The Charlotte Area Transit System (CATS) Facilities Division anticipates contracting out the repair and replacement of windows and glass at various maintained facilities.
The contractor must be able to repair or replace all types of glass storefronts and doors and associated glass accessories or products, including but not limited to:
• Bus Shelters
• Store fronts/Aluminum Doors,
• Commercial Glass Doors,
• Frameless Glass Doors,
• Commercial Glass Walls,
• Commercial Mirror Walls,
• Interior Glass Systems,
• Back Painted Glass,
• Curtain Walls / Skylights,
• Specialty Glass (examples: acrylic, lexan, insulated, impact/bullet-resistant),
• Windows of all types, including single and double pane,
• Window screens, new and rescreened,
• Marker Boards,
• Glass trophy cases, show cases and glass shelves, and
• Typical associated glass accessories or products.
Services shall include, but not be limited to:
• Door repair, replacement or renovation,
• Window repair, replacement or renovation,
• Storefront repair, replacement or renovation,
• Water Intrusion Repair, and
• Emergency Repairs and Board-Up services.

North Yard Storage Site Construction
The project will include construction up-fits at the North Yard Facility with intentions of utilizing the area as storage for CATS. The storage yard, also known as the North Yard Annex, will be a secured and monitored area with access control, security lighting, CCTV cameras, fencing, and power supply capable of providing climate control measures to material as needed.

CATS Facilities Air Compressor Repair and Maintenance
Charlotte Area Transit System (CATS) anticipates contracting work to cover the necessary service to maintain four air compressors and four air dryers. The scope of work will, at a minimum, include the following: (1) performing basic services to all compressors and air dryers every three months, (2) performing basic services to all compressors and air dryers on an annual basis and (3) performing repairs as needed.

BL TPSS Refresh
The current Blue Line (BL) Traction Power Substations eight (8) were put in service 16 years ago on November 4th, 2007. The manufacturer of the Traction Power Substations has closed their facility and no longer manufactures Traction Power Substations or the electrical components assembled in-house. MOW has exhausted the in-house spare parts to maintain the system, which is obsolete. An agreement with Utah Transit Authority (UTA) and MOW was arranged for the parts used in their current system to be shipped identical to CATS BL substations (as a stop-gap), which are still in serviceable condition. The first set of the parts was delivered to CATS in April 2023 and will continue until UTA has completed the mid-life overhaul of their Traction Power Substations.
The substations and BL equipment are overdue for the mid-life refresh requirement. The MOW department is focused on upgrading and refreshing the DC Switchgear of the BL substations. The remainder of the equipment can be purchased and replaced as the AC Switchgear, Transformer, and Auxiliary equipment manufacturers are still available or swapped out with an equal piece of equipment or component without necessary modification to the substation.
PROJECT GOALS
MOW’s goal is to rehabilitate the BL Traction Power Substations to extend their useful life and provide increased system integrity and revenue service reliability with upgraded switchgear. Another goal of this project is to upgrade and modernize the substations’ communication capabilities and integrate SCADA points from the substations to the CATS head-end SCADA system, which will mirror the Blue Line Extension Substations so that the two systems operate the same. Secheron Hasler Group is the original equipment manufacturer of the selected DC Switchgear and will be providing the parts. A sole source solicitation waiver will be required.

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates contracting out for the inspection and service of fire extinguishers on up to 400 vehicles at the locations of 901 North Davidson and 3145 South Tryon. Inspections will take place annually and will be serviced if necessary. This is a 5 year contract (3+1+1).
