The City of Charlotte seeks a qualified company to provide Heavy-Duty Refuse Truck and Street Sweeper Truck Maintenance and Repair Services to work with Fleet Management. The Company shall perform maintenance, and repair services on fleet heavy-duty refuse truck and street sweeper truck equipment owned, operated, or maintained by the City.

Charlotte Water, a Department of the City of Charlotte NC, will be advertising a Request for Proposals (RFP) to acquire an Advanced Metering Infrastructure (AMI) system and related products, software, and services (collectively, the “System”), for all of its approximately 325,000 water meters. Charlotte Water is issuing a separate RFP for the labor to install the AMI system. Charlotte Water intends for the successful vendor of this solicitation to be the prime contractor for the entire project to install an AMI system, utilizing the successful proposer of the AMI Installation RFP as a sub-contractor under one agreement with Charlotte Water. This will allow Charlotte Water to evaluate AMI Vendors separate from Installation Companies and make selections of the Vendor and the Installer independently.

The basic components of the System sought by Charlotte Water include the following:

• Water meters equipped with AMI meter interface units (MIUs) to replace all existing residential water meters
• Meter interface units, or “MIUs” capable of encoding, storing and transmitting meter reading and other data, such as tampering alerts
• A Charlotte Water-dedicated network or non-Charlotte Water-dedicated communications service to collect and transport meter reading and other information from the MIUs to a Head End System (HES)
• Handheld devices and software necessary to program and/or initialize the MIUs
• HES to collect, store, and manage the data which is delivered through the network
• A meter data management system (MDMS) that can store meter reads and consumption data and allow that data to be queried, exported and summarized, and from which standard reports can be generated
• A customer web portal to display interval consumption data and other meter-related information
• The design, installation and testing of information interfaces between the AMI system’s software components and Charlotte Water’s customer information system (CIS) and other systems, such as its field work order system
• All related documentation, including technical manuals and operating procedures
• Training of Charlotte Water’s employees in MIU maintenance, diagnosis and troubleshooting, as well as system use, operation and maintenance
• Shipping and managing the inventory of AMI equipment during the course of project deployment
• Where appropriate, installation of fixed data collection units, including the communications links between those collection units and the HES
• Provision of all necessary radio licenses, firmware, third party software or operating systems to ensure a complete and working system
• Satisfactory testing of all software, hardware and procedures prior to the deployment of the system according to the system testing and acceptance process set forth in the contract, and satisfactory testing of system performance at the completion of the project or at major milestones

Charlotte Water is issuing a separate RFP for the AMI system hardware and software (the “System”), and Charlotte Water intends to engage in one contract with the successful AMI system proposer. Furthermore, Charlotte Water expects the successful labor services  proposer to act as sub-contractor to the successful AMI System proposer under one contract to install the complete AMI System. This will allow Charlotte Water to evaluate Installation Companies separate from AMI systems and make selections of the system and the installer independently while still managing one contract during the implementation phase.

• Installation of new meters, retrofit registers (if applicable), and AMI meter interface units (MIUs)
• Handheld devices and software necessary to program and/or initialize the MIUs and collect installation data
• The design, installation, and testing of information interfaces between the AMI system’s software components and Charlotte Water’s customer information system (CIS) and other systems, such as its field work order system
• All related documentation, including technical manuals and operating procedures
• Training of Charlotte Water’s employees in MIU installation
• Managing the inventory of AMI equipment during the course of project deployment
• Satisfactory testing of all software, hardware, and procedures prior to the deployment of the system according to the system testing and acceptance process set forth in the contract
• Coordination, scheduling, communications, and documentation of all installation services

Charlotte Water is seeking a company to perform courier services for interoffice mail and laboratory samples between Charlotte Water and other city building locations.  Both services will be scheduled but may also be required on an as-needed basis.  Laboratory samples will include water and wastewater products, and the transporting equipment may weigh up to approximately 50 pounds.

This project will provide new sidewalk along Sardis Road North from Sardis Road to westernmost intersection of Rittenhouse Circle and Sardis Road North. Project length = 0.5 miles.

Charlotte Water is seeking proposals for Company(ies) to provide Plumbing Services for private property owners and commercial owners who are rate payers. Occasionally there is a need for a Company to provide plumbing service on or prior to a Charlotte Water construction project.

The Contractor (Company) shall inspect, repair, and maintain the underpass lighting at project locations as well as evaluate and install new lights at given locations as directed by the City.  The Contractor shall pursue the work diligently with workmen in sufficient numbers, abilities, and supervision and with equipment, materials, and methods of maintenance and installation as may be required to complete the work described in these special provisions.

The Contractor shall notify the City if at any one location lighting fixtures are consistently vandalized or damaged and recommend solutions to prevent future damages from occurring.  The Contractor shall also notify the City of any graffiti and trash on and around surrounding bridge abutments.

The contractor shall have the proper license(s) to perform the electrical work of this contract, in accordance with Article 4 of Chapter 87 of the North Carolina General Statutes (Licensing of Electrical Contractors).

The contractor shall inspect twice a month (approximately 26 times per year), repair, and maintain the underpass lighting at the following locations:

The Contractor shall pursue the work diligently with workmen in sufficient numbers, abilities, and supervision. The Contractor will also use the appropriate equipment, materials, and methods of maintenance as may be required to complete the work as described in this Request for Quotation.

The Contractor shall notify the City if specific locations are consistently vandalized or damaged and recommend solutions to prevent future damages from occurring. The Contractor shall also notify the City of any graffiti and excessive trash on and/or around the surrounding bridge abutments.

The City reserves the right to add lights at underpasses through Capital Improvement Projects or as needed under this contract.  In these cases, the City of Charlotte will consult with the Contractor through the design phase to select a fixture type(s) that is maintainable.  After the construction of the given project, the lights at the new location(s) would then be included under the services of this contract.

The Lawton Storm Drainage Improvement Project (SDIP) is for storm water infrastructure improvements along Worth
Place to the system outfall downstream of Lawton Road. This work will include
removal, replacement and abandonment of storm drainage pipes and
infrastructure, active shoring for pipe installation, asphalt paving, concrete
work, and any other associated work required by the Engineer.

The supplier shall manufacture, provide and deliver electric transit buses and chargers.  Federal procurement rules and regulations apply.
