Tasers, Body Cameras and Related Equipment and Services
The Charlotte-Mecklenburg Police Department uses tasers to restrain violent individuals when alternative restraint tactics fail, or are reasonably likely to fail, and/or where it would be unsafe for officers to approach a subject to apply restraints. A taser uses an electrical current to temporarily disrupt voluntary control of muscles causing short-term neuromuscular incapacitation.
CMPD is looking to establish a contract for the provision of Police wearable body cameras and a storage solution that shall be able to capture videos from an officer perspective in accordance with the terms, conditions and specifications contained herein. The detailed specifications contained herein shall be considered minimums. It will be the sole discretion of the City of Charlotte to select the System deemed the best overall solution for the requirements and applications of CMPD.

Progressive Design-Build Services for Mallard Creek Interceptor Improv ... Progressive Design-Build Services for Mallard Creek Interceptor Improvement Project – Phase 1 and Phase 2
Charlotte Water (CLTWater) is seeking Progressive Design-Build services to assist with the analysis, design and construction of the Mallard Creek Interceptor Improvement Project – Phase 1 and 2 (Project). Proposers need to assemble a team of experts including at a design, survey, geotechnical, environmental, permitting, pre/post blasting surveys and related seismic monitoring, real estate acquisition including appraisal and legal, and communication experts and construction contractors.
The Mallard Creek Basin service area consists mainly of residential zoning, with increasing commercial development around the new Blue Line Extension, UNC Charlotte, and the University Research Park. Infrastructure improvements are needed, not only to support current flows and maintain required service levels within the Mallard Creek Basin, but to also keep pace with the rapid growth and development. Hydraulic modelling conducted for the Mallard Creek Basin indicated that the Mallard Creek interceptor is currently capacity limited under two-year peak flow conditions. Future population and flow projections further suggested that flows in the basin would likely grow about 20 percent every 10 years. Per Charlotte Water’s Capacity Assurance Program (CAP), for the purposes of accepting new connections, adequate capacity exists when the sanitary sewer system can convey flows at a 2-year Level of Service (LOS) between the point of connection and the wastewater treatment plant without excessive surcharge, while future enhancements are sized for the 10-year peak flow condition.

Charlotte Area Transit Services (CATS) is seeking Service Providers to perform Bus Radiator and Fuel Tank Repair Services. This project involves outsourcing of servicing and repairs of radiators, Charge Air Coolers, various Oil Coolers, Coolant Surge Tanks, and Fuel Tanks for CATS buses. The vendor will pick-up and return units to CATS facilities. Service of the units will take place at the vendors facility.

Replacement of CharlotteNC.gov
Migrate charlottenc.gov content from the existing Sharepoint environment managed by RMSource/Azure to a new, modern hosted/SaaS Content Management System solution. Migrating the city’s public facing website to an innovative content management system will provide more
opportunities for accessibility, delivering a good user experience, and reducing the amount of time dedicated to managing content. Some other drivers are a need for high availability, scalability to meet peak demands, responsive pages to provide a good user experience for multiple media types, and more options for adding custom functionality to public facing pages The City will go through an RFP process. The RFP will be for the SaaS solution, and for migration/re design of the site content. The implementation process will be to migrate/re-design content from the City’s Sharepoint Charlottenc.gov environment to the new CMS environment. It is expected to be a 6-12 month project.

Traffic Signal Performance Measures – CANCELLED
Automated Traffic Signal Performance Measures shows real-time and a history of performance at signalized intersections. The various measures will evaluate the quality of progression of traffic along the corridor, and displays any unused green time that may be available from various movements. This information informs CDOT of vehicle and pedestrian detector malfunctions, measures vehicle delay and lets us know volumes, speeds and travel time of vehicles. The measures are used to optimize mobility and manage traffic signal timing and maintenance to reduce congestion, save fuel costs and improve safety. Currently, the City has a 200 intersection pilot studying how performance measures can assist us in proactively monitoring our traffic signals. This project would be to identify the software solution the City will use Citywide and install.

The scope of this Invitation to Bid (ITB) is to establish a contract for the purchase, delivery and other inherently related activities for Body Armor. This specification details the style and quality of concealable body armor intended for the use by male and female members of the Charlotte Mecklenburg Police Department. The body armor shall be worn comfortably while being concealed under a shirt or garment. All materials will need to be in compliance with the latest industry standards, and other laws and requirements concerning the state of North Carolina.

The purpose of this Project is to increase revenue to offset operating
expenses. To achieve this goal CATS is making several assets available to receive paid advertising. CATS seeks to receive revenue from exterior advertisements that adhere to the MTC-07 Transit Advertising and Sponsorship Policy (see attachment A- Advertising Policy) while maximizing revenue and ensuring the safe operation of CATS’ services.
