Parts Washer PM Services
Charlotte Area Transit System Bus Operation Division (CATS-BOD) is seeking proposals for PM services for our parts washers. CATS-BOD uses multiple parts washers between two facilities. The facilities are located at:
3145 South Tryon Charlotte, NC and
900 North Davidson Charlotte, NC.
The following timing definitions shall be observed and utilized for the purposes of Contract:

PM Service
Quarterly PM services of all parts washers, to include cleaning out of the holding reservoirs and replacement of cleaning solvent as recommended by original manufacturer. Vendor is to supply new cleaning solvent along with all associated documents (SDS and Hazardous Warning Labeling) per visit. Vendor will be responsible for removing and disposing of used cleaning solvent offsite in accordance with local, state and federal laws.
Quality Assurance
Work shall be performed by a vendor of established reputation with a minimum of five (5) years’ experience performing PM service on parts washers. The Company is solely responsible for having and maintaining any and all required equipment and tools for PM service and fluid exchange on various manufacturers and models of equipment at both locations.
Unless otherwise specified by the City, the Company unconditionally guarantees the materials and workmanship on all Services. If any defects occur due to faulty material and/or services, the Company at their expense shall repair or adjust the condition or replace the materials and/or services to the complete satisfaction of the City. These repairs, replacements or adjustments shall be made only at such time as will be designated by the City to ensure the least impact to the operation of City business.
Seamless service delivery, back order frequency, workmanship and quality issues, response times, safety practices, delivery reports and other methods as deemed appropriate by the City from time to time shall be used to gauge Company’s performance. Poor performance with respect to service availability, quality of work, unsafe practices, or any of the other requirements of the Contract, as judged solely by City, shall constitute grounds for immediate termination of the Contract between the City and the Company.

Canceled ATS Employee Safety Culture Survey
As part of FTA-mandated Agency Safety Plan (ASP) regulations 49 CFR 673, CATS needs to conduct an agency wide safety survey to all its employees to provide a baseline safety culture. This baseline will allow CATS to identify GAPS in the ASP and enhance the document to ensure safety issues and programs identified by employees are included. It is our intent to conduct future pulse check surveys in order to track changes in the safety culture over time.

On-Call Airfield Lighting Maintenance
The Facilities Department of Charlotte Douglas International Airport maintains the airfield, including runways and taxiways and the lights, signs, regulators, and control systems within the AOA. (Aircraft Operational Area). This includes a network of wire and conduit, including cans and manholes. This Contract will be an on-call as-needed basis. It will also include, not be limited to the following: power, distribution, lighting, conduit, panels, equipment connections, and high voltage. Most of this work will be in and on the airfield at Charlotte Douglas International Airport.

Cummins Engine Repair Service
CATS BOD (Bus Operations Department) is seeking an authorized vendor that can provide vehicle repair services for Cummins engines. The vendor must guarantee workmanship and honor warranty of the components replaced. The repair services of the Cummins engines shall include but not be limited to; diagnostics, routine repairs, and replacement of all mechanical engine components and accessories, all sensors on the engine or vehicle that could cause an engine fault code, and any wiring and harnesses that could cause an engine fault code. The contract will include the selling CATS the licenses of Cummins Insite (Pro and Basic) annually. In addition the contract will include selling CATS a subscription to Cummins QuickServe Online. This will allow the addition of new employees to the CATS subscription and have their own service training IDs.

Charlotte-Mecklenburg Storm Water Services (Storm Water Services) is soliciting Statements of Qualifications (SOQ) from qualified engineering companies (Company) to provide Various Storm Water Services Projects (Project). There are four Scopes of Services identified in this RFQ. Companies may seek consideration for any and all Scopes of Services. The four Scopes of Services are as follows:
Scope of Service A: Stream Restoration Projects
The City anticipates selecting one firm to provide these services on a task order basis. Initial work will include design phase services for a project selected by the City. The Barringer Drive Stream and Wetland Restoration includes stream restoration (for inclusion in the City’s mitigation bank) and wetland restoration/enhancement on tributaries to Irwin Creek. Scoping is anticipated to start in 2022. The specific projects are as follows:

The City anticipates selecting one firm to provide these services on a task order basis. Initial work will include design phase services for a project selected by the City. The Sweden Road Water Quality Improvement Project is a City Facility retrofit project located at the CDOT – Street Maintenance Division Southwest District & Heavy Equipment Shop on 4600 Sweden Road. The project intends to improve stormwater runoff from the City Light Vehicle Maintenance shop by constructing a sand filter and a regenerative stormwater conveyance. Scoping is anticipated to start in early 2022. The specific projects are as follows:

The City anticipates selecting one (1) or more firms to provide these services on a task order basis. Initial work will include design for potential repairs identified through monitoring reports. In addition, two (2) or more stream restoration projects which may begin in 2022.
Scope of Service D: Unspecified Pond and Dam Rehabilitation/Water Quality Improvement Projects
The City anticipates selecting one (1) or more firms to provide these services on a task order basis for two (2) or more pond and dam rehabilitation/water quality enhancement projects. This category may include project initiation planning for multiple projects that are not specified at this time. Additional tasks may include design services for repair of existing projects. These projects are anticipated to start scoping in 2022.

Airfield Crack Sealing Repairs
Charlotte Douglas International Airport is seeking a contractor to perform crack sealing on CLT’s airfield. The work performed on the airfield will include working on runways, taxiways, aprons, and areas around the terminal ramp.
The working hours for this project will be from 11:15 pm to 5:30 am. The contractor will be required to provide all materials, equipment, labor to install crack sealant and cleaning for the work area. The airport will furnish and install
the required barricades for this project.
The Charlotte Department of Transportation (CDOT) uses liquid asphalt in the repair and construction of asphalt streets, including pavements, potholes, utility patches, and street paving. CDOT requires a local pickup facility within Mecklenburg County due to material storage requirements. Local pickup provides the flexibility to secure small and large quantities of material as needed.
