​Cleaning and post cleaning inspection services for various diameters, lengths and configurations of inverted siphons, including flow control, throughout the Charlotte Water service area. The diameters of siphon pipes to be cleaned and inspected range from 6-inch to 48-inch and include both single and multi-barrels.   The Company shall verify the sizes and configurations of each siphon and report any discrepancies to the as-builts to Charlotte Water.  Cleaning schedules will vary, as required, and may include the need to perform services during nights, weekends, and/or City observed holidays.  Company awarded must have a vacuum truck to haul sewage debris to landfill.  ​

Charlotte Water’s Field Operations Division is comprised of approximately 300 full time positions, most of which are responsible for maintaining and repairing 4,664 miles of water and 4,638 miles of wastewater pipeline infrastructure. These employees are responsible for repair work that involves excavating multiple trenches and using various types of equipment such as pipe saws and other small construction/repair tools to perform daily activities and tasks. The Division operates out of four zones and facilities strategically located throughout Mecklenburg County NC and Charlotte Water’s service area.

The Division’s Safety Program is designed to establish and maintain a strong culture of safety for all field-related positions within the Field Operations Division. The program provides a structured framework that ensures compliance with regulatory requirements, reduces risk exposure, and promotes the health and well-being of employees, contractors, and the public.

Charlotte Water is seeking a Company to perform a safety audit of the Division, perform observations and analysis, and provide recommendations based on industry standard best practices, by submitting a written report to the Division.

The scope of this work shall be to provide water treatment chemicals
and to furnish all professional services and expertise to operate a water treatment chemical program which uses diffusion-based coating and membrane technology, referred to as the Smart Release Osmotic Membrane Chemical Feed System. The company shall provide all products and water treatment chemicals required to maintain two Central Chiller plants totaling 7165 tons of cooling and the new central energy plant, which has a total of 8000 tons of cooling, and will add a total volume of approximately 350,000 gallons of chilled water and approximately 110,000 gallons of hot water to the closed loops systems. The central energy plant will be coming on-line
in year three of the contract. The contract covers the building heating and air
conditioning open and closed water loops, the boiler closed loop and steam
condensate which consist of six boilers totaling 1225 (BHP) Boiler Horsepower. The Company will maintain these systems through an aggressive water treatment chemical program. The water treatment chemical program shall be a typical dual biocide program which consists of a scale and corrosion inhibitor with oxidizing and nonoxidizing biocides. The Scale/Corrosion inhibitor, the oxidizing and non-oxidizing biocide are to be Smart Release osmotic membrane products and shall be feed from separate smart release canister feeders.

A. The Aviation Department of the City of Charlotte, North Carolina (Owner) proposes to purchase a number of new 100-ton, 90-ton, 60-ton, 45-ton, 30-ton and 20-ton Preconditioned Air Units (PCAir) for the Charlotte Douglas International Airport.1. The Contractor’s scope of work for this project will be to supply the PCAir units, factory tested and crated for storage by the Owner. The Contractor will also provide training, initial start-up support, warranty support and some maintenance accessories, as defined within this Specification.
2. The Owner will be responsible for installation of the PCAir units, including any electrical or mechanical infrastructure modifications required for the Passenger Boarding Bridge (PBB) or any electrical service upgrades required to provide the necessary power to the face of the terminal building.
3. The Owner will be responsible to procure and install the necessary accessories (hoses, adaptors, couplers, swivels, baskets, reels, straps, elbows, mounting materials and hardware) required to provide preconditioned air from the PCAir unit to the aircraft and / or PBB pre-cool plenum.

The South Ramp Expansion Program for Charlotte Douglas International Airport (also referred to as “CLT,” “Airport,” or “Owner”) consists of the design and construction of a three-phase program targeted to enhance capacity and improve efficiency of the terminal ramp by addressing ramp congestion, improving taxi times and enhancing safety. South Ramp Expansion Phase I will provide unimpeded dual Airplane Design Group (ADG) III and V taxilanes for the southeast area. Phase II will provide continuity of the unimpeded dual ADG III and V taxilanes for the center area of the ramp. The program also provides for the relocations of the Airport Surveillance Radar (ASR) and of the Center Lighting Vault, the two projects that are the subject of this RFQ. Finally, Phase III will complete the linear and unimpeded taxilane connectivity for the southwest corner of the terminal ramp.

This Request for Qualifications will be used to select a Firm to provide the design, construction administration, and related services for the two facility relocation projects within the existing scope of the program as described above. The current program consists of 5 projects, three airfield and two enabling facility relocations, which are listed below:
