The Charlotte Area Transit System (CATS) Information and Technology division (I&T) is undertaking a comprehensive upgrade of the critical network infrastructure on the Lynx Blue Line Extension.  This will be done by replacing the existing Moxa EDS-508-A-T network switches–in service since their installation in 2017–with the more advanced and reliable EDS-4008-T network switches. This replacement will significantly improve network stability and performance, ensuring continued operational excellence. In addition to the hardware upgrade, we will also be updating the network monitoring and management software to the latest version of MXView One. This software enhancement includes full licensing coverage for all 33 newly installed switches, enabling more efficient, centralized-control and real-time monitoring of the network. These improvements are designed to support the growing demands of the Lynx Blue Line Extension, enhance system security, and facilitate proactive maintenance, ultimately contributing to a more robust and resilient transit network.

In July 2012, Congress authorized a new federal transportation bill, Moving Ahead for Progress in the 21st Century (MAP-21), which consolidated two transit programs under previous legislation (Section 5310: “Transportation for Elderly Persons and Persons with Disabilities” and Section 5317: “New Freedom Program”) into a single: “Enhanced Mobility of Seniors and Individuals with Disabilities” (Section 5310). The purpose of this consolidated program is to provide funds for projects that serve the special needs of transit-dependent populations when traditional public transportation services are insufficient, unavailable, or inappropriate and programs that expand the transportation options beyond those required by the Americans with Disabilities Act (ADA).

A priority for the Charlotte Business INClusion (CBI) Program is to provide a construction bonding services program that will educate the city’s minority, women and small business enterprises (MWSBEs) on how to obtain construction bonding in an effort to help encourage their participation in city construction contracts.

Service Providers are to provide full descriptions of their service functionality, identify where the program would be located, and provide the cost to operate and maintain a construction bonding program. Service providers shall describe the relationship with the  bond company that will be providing construction bonds for eligible certified firms.
