Citywide Roof Inspection and Maintenance

The purpose of this project is to provide specified inspection schedules, and also for on-call, as needed services for unscheduled inspection services, minor roof maintenance, and repairs. Work is to include inspections of gutters, scuppers, down spouts, coping caps, expansion joint covers, and gravel stop joints and flashings. In addition, building perimeter inspections will be needed to note defects, such as damaged or deteriorated wood fascia, peeling paint, broken windows, cracks in walls, etc.   Digital photo documentation will also be needed to document overall roof conditions, deficiencies, and repaired roof areas.

 

 

CANCEL- CATS Facilities Air Compressor Services Contract

Contract needed for Air Compressor and Dryer PM and repair services. The VMF currently needs a new Air Compressor to assist with Rail Car maintenance. Repair existing air systems, install new air lines and air dryer.

Cancelled Vanpool Billboards

Vanpool has requested CATS Marketing assist them with billboard advertising.  CATS is seeking billboard advertising space to promote its vanpool program. Desired locations include:  I-77 North from Rock Hill to Clanton Rd. I-77 South from Mooresville to Sunset Rd.  I-85 South from Concord to Sugar Creek  I-85 North from Gastonia to Wilkinson Blvd. Quote must include printing and installation for a two-month period. Vendor to provide traffic counts and photos of locations. CATS will provide camera ready artwork.

Canceled ATS Employee Safety Culture Survey

As part of FTA-mandated Agency Safety Plan (ASP) regulations 49 CFR 673, CATS needs to conduct an agency wide safety survey to all its employees to provide a baseline safety culture. This baseline will allow CATS to identify GAPS in the ASP and enhance the document to ensure safety issues and programs identified by employees are included. It is our intent to conduct future pulse check surveys in order to track changes in the safety culture over time.

CATS Shop Equipment Preventative Maintenace and Repair Services

Charlotte Area Transit System Bus Operation Division (CATS-BOD) requesting and repair services for our shop equipment. CATS-BOD uses multiple small engine and custodial equipment between two facilities. The facilities are located at: 3145 South Tryon Charlotte, NC and 900 North Davidson Charlotte, NC.

LYNX Silver Line Safety and Security Consultant

The purpose of this PSR is to procure a Safety and Security consultant for the Pre-Project Development and Project Development phase of the LYNX Silver Line. This scope of work is currently in the LYNX Silver Line Design RFQ currently being advertised, however it has been determined that it is in CATS interest to directly contract with the safety and security vendor to ensure there are no conflicts of interest and to ensure continuity with CATS Safety and Security program. Therefore it is recommended to remove this scope from the Silver Line Design RFQ and reassign that scope to this contract.
General Scope of Service
1. Prepare a schedule of all Pre-Project Development and Project Development activities for incorporation into the Project Master Schedule
2. Develop the project Safety and Security Certification Plan (SSCP) using CATS Agency Safety Plan and previous SSCP provided by CATS.
3. Develop the project Safety and Security Management Plan (SSMP) using CATS Agency Safety Plan and SSMP from previous projects provided by CATS.
4. Provide Safety and Security Certification training to project staff as requested by CATS.
5. Perform a Preliminary Hazard Analysis (PHA)
6. Perform a Threat and Vulnerability Assessment (TVA)
7. Perform Safety and Security Design Reviews for the 30% and 65% design milestones as well as design development workshops, as requested by CATS.
8. Update the Safety and Security Chapter of the current LYNX Blue Line Design Criteria, for the LYNX Silver Line
9. Provide information as requested by the design team in the development of the Safety and Security Chapter of LYNX Silver Line Draft and Final Environmental Impact Statement
10. Participate in preparation and review of other Design Criteria chapters, as requested by CATS
11. Develop Design Criteria Conformance Checklists (DCCC), Safety Critical Items Lists (SCILs) and Certifiable Items List (CIL)
12. Develop and manage a database to track PHA’s, CIL’s, SCILs and OHAs, as requested by CATS.
13. Attend Safety and Security Certification Review Committee (SSRC), Fire Life Safety and Security Committee (FLSC), Project Management Team (PMT), Project Oversight Consultant (PMOC), Federal Transit Administration (FTA), Peer Review meetings, and other meetings requested by CATS.
14. Attend Value Engineering (VE) meetings and provide the Office of Safety & Security updates on risks associated with VE decisions
15. Review pre-revenue test plans, systems integration testing (SIT) plans , operating and safety rules as requested by CATS.
16. Develop safety and security monthly reports for CATS management to submit to NCODT and FTA.

CATS (Charlotte Area Transit System) is looking for turnout service program that includes regular servicing work such as maintenance, inspection, and repair. Working in accordance with MOW Maintenance of Way) rail maintenance and track safety standards such a repair made by the contractor will play an important role in prolonging the service life of these areas.

Creative Services for Storm Water Services

Charlotte‐Mecklenburg Storm Water Services (CMSWS) conducts four educational campaigns to raise awareness of the effects of individual behavior on surface water quality, volunteer opportunities to protect local waterways, flood safety, and storm drainage infrastructure throughout the City of Charlotte and Mecklenburg County.

  • Surface Water Quality Education Campaign – Messages focus on surface water quality, stormwater, watershed awareness and pollution prevention.
  • Flood Safety Education Campaign – Messages focus on floodplains, flood risks, flood insurance and storm preparation.
  • Volunteer Education Campaign – Messages focus on volunteer opportunities to improve conditions that affect water quality and flooding.
  • Storm Drainage Infrastructure Education Campaign – Messages focus on how drainage infrastructure carries rainwater throughout our community, storm drainage improvement projects, and the importance of repairing and replacing infrastructure to support a thriving city.

Each year, CMSWS prepares a strategic plan that summarizes the activities and strategies for the upcoming fiscal year. The selected firm(s) will assist in the development and implementation of this plan.
