A small portion of work on a county parcel.

Pressure Monitoring Hydrants
Charlotte Water is seeking a contract with a company to provide smart hydrants. Charlotte Water is testing multiple solutions to measure system pressure throughout the water network. The solutions utilize “smart hydrants” that take pressure measurements at pre-defined intervals and store the information to a cloud-based application. The selected solution will be used to replace the existing monitors currently in use. The existing monitors are attached to hydrants and require the hydrants to be charged. They are also removed during the winter months and reinstalled in the spring. The new “smart hydrants” will not need to be removed/installed every year and do not need the hydrant to be manually opened to record pressure readings. The new solution will stream-line the process for Charlotte Water and allow for more frequent/timely measurements.

The vendor will test the embroidery of a CLT employee logo and Aviation division names in specific thread color, spacing, stitch count and stitch type to achieve a premium meeting the Airport’s brand standards. The vendor is able to deliver a readily-available superior assortment of goods and brands in a variety of price points to evaluate. This allows the Airport to select multiple manufacturers that could provide the goods which best meet the needs of the Airport operation. Through the vendor’s established relationships with the manufacturers, the vendor is able to acquire and deliver hard samples of goods within 2-3 business days throughout the review process and can continue to meet turnaround times for orders not readily available throughout the industry.

Construction Field Office Relocation
This project is located at 4728 West Blvd and consists of demolition of approx. 2000sf of existing office space which will be upfit to 4800sf of new office space for 40 people that will include offices, a conference room, cubicle spaces, restrooms, and breakroom. Additionally, this project will include site improvements to existing parking areas that require storm water drainage, paving, and stripping.
Perform a masterplan analysis of the base building infrastructure including, but not limited to, mechanical, electrical, plumbing, and fire protection systems at Charlotte Douglas International Airport for both the main terminal campus and all Airport-owned outlying buildings. The masterplan development includes a review of the existing building infrastructural systems, establishment of a forecast analysis and growth requirements, development of implementation strategies, and preparation of budget estimates.
