Charlotte Douglas International Airport (CDIA) has responsibility for maintenance and repair of approximately one hundred (100) buildings including the airport terminal. CDIA requires a minimum of two on-call contractors to perform repairs, replacement and emergency roof repairs of these facilities.

The selected contractors will enter into a time and materials contract for on-call roof replacement and repair services on an as needed basis. The contract will include a three (3) base years and two (2) optional one-year (I) terms for a total potential contract period of five (5) years. The work shall include the furnishing of all supervision, labor, materials, and services required to make the necessary repairs. Along with making repairs to roofs, the contractors shall be required to demolish and remove existing roof materials and dispose of all waste material.  Repairs shall be billed on an agreed upon hourly rate and percent mark-up on materials.

In compliance with the EPA’s Clean Water Act and FEMA’s Community Rating System, Charlotte-Mecklenburg Storm Water Services (CMSWS) works to raise awareness of stormwater, flood safety, and the effects of individual behavior on surface water quality throughout the City of Charlotte and Mecklenburg County. CMSWS conducts the water quality, flood safety, and volunteer educational campaigns specifically to:

(1) increase public awareness of surface water quality issues, flood risks and flood safety;

(2) increase public action/volunteer efforts that reduce surface water pollution;

(3) increase reporting of surface water pollution problems;

(4) satisfy a Federal requirement to increase public awareness and involvement in activities aimed to reduce stormwater pollution; and

(5) satisfy a Federal requirement to increase public awareness and involvement aimed to protect lives and property from flooding.

 

In addition to current campaigns, CMSWS is considering a new educational campaign to increase public awareness of aging storm drainage infrastructure and the importance of repairing and replacing infrastructure to support a thriving city. CMSWS is also interested in enhancing communications to effectively describe the impacts of our work and to contribute to the campaign goals described above.

 

CMSWS is seeking a firm(s) to provide media buying services for its ongoing educational campaigns.

Charlotte‐Mecklenburg Storm Water Services (CMSWS) conducts four educational campaigns to raise awareness of the effects of individual behavior on surface water quality, volunteer opportunities to protect local waterways, flood safety, and storm drainage infrastructure throughout the City of Charlotte and Mecklenburg County.

  • Surface Water Quality Education Campaign – Messages focus on surface water quality, stormwater, watershed awareness and pollution prevention.
  • Flood Safety Education Campaign – Messages focus on floodplains, flood risks, flood insurance and storm preparation.
  • Volunteer Education Campaign – Messages focus on volunteer opportunities to improve conditions that affect water quality and flooding.
  • Storm Drainage Infrastructure Education Campaign – Messages focus on how drainage infrastructure carries rainwater throughout our community, storm drainage improvement projects, and the importance of repairing and replacing infrastructure to support a thriving city.

Each year, CMSWS prepares a strategic plan that summarizes the activities and strategies for the upcoming fiscal year. The selected firm(s) will assist in the development and implementation of this plan.

The City of Charlotte has a Traffic Count Program which collects many different types of data along streets (not interstates) within the City of Charlotte limits. The City gathers intersection count data (vehicles, vehicle classification, pedestrian, and bicyclist) using City-owned cameras and video processing by a third party. Mid-block count data (speed, volume and vehicle classification data) is mainly collected with pneumatic road tubes, and sometimes with video cameras.  The City collects other types of traffic data on an as-needed basis, such as: pedestrian corridor studies, vehicle occupancy studies, gap studies, etc. Generally, the City collects around 300 intersection turning movement counts and 800 mid-block counts a year.

Additionally, the Charlotte Regional Transportation Planning Organization (CRTPO) maintains the MPO Traffic Data Program which functions mainly outside of the City of Charlotte limits. This program provides member jurisdictions with needed traffic data used for the support of transportation planning and research efforts throughout the MPO planning area, which includes all of Iredell and Mecklenburg Counties and a significant portion of Union County.

The City and CRTPO seek to select one or multiple companies to collect and/or process a variety of traffic data and upload it to the City’s traffic and crash software database.
