Charlotte Water (CLTWater) is the largest water and wastewater utility in North Carolina, serving approximately 311,000 customer accounts. The agency owns and operates multiple water treatment plants, wastewater treatment plants, lift stations, and extensive water and sewer lines throughout Mecklenburg County.

CLTWater requires consulting engineers to assist with various on-call projects related to the infrastructure described above. These projects are often small in scope and typically require immediate attention. Because these services are on-call, companies should be able to provide engineering design and construction support within 48 hours of receiving notice.

CLTWater will review qualifications and select qualified on-call consultants for the specialties listed in the following paragraph. CLTWater does not expect Proposers to submit qualifications for all specialties.

Charlotte Water will select Companies for the following on-call specialties:

  • Industrial and commercial electrical engineering, analysis, generation, and distribution
  • Water and wastewater conveyance systems analysis, system modeling, planning and engineering
  • Water and wastewater treatment plant engineering
  • Structural engineering
  • Civil/site engineering
  • Building engineering – plumbing, HVAC, roofing systems, fire suppression systems and architectural services.

The modifications of the existing equipment will accommodate a dual-use system at each Gate Counter including the electrical and data infrastructure leading up to the network. There will be a Flight Information Display System” that will need to be relocated in the connecting corridor which includes structural attachments to the building and repairs to the existing Terrazzo. Work hours between 2300 – 0500 EST to prevent disruption to Airport Operations.  This project will require 100% badging for all workers.

The City is seeking a qualified equipment dealer and service provider to work with the Fleet Management Division in supporting the City’s fleet of vocational trucks of various makes and model years. Services required include repair, replacement, maintenance, diagnostics, warranty work, and other related technical support for heavy vocational truck bodies within GVWR Classes 5 through 8.

The selected Company will provide comprehensive service, maintenance, and repair for all vocational truck bodies and associated systems in the City’s fleet. This includes various vehicle types, makes, and model years, such as hot patch units, combination sewer trucks, catch basin cleaners, jetting trucks and trailers, truck-mounted service bodies, cranes, bucket trucks, and concrete mixers.

Charlotte Water will be requesting proposals from experienced and qualified companies to provide scheduled traffic control services, as a result of planned/scheduled water and sanitary sewer construction performed by Charlotte Water and in the event of an unplanned/unscheduled immediate emergency within the area, such as a water main break or an emergency resulting from a natural disaster.

Maintenance of water and sanitary sewer infrastructure requires safely guiding traffic through active work zones, lane closures, and other situations while protecting Charlotte Water staff, residents, and equipment during the work activity or closure. This includes the placement and removal of traffic control devices by qualified personnel, as well as flagging of traffic. Services shall include the provision of all materials, equipment, and labor necessary to safely route traffic through Charlotte Water work zones or event areas.

Companies will be required, at the minimum, to perform the following:

  • Work area traffic control setup
  • Job site flagging
  • Lane closures
  • Road closures
  • Detour setup and removal
  • Vehicle, bicycle, and pedestrian detours

Companies must have the ability to provide traffic control services on an as needed basis, 24/7/365, within the limits of Mecklenburg County.
