Scope 1: The City requires the company to perform DNA Testing of sexual assault kits (SAKS) and partially tested SAKS obtained from victims of sexual assaults. The company shall maintain ISO/IEC 17025 Accreditation and comply with the 2020 FBI quality assurance standards for forensic testing laboratories. Scope 2: The City requires the Company to perform screening and DNA testing of secondary evidence from Sexual Assault cases. This contract consists of an undetermined number of individual projects consisting of water and/or sewer replacements, water and/or sewer extensions, and water distribution system reliability improvement projects, which will be assigned by the Project Engineer.

FY24 Water and Sewer Service Dismantlement
This project will consist of dismantling water and sewer service connections that are requested by customers. This contract will dismantle water services up to 12″ in diameter and sewer services up to 8″ in diameter.
Sanitary sewer service dismantlement’s involve cutting and plugging the existing service lateral pipe at the sanitary sewer main or manhole to help control and limit unnecessary sewer system infiltration. Charlotte Water expects the majority of these dismantlement requests to be in areas of
the county where infrastructure pre-dates any locatable requirements including tracer wire, ductile iron or cast iron pipe.

Collective AB Storm Drainage Improvement Project
Work performed under this contract will consist of storm water infrastructure repair and improvement projects within the city limits of Charlotte, NC. Work will involve mobilization, earthwork, drainage structures, storm drain pipe systems, channels, working over, under, near, and around existing private utilities, asphalt paving, concrete flatwork, and landscaping and any associated work required by the Engineer. Other work may include structural foundation protection, storm water pipe lining, storm water pipe joint and structure repair, water and sewer (relocations, installations and adjustments). Storm Water maintenance work may be located entirely within or a combination of the street right-of-way, private, residential, and commercial properties.

Asphalt and Concrete Repair Service
The scope of this project shall be to provide asphalt and concrete repair Services for Charlotte Water, a department of the City of Charlotte. Asphalt and concrete repair work includes repair to damaged pavement, sidewalks, and driveways caused by water and sewer main breaks, settlement, or other damages on city streets and private driveways. In some cases, the damage from a water main break can be extensive and require significant pavement removal, excavation, backfilling, and replacement operations in an expeditious fashion. The services may include removal, placement, and compaction of backfill or other related work in addition to asphalt and concrete repair.

Barrington Drive 5919 Storm Drainage Improvement Project
The purpose and need for this construction project is to improve the storm drainage infrastructure (i.e. pipe systems and culverts) to reduce flooding and to enhance degraded stream reaches to reduce erosion and improve water quality. This project is under review. Location and project details will be provided after the review is complete.
CLT is seeking proposals from capable consultants with expertise in delivering succession planning framework and related consulting services. This initiative pertains to pivotal roles including executive, directorial, and other vital positions, where seamless and effective personnel transitions are paramount to sustain operational efficiency. Leveraging existing internal talent to bridge transitional gaps and preserving indispensable operational insights, knowledge and procedures stand as imperative objectives for CLT. We seek a consultant who can deliver a practical and comprehensive succession plan that is realistic for our business and employee population and can be adapted as needed and maintained by CLT Staff.
The term of the contract shall be for three (3) years with two optional one-year renewals.
