The City of Charlotte prepares and adopts an annual Central Services Cost Allocation Plan (CAP) to equitably divide the cost for all support departments, including overhead, as well as other designated City costs. A RFP will be issued to select a consulting Partner to create a new CAP model.

4900 West Blvd Roof Replacement
This solicitation request is to complete removal of existing roofing membrane, insulation, flashings, sheet metal flashings, gutters, and downspouts, repair and/or replacement of rusted and/or deteriorated metal deck, and the installation of new insulation, cover board, 60 mil TPO membrane and associated flashings, sheet metal flashings, gutters and downspouts. Contractor must also provide temporary protection of contents in the building and cleanup of debris associated with removals. The roof has exceeded the expected lifespan and is currently 30+ years old. No Badging requirements, no restriction on work hours,

Erwin Road and Byrum Drive Intelligent Transportation System Project
The Erwin Road ITS Project includes the installation of approximately 0.8 miles of fiber optic cable in new directionally bored conduit. This project also includes fiber optic cable splicing and testing. The project limits are Erwin Road and South Tryon Street to Erwin Road and Steele Creek Road in Charlotte, Mecklenburg County, NC. The Byrum Drive ITS Project includes the installation of approximately 2.7 miles of fiber optic cable in new directionally bored and trenched conduit and aerial fiber attachments to wood utility poles. This project also includes fiber optic cable splicing and testing. The project limits are West Boulevard/Steel Creek Road/Byrum Drive along Byrum Drive to Yorkmont Road/Byrum Drive and along Yorkmont Road to West Boulevard/Yorkmont Road and along West Boulevard to Billy Graham Parkway in Charlotte, Mecklenburg County, NC.

Ramp Cleaning and Pressure Washing
The scope of this contract shall be to provide exterior surface cleaning services and pressure washing of the Charlotte Douglas International Airport including all ramp side areas around the terminal. The city will handle snow removal. The contractor will have no responsibility to remove snow as part of the contracted services.
All work shall be performed between the hours of 11:00 p.m. and 4:30 a.m. seven (7) days per week except for the Ramp and Land Policing which will be Monday through Friday 7:00 am to 4:00 pm. Service Providers must be responsive to extenuating circumstances which may require temporary adjustments to schedule by the Aviation Department (e.g. construction, severe weather conditions, security, or other emergencies as defined). Any schedule changes proposed by the Service Provider must receive prior approval from an Airport Representative.

CATS Light Rail Administration Facility Roof Recovery and Replacement
Roof Areas A, B, C and E (Re-Cover): a. Removal of lightning protection system and storage for reuse. b. Removal and disposal of all existing metal flashings, scupper liners and coping caps; installation of new polyisocyanurate roof insulation, gypsum cover board and overlay, fleeceback Polyvinyl-Chloride (PVC) roof membrane and flashings, wood blocking, metal flashings, coping caps, PVC scupper liners and all associated miscellaneous work as specified herein. c. Removal of existing brick along wall above roof level at Area D as necessary; and installation of new through-wall flashing and brick replacement consisting of use of salvaged brick if in good condition and providing new brick (to match existing) as required. d. Reinstallation of lightning protection system upon completion of the roofing work according to specifications and requirements of the original UL master label installation. 2. Roof Area D (Replacement): a. Removal of lightning protection system and storage for reuse. b. Removal and disposal of all existing metal flashings, coping caps (except along expansion joint at west side) and scupper liners, single-ply membrane and flashings, gypsum cover board, insulation, and gypsum underlayment; installation of new gypsum underlayment, flat and tapered polyisocyanurate roof insulation, gypsum cover board, fleeceback Polyvinyl-Chloride (PVC) roof membrane and flashings, wood blocking, metal flashings, coping caps, PVC scupper liners and all associated miscellaneous work as specified herein. c. Reinstallation of lightning protection system upon completion of the roofing work according to specifications and requirements of the original UL master label installation.

CMPD Animal Care and Control Phase 3 Expansion
The purpose of the CMPD Animal Care and Control, Phase 3 Expansion project is primarily to provide additional kennels for dogs and reduce the increasing rate of euthanasia. Secondly, to provide additional space for other animals and improve the efficiencies of operations for the facility. The expansion of the facility will possibly be located at 2700 Toomey Avenue and the parcel is currently 4.67 acres. This is the old location for the Animal Humane Society. We are currently in the advanced planning phase to acquire a schematic design to confirm the estimated construction cost.
The Construction delivery system will be Progressive Design Build. It is also anticipated that the city will acquire an Owner’s Advisor to assist with procurement and additional services during design and construction.

The City of Charlotte is seeking a new contract for materials to maintain the City’s RRFB infrastructure. Work includes furnishing Rectangular Rapid Flashing Beacons (RRFB) in accordance with the current edition of the North Carolina Department of Transportation (NCDOT) Traffic Signal Specifications, CDOT requirements.

Reflective Glass Beads
The City of Charlotte is seeking a new contract for Reflective Glass Beads. The purpose of the contract is to purchase glass beads for the City of Charlotte’s Aviation and Transportation Departments to mark roadways and runways for higher visibility to bring driver awareness and highway safety.
The Charlotte Area Transit System (CATS) is inviting proposals from qualified firm(s) to partner with CATS for the development and implementation of a new micro-transit service. The goal of micro-transit is to enhance CATS’ existing bus, light rail, and streetcar services. Micro-transit is also part of CATS’
larger goal of building a more reliable, connected, and accessible transit network for the greater Charlotte area.
