Airport Fire Department Fluorine Free Foam
The Charlotte Douglas Airport Fire Department is expecting delivery of a new crash truck around August/September of 2025. As part of this update, they will be transitioning to fluorine free foam for this truck, current trucks and all future crash trucks in their fleet and therefore are seeking a new multi-year contract for the purchase of fluorine free firefighting foam.
All Products and component parts furnished under the Contract shall comply with the specifications and terms and conditions.

Franklin Water Treatment Plant (WTP) Electrical Upgrades
Charlotte Water is requesting proposals from qualified companies interested in providing Professional Engineering Services for the Franklin WTP Electrical Upgrades Project. The delivery method for the Project will be Design-Bid-Build. The initial design contract is anticipated to include detailed design, permitting, and bid phase services. The design contract will be amended later to include construction administration services. Note that CLTWater will provide the selected firm a copy of the “Franklin WTP Electrical Upgrades Preliminary Engineering Report (PER)” (being written by Southeastern Consulting Engineers, Inc.), which will be the basis of detailed design. The PER is currently in development and will be provided before the Notice to Proceed for detailed design.
The following is a general description of the work required in the Franklin WTP Electrical Upgrades project. This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be completed. A more defined Scope of Work will be developed during negotiations with the selected firm and completion of the “Franklin WTP Electrical Upgrades PER”.
Note: The above scope represents the Owner’s requirements at this time. CLTWATER reserves the right to change this scope (either reductions or additions.

Bi-Annual Bridge and Structure Inspections
This RFQ is for the selection of a consultant to perform Bi-Annual Bridge and Structure Inspections which includes two phases. Phase A is the inspections and Phase B is the design and design services during construction. The selected consultant shall perform inspections every two years on the following: light rail bridges, elevated stations, walls and culverts, parking decks, retaining walls, ballast curbs, underpasses (i.e. N. Tryon).

40-foot high cube (9′-6″ tall) climate controlled container with styrofoam panel insulation, a standard PTAC unit, overhead lights, and one power receptacle.
Configured for a 9’6″ HC container; 1-inch Styrofoam on interior walls, two layers of 1-inch Styrofoam on the ceiling; styrofoam color and markings subject to availability.
Operable Cargo Doors, original marine-grade plywood or bamboo floors, three standard 4-foot LED light fixtures, one duplex GFI outlet, and one 15K PTAC unit. Customer electrician to ground the unit and connect power service to an exterior panel with a 60A disconnect breaker feeding a 125A capacity panel inside.
An 8-foot wide roll-up door placed on the side wall of the container for easy storage access 8′ W x 6’8″ H self-storage grade coiling steel roll-up door with push-up opening style and stainless steel slide latch.

Charlotte Storm Water Services / Construction
Storm Water Repair and Improvement FY2025 G
Work performed under this contract will consist of storm water infrastructure repair and improvement projects within the city limits of Charlotte, NC. Work will involve mobilization, earthwork, drainage structures, storm drainpipe systems, channels, working over, under, near, and around existing private utilities, asphalt paving, concrete flatwork, landscaping, and any associated work required by the Engineer. Other work may include structural foundation protection, storm water pipe lining, storm water pipe joint and structure repair, water and sewer relocations, installations and adjustments. Storm Water maintenance work may be located entirely within or a combination of the street right-of-way, private, residential, and commercial properties.

Safety Supplies
The City of Charlotte is requesting a new contract to provide safety supplies and personal protective equipment. The successful bidder shall agree to receive all orders from the Charlotte Department of Transportation, Neighborhood and Business Services, Charlotte Water, and Solid Waste Services as well as other departments and deliver items ordered to a specified address.
All Products and component parts furnished under the Contract shall be new, shall comply with the specifications and terms and conditions.
The purpose of these services is to inspect each facility roof and exterior walls by qualified personnel as scheduled by client. This consists of all elements of roofs and building envelopes. No invasive roof openings are anticipated as part of these services. Additionally, perform water tests as scheduled by the client at Skylights, Windows, Exterior Walls or Through-Wall Flashings utilizing a spray rack or standard garden hoses and portable communication.
