South Ramp Expansion Program Phases 1 and 2
The South Ramp Expansion Program (SR Expansion Program or Program) for Charlotte Douglas International Airport (CLT or the Airport) consists of the design and construction of a three-phase program targeted to enhance capacity and improve efficiency of the terminal ramp by addressing ramp congestion, improving taxi times and enhancing safety. Phase 1 of the South Ramp Expansion Program will provide unimpeded dual ADG III and V taxilanes for the southeast area. Phase 2 of the Program will provide continuity of the unimpeded dual ADG III and V taxilanes for the center area of the ramp. The Program also provides for the relocation of the Airport Surveillance Radar (ASR) and the Center Lighting Vault. Finally, Phase 3 will complete the linear and unimpeded taxilane connectivity for the southwest corner of the terminal ramp.
The SR Expansion Program currently consists of five separate construction projects, three airfield and two enabling facility relocations, as identified in the list below. This RFQ will be used to select a Firm to provide the design services and construction administration for South Ramp Expansion Phase 1/East and South Ramp Expansion Phase 2/Center.

Consultant for Roof and Skylight Inspections
The purpose of these services is to inspect each facility roof and exterior walls by qualified personnel as scheduled by client. This consists of all elements of roofs and building envelopes. No invasive roof openings are anticipated as part of these services. Additionally, perform water tests as scheduled by the client at Skylights, Windows, Exterior Walls or Through-Wall Flashings utilizing a spray rack or standard garden hoses and portable communication.

Window Washing
The scope of this contract shall be to provide window cleaning services (“Work”) through the Airport’s main terminal, business valet parking decks, daily parking decks, hourly parking deck, old terminal and ramp tower. Work will include interior and exterior window cleaning on an “on-call” basis.

Airport Fire Department Fluorine Free Foam
The Charlotte Douglas Airport Fire Department is expecting delivery of a new crash truck around August/September of 2025. As part of this update, they will be transitioning to fluorine free foam for this truck, current trucks and all future crash trucks in their fleet and therefore are seeking a new multi-year contract for the purchase of fluorine free firefighting foam.
All Products and component parts furnished under the Contract shall comply with the specifications and terms and conditions.

Franklin Water Treatment Plant (WTP) Electrical Upgrades
Charlotte Water is requesting proposals from qualified companies interested in providing Professional Engineering Services for the Franklin WTP Electrical Upgrades Project. The delivery method for the Project will be Design-Bid-Build. The initial design contract is anticipated to include detailed design, permitting, and bid phase services. The design contract will be amended later to include construction administration services. Note that CLTWater will provide the selected firm a copy of the “Franklin WTP Electrical Upgrades Preliminary Engineering Report (PER)” (being written by Southeastern Consulting Engineers, Inc.), which will be the basis of detailed design. The PER is currently in development and will be provided before the Notice to Proceed for detailed design.
The following is a general description of the work required in the Franklin WTP Electrical Upgrades project. This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be completed. A more defined Scope of Work will be developed during negotiations with the selected firm and completion of the “Franklin WTP Electrical Upgrades PER”.

Rail MOW On Call Services Contracts
The Charlotte Area Transit System (CATS) is seeking qualified contractors to ensure the maintenance and repair of the Rail Operations infrastructure, specifically the Track and Overhead Catenary System (OCS). CATS is considering qualifications for On-Call Special Trackwork Services, OCS repair services, and Emergency On-Call Services for the Blue Line and Gold Line transit systems.

DC Pad Mounted Disconnect Equipment Purchase
The current Blue Line (BL) Traction Power Substation’s Pad Mounted Disconnect DC Switchgear, (eight (8)), was put into service 16 years ago on November 4, 2007. The Maintenance of Way (MOW) department has exhausted its in-house spare parts for this system, which has become obsolete. The pad-mounted disconnect DC switchgear for the BL is required for a mid-life refresh. MOW is upgrading and refreshing the Pad Mounted Disconnect DC Switchgear equipment for the BL.
Scope:
Vendor will provide nine (9) 2kA pad-mounted DC disconnect switch line-ups at the locations specified in the drawings. All disconnect switch line-ups shall be pre-assembled and include the following components:
Exterior operating handle (for manual operation, pad-lockable in both the open and closed positions)
2kA rated bolted pressure switch
Glastic standoff insulators
Mechanical lugs
500 MCM mechanical lugs
Switch control circuit boards
Copper bus to switches
Limit switch for remote indication
Solenoid interlock
“MAC” switch nameplate with switch serial number and rating

The Pad Mounted Disconnect DC Switchgear is designed for installation on a concrete pad outdoors. It allows for the isolation of a power circuit by physically disconnecting the conductors, functioning as a large, weatherproof switch that can be operated safely without exposing live parts to the environment.

The scope of this project is to connect one 2000-ton chiller (owner furnished and set on equipment pad) and corresponding mechanical equipment to the CEP. The addition of the chiller will also include the installation of one 2000-ton rooftop cooling tower, one chilled water pump, removal of existing filtration systems, new side filtration skids, and one condenser water pump. Existing structure and piping will be extended as needed to accommodate the installation of the listed equipment.
