The City of Charlotte is requesting proposals for electrostatic painting services. These services may be used in firehouses and other General Services-maintained facilities. Requested services include the complete cleaning, resurfacing, and recoating of doors, walls, and other items. Prospective vendors must have extensive experience with electrostatic painting, and preferably in the context of delivering services to local government entities. It is imperative that any potential contamination is contained, and prospective vendors must clearly demonstrate their approach to preventing overspray in workspaces. The City anticipates selecting a single vendor for an award but reserves the right to select multiple vendors should the need arise.

CANCELLED – The City of Charlotte, Mecklenburg County, the City of Rock Hill, and the Charlotte Mecklenburg Library currently partner to receive Managed Print Services and Related Products, Services, and Solutions.

The City of Charlotte is soliciting on behalf of all four (4) entities as well as the City’s Charlotte Cooperative Purchasing Alliance (CCPA – ) for an outside Service Provider to provide the following comprehensive managed services and solutions:

  • Use of a wide variety of Multifunction Machine, Print Devices, Wide-Format Plotters, and Facsimile machines including all Maintenance and Consumables;
  • Use of wide format, high production, facsimile machines, scanners, and other products, accessories, and supplies that may be available in the Service Provider’s catalog during the term of the Agreement;
  • Fleet monitoring and Reporting Services;
  • Print Shop Management Services for each Entity, to include all necessary Print Shop Equipment, personnel, consumables, and related expenses;
  • Various Software Products, along with all associated licenses, installed on either the Multifunction Machines or Entity and/or Service Provider Owned Hardware in support of various Requirements for each respective Entity; and
  • Managed Print Services of Entity-owned print devices to include, but not limited to support, toner/ink, and paper.
  • Other related Services and Solutions.

The Charlotte Fire Department currently operates 43 separate Fire Stations that service the Charlotte community. Fire Stations differ in size and design, but they all have fire apparatus that are housed inside the stations. The diesel exhaust produced by the trucks contains multiple toxic air contaminants that must be removed from the air to provide the firefighters with a clean and safe work environment. All Fire Stations are currently equipped with Plymovent Exhaust Systems.

Charlotte Fire Department requires a Service Provider to maintain the existing exhaust system with a quarterly preventative maintenance plan for each location. The Service Provider must be able to repair and service the existing system and provide reports on the specific condition of the system with recommendations for repairs or replacements. The Service Provider must be able to install a complete exhaust system if the current system is beyond repair, or if the needed repairs are not cost-effective. The Service Provider must be able to design and install a complete system for any future construction of new Fire Stations as needed.

The scope of this contract shall be to provide the Operations and Maintenance (O&M) and the Baggage Handling Controls (BHC) of the Baggage Handling System (“BHS”). The scopes are broken out into two sections, one covering the Baggage Handling Controls (BHC) which consists of both the High-Level Controls (“HLC”) combined with the low-level controls (“LLC”) of the BHS. The second scope will cover the Operations and Maintenance (“O&M”) of the BHS System. The airport operates 24 hours a day, 7 days a week, so both the (BHC) and (O&M) scopes will require coverage of “Work” to match the airport’s operation. Both scopes will include corrective and preventative maintenance services with associated operation and maintenance reporting services. The proposer shall provide separate pricing for the Operations and Maintenance (O&M) scope and the Baggage Handling Controls (BHC) scope. The Baggage Handling Controls (BHC) and the Operations and Maintenance (“O&M”) portions of this scope of work may be awarded separately. Should the O&M and the (BHC) portions of the Work be awarded to multiple proposers, the Company shall fully cooperate with the other company to ensure the continual operation of the BHS. Where there is a conflict between the companies, CLT has the sole authority to make the final decision.
