Freightliner OEM Parts and Service

The City requires a qualified and manufacturer-authorized Freightliner, Sterling, and Western Star heavy equipment dealer to work in conjunction with Fleet Management. The Company shall perform repair, replacement, maintenance, diagnostic, warranty repair and representation, and related Services on the City’s fleet of various models and years of Freightliner, Sterling, and Western Star heavy equipment owned and operated by the City at their Company facilities or at approved City locations.

Sexual Assault Kit Initiative (SAKI)

The City requires Company(ies) to perform screening and DNA testing of secondary evidence from sexual assault cases including, but not limited to, clothing and bedding.  Company(ies) shall maintain ISO/IEC17025 accreditation and comply with the 2020 FBI Quality Assurance Standards for Forensic DNA Testing Laboratories.

On-Call Fencing Installation and Repair Services (Re-Solicitation)

The City is requesting proposals for fencing installation and repair services needed to meet security requirements and ensure the protection of facilities and property while also providing safety in areas with limited or prohibited access.

Service provider must be required to provide all materials, labor, equipment, and supervision staff for fencing services to install, repair, and perform periodic maintenance on fences and gates on a time and materials basis.

 

General Vehicle Collision Repair and Related Services

The City of Charlotte is looking for qualified Service Providers to work in conjunction with Fleet Management to perform complete turnkey collision repairs and related services (excluding any City applied graphics), on the City’s various makes and models of vehicles.

Fleet Towing Services

The City is seeking to locate a Company to provide Fleet Towing Services. This includes the towing and recovery of disabled Vehicles and special Equipment belonging to various City Departments. All brands, classes and sizes of Vehicles and Equipment utilized by the City Fleet may require towing by the Company including, but not limited, to: motorcycles, SUVs, sedans, pickups, police cars, light duty industrial vehicles, medium duty and heavy-duty trucks, fire apparatus, trailers, scooters, forklifts, and construction equipment.

Auctioneer and Related Services

The City Procurement Division of General Services provides Asset Recovery and Disposal services to the City as well as several other related organizations such as Mecklenburg County, Emergency Management Services, and The Charlotte Housing Authority (now operating as INLIVIAN). Property is stored and auctions are held at an eight-acre site owned by the City (Airport). This site includes approximately 8,000 square feet of warehouse space.

The City currently holds three (3) live Rolling Stock/Equipment auctions per year (subject to change based on business needs). These auctions are currently held in January, May, and September. These auctions can be (a) live on-site with a preview day or it can be (b) live virtual only with or without a preview day (based on requirements for social distancing, etc.). We may also have Electronic auctions throughout the year. The number of auctions and scheduling thereof will be left to the discretion of City Project Manager and the City Chief Procurement Officer based on business needs.

The Service Provider is expected to cooperate with the City and all Affiliates in scheduling, planning, administration, and successful completion of activities associated with the auctions. The Service Provider is responsible for committing all necessary resources for providing Auctioneer and Related Services as described in the Scope of Work.

The Service Provider is expected to work cooperatively with the City’s Project Manager to increase the City’s Asset Recovery and Disposal property net sales revenues, increase the City’s return on investment, and to improve customer service levels.

Investment Custodian and Trustee Services

The City is seeking one or more service providers to provide investment custodian and trustee services.

The primary role of the Investment Custodian Service Provider will be to provide trust custody accounts and safe-keeping services for the City’s Consolidated Investment Pool and the Long-Term Investment Program (LTIP).  The City’s $2.5B Consolidated Investment Pool is part of its daily operations and is invested under North Carolina G.S. 159-30 and 159-31. The LTIP has a total market value of approximately $100M and is an investment program in which the City’s long-term capital reserves are invested under expanded investment authorization outlined in State Law G.S. 147-69.2(b)(1)-(6) and (8) to diversify investment assets of the City and provide a funding source for future Other Post-Employment Benefits (OPEB) obligations.

The primary role of the Trustee Services Provider will be to establish, hold, maintain and manage segregated trust accounts in accordance with bond documents and in compliance with federal tax law.

Citywide Uniform Rental Services

The City of Charlotte will be seeking a service provider to supply uniforms and other related garments via a rental program, including:

  • Provision of rental garments meeting a variety of City specifications, including standard field garments, supervisory garments, flame-resistant garments, and high-visibility garments;
  • Provision of mats, dust mops, shop rags, lockers, soiled garment bins;
  • Weekly laundering of all uniforms, and delivery and pick-up at various City facilities;
  • Repair or replacement of damaged or lost uniforms; and
  • Additional pricing discounts for direct purchase of uniforms, including logo apparel.

This solicitation will not include Police or Fire uniforms.
