The City of Charlotte plans to release an Invitation to Bid for electrical lighting and related supplies including, but not limited to, luminaires, lamps, ballasts, dimmers, wiring devices, ceiling fans, photo controls, lenses, repair parts, and any accessories and related components necessary for new or retrofit requirements. The selected company or companies shall have a local presence in Charlotte, North Carolina, with a City Counter for emergency counter pick-ups and be capable of delivering to any City-maintained facility located within Mecklenburg County.

Electric Vehicle Supply Equipment and Related Services
The Office of Sustainability and Resilience (OSR) in the General Services Department is responsible for guiding the implementation of the Strategic Energy Action Plan. SEAP goals are integrated across the City’s operations of 200+ municipal facilities, structures, and assets, with a range of uses including office, warehouse, storage, parking, vehicle maintenance, communication towers, and public safety. Currently, there are approximately 103 Level II and one Level III City-owned EV chargers installed across the city.
The City is currently studying 850 additional vehicles for near-term electrification and associated infrastructure needs. The City is issuing this RFP for Electric Vehicle Supply Equipment (EVSE) and related Electric Vehicle Charging Software services to support the SEAP goals. The majority of installed EVSE will be for fleet charging. There will be some need for publicly available chargers which will require the ability to accept payment.
The City is seeking to hire an experienced and qualified Vendor that can provide a turnkey solution of all equipment, corresponding software and networking, accessories, and warranties. In addition, we will be considering inclusion of a maintenance services contract.

Providing Charlotte Water branded materials, developing communication plans for executing campaigns, as appropriate, working with various Charlotte Water staff to gather content and shepherd drafts through the review process, improving customer satisfaction and knowledge of Charlotte Water services through the execution of campaigns, and providing on-demand services related to the campaign, as requested by Charlotte Water.

Mallard Creek NPW/PW System Rehabilitation – CANCELLED
This project will provide maintenance on the Mallard Creek Water Reclamation Facility’s potable and non-potable water systems. Work on this project will include repairs to valves, valve collars, hydrants, and the installation of an 8-inch non-potable water connection line. As part of the project, the existing non-potable water backflow preventer, associated accessories, and FRP (fiberglass reinforced plastic) enclosure.

CANCELLED-CATS Scheduling Software Replacement
The Charlotte Area Transit System is seeking to Replace its current Hastus scheduling software with a SaaS solution.
CATS III 300K TRUCK OVERHAUL-The vehicle’s system has reached the recommended maintenance intervals for performance. This project will accomplish the original equipment manufacturer requirements for the truck, hydraulic and braking portion of the OEM recommendations. The RCM department will support the Truck Overhaul project by removing and preparing for the shipment of the selected equipment. The Rail Inventory department will coordinate the shipment to the selected vendors for overhauls. The contracted vendor will perform the required maintenance to specifications and meet all the OEM standards.
Scope Statement:
The selected contractor will manage the complete project, which includes performing the truck equipment overhaul and serving as the contact for overhauling the Braking and Hydraulic equipment. The S70 Truck overhaul requires that the truck, hydraulic, and braking equipment systems be repaired per the OEM specifications.
From the Notice to Proceed (NTP), the vendor will order the equipment for the overhaul. The selected contractor will be required to overhaul, remove and replace/upgrade all identified equipment by the OEM. The contractor must pick up the prototype or the first set of trucks, perform the overhaul, and return each set of LRV equipment. Then according to the specified start schedule, the first car set, which comprises three trucks, will be picked up from the CATS facility and delivered to the contractor’s facility for overhaul.
The overhaul duration of the first and second trucks will be determined via RFP responses. It will include the delivery schedule upon receiving the RFP to include door-to-door pickup and delivery of all overhauled LRV equipment.
