In April of 2023, Charlotte City Council approved funding from the Coronavirus State and Local Fiscal Recovery Fund for small business and entrepreneurship support. The City of Charlotte’s Economic Development Department is seeking an experienced and knowledgeable consulting firm to conduct a comprehensive assessment of the small business ecosystem in Charlotte to help increase equitable opportunities and address challenges/gaps in resources. The City of Charlotte is committed to supporting the growth and success of local small, minority, and women-owned businesses and is eager to gain insights into the current landscape to inform our future initiatives. This assessment is to provide an in-depth understanding of the challenges, opportunities, and key factors affecting small businesses in Charlotte. The findings will help us develop targeted strategies, programs, and resources to empower and strengthen the local entrepreneurial community.

Charlotte Water is soliciting proposals from qualified firms  (licensed General Contractor in North Carolina,  must have a Certified Coating Inspector on staff: AMPP, Association for Materials Protection and Performance (formerly SSPC and NACE) Society for Protective Coatings (SSPC) – Certified Concrete Coating Inspector and/or National Association of Corrosion Engineers (NACE) — Level III Certified Coating Inspector to provide industrial protective coatings maintenance services and concrete repairs for Charlotte Water’s Water treatment and Wastewater treatment facilities.

Charlotte Water operates 3 water treatment and 6 wastewater plants and approximately 80 lift or pumping stations through Charlotte and Mecklenburg County where coatings and/or concrete repairs work for this project may be located. Charlotte Water has identified and prioritized surfaces at the facilities requiring protective This program will address Charlotte Water assets that are continuously being identified and prioritized by Charlotte Water staff for coating work and/or concrete repair.

The selected firm(s) will be considered an extension of Charlotte Water’s Engineering and Operations Divisions requiring coordination with multiple Charlotte Water staff. Charlotte Water staff, project managers, operations managers, and maintenance managers are authorized to initiate an industrial coatings maintenance project Task Order and act as the Task Order Manager. The firm will be required to meet with the Task Order Manager on the project site to evaluate the work to be performed and evaluate all constraints related to coatings maintenance of the particular asset.  Each Task Order will be reviewed and approved by the Firm, Task Order Manager, and the respective Project Manager prior to commencing any work.  Once approved and start date identified, the Firm will be required to attend a pre-coating and site safety meeting with all project personnel working on that Task Order.

Firehouse #30, currently located at 4707 Belle-Oaks Drive, near Charlotte Douglas Airport, is currently located in a house built in 1955 and needs extensive renovations. The facility is the only firehouse where crews must leave their living quarters to access their apparatus, as a result, in impacting response time.

Firehouse #30 design services with the use of Advance Planning funds will be utilized to build a replacement 3-bay 2-story firehouse to manage response volumes in the Beam Road/Airport area. The new facility will be approximately 14,000 square feet. The building will be located at 3019 Beam Road, directly across from the Police and Fire Academy, and the parcel ID number is 141-24-104. It is located in Council District 3. The firehouse design will be the same floor plan design as Hidden Valley Firehouse #45 (HVFH#45).  This project is also designated to be an all-electric firehouse and additional scope will be added.

The City of Charlotte (“City”) Office of Sustainability and Resilience (OSR) is seeking professional consulting services to update the SEAP five years after adoption to better reflect current trends in Charlotte, updates in available technology, and update science-based targets.  The updated plan will need to review its ambitious GHG reduction goals for 2030 and 2050, offering potential revisions, benchmarks, and strategies throughout this work to ensure success.  GHG reduction goals are:

  • Fuel fleet and facilities by 100% zero-carbon sources by 2030,
  • City of Charlotte will be a low-carbon city by 2050.

This work includes the provision of labor, material, equipment, supervision, and administration to integrate the work outlined in these specifications into the total building system such that no leakage into the system occurs. In general, the scope of work in the Base Bid includes Roof Areas A, B, C, D, & E: Remove and dispose of the existing roof system including flashings and sheet metal down to the existing steel deck. Secure the existing steel deck to structural framing members. Provide roof insulation system as specified in Section 07 22 16 “Roof Insulation”. Provide a cold adhesive applied two-ply modified bitumen roof membrane along with flashings and accessories as specified in Section 07 52 16 “Modified Bitumen Roofing”. Replace sheet metal flashings and trim as specified in Section 07 62 00 “Sheet Metal Flashing and Trim” Provide a complete, watertight, 20-year warrantable roof assembly. Exterior Wall Restoration: Replace through wall flashings at masonry elevation wall above roof level as specified in Section 07 65 00 “Through Wall Flashing”. Provide metal wall panels at elevation wall above roof level as specified in Section 07 42 13 “Metal Wall Panels”.
