The City’s debt activity supports governmental, enterprise and special purpose credit entities and is regulated by the NC Local Government Commission. This procurement aims to identify qualified professionals for three financial functions that are integral to the debt management process.

The City is soliciting competitive, sealed responses from qualified firms. Companies responding to this Request for Proposal may bid on any or all functions described below. Each function will operate under a separate contract which will run for three (3) years with one (1), two-year optional extension.

These services will support CMPD in the development and execution of a comprehensive recruitment campaign.

McDowell Creek WRRF Primary Clarifier Rehabilitation
This project will rehabilitate Primary Clarifier #5 at the McDowell Creek Water Resource Recovery Facility. The scope of work includes the demolition and replacement of the existing clarifier mechanism, various concrete repairs, and regrouting of the clarifier floor. Additionally, pressure-reducing valves, plug valves, and telescoping valves will be replaced, and existing electrical and instrumentation systems will be reconnected to the new clarifier mechanism. These improvements will enhance the functionality and durability of the primary clarifier.

Sugar Creek Water Resource Recovery Facility (WRRF) Ultraviolet (UV) D ... Sugar Creek Water Resource Recovery Facility (WRRF) Ultraviolet (UV) Disinfection System Upgrades
This project involves the replacement of the existing ultraviolet disinfection system at the Sugar Creek Water Resource Recovery Facility. The scope of work includes upgrading the UV disinfection system while utilizing the existing UV channels, extending these channels, and replacing the current level control gates with fixed finger weirs. A new non-potable water (NPW) pump station wet well will be added, and the drain valve of the East Equalization Basin will be replaced. During this upgrade, a temporary disinfection system will be provided to maintain disinfection while the UV system is out of service. Additionally, two existing NPW pumps will be relocated, and three NPW pumps will be replaced in kind. The Filter Backwash Return Pump wet well work will include the installation of a backwash return pump, the necessary piping and valves, and the replacement of a flow meter.
The City is seeking a qualified organization to serve as an Administrative Partner to develop and support a grant program and administer grant funds in line with the City’s digital inclusion initiative, Learn2Earn. This program aligns with the City’s goals of Closing the Digital Divide and Building Workforce Development.
