LYNX Silver Line Equitable Transit-Oriented Development Policy and Implementation Study

The ETOD Policy and Implementation Plan will be developed to achieve the City’s goals of creating transit oriented development along the Silver Line is equitable, multimodal and economically resilient. There will be two phases to this Policy and Implementation Plan- Phase 1 will consist of a community driven road map to develop equitable policies that center around cultural, social, economical, and environmental resilience and housing stability within station areas. A co-created policy between vulnerable station-area community members and small business owners facing displacement risks. Phase 2 will focus on implementation and transforming policy frameworks into actionable steps.

Microtransit Dedicated Providers Cancelled

Contract multiple turnkey microtransit operators with dedicated fleet to operate multiple microtransit zones consistent with the adopted Envision My Ride Plan. FY 24 budget request covers initial software integration with CATS-Pass App ($35,000 estimated cost) plus the operation of up to four microtransit zones with up to seven dedicated vehicles ($2,212,021 estimated cost). Procurement process should allow for contract renewal and expansion of services annually consistent with approved operating budgets.

S70 Articulation Maintenance Evaluation

Rail Car Maintenance requires the following service performed on two selected LRVs:

Scope of Work:

  • The 2 (two) oldest or highest mileage vehicles will be selected by CATS.
  • Vendor will provide personnel will remove and replace two LRV center truck bearings (4 four center articulation bearings) with new units. All parts and special tools will be provided by the vendor.
  • The vendor will coordinate and ship the removed bearings to an independent lab for analysis. The data obtained from the investigation will be compared to a new unit, and the mileage or bearing lifetime remaining will be estimated. The recommendation will be submitted to CATS
  • The vendor will issue a letter to CATS with maintenance action recommendations and intervals based on analysis results.
  • This is for purchasing, replacing, and analysis of 4 (four) center articulation bearings.

Water Quality Report Printing and Mailing Services

​Charlotte Water is seeking a multiyear contract for the printing and mailing of the annual water quality report. The report is mailed annually to every resident in Mecklenburg County using the USPS list (est. 500,000 copies) on specialty paper and adhering to certain other specifications, such as ink type.  Charlotte Water will provide a print-ready file to the company.  Timing to perform these services is critical, as the report must be mailed by a strict deadline.

Painting Services

The City is responsible for maintaining a portfolio of approximately 180 buildings, including offices, fire stations, police division offices, and equipment shops, that house various City activities. The City also maintains cultural facilities, including museums and arenas that serve as venues for sports, entertainment, and other events. Contracts resulting from this RFP may be used by various City departments for needs across the entire City organization.

The Company shall provide painting services at various locations as identified by the City. Services consist of providing all labor, materials, equipment, and supervision for the painting and finishing of new and existing interior and exterior surfaces, i.e., walls, doors, jambs, window frames, and other work as directed by the Project Manager. Work areas may be occupied and require the moving and repositioning of office equipment and furniture.

The City reserves the right to prepare an individual Scope of Work and require a proposal with a complete breakdown of material, equipment, and labor cost for each project consistent with the prices established per the Price Schedule. The City reserves the right to furnish any and all equipment and/or supplies for projects. The City may solicit a quote for Services from one or more companies prior to assigning an individual project.

Air Handler Unit 57 Replacement on Concourse C – POSTPONED

This will be a turnkey project. Company shall provide and install all new equipment and all associated materials to match the engineered drawings and specifications. Replace one air handler on C concourse according to drawings produced by engineer. Estimated time of completion is less than 6 months

Route Restoration Plan

First/Last mile mobility solutions for low-income residents in disadvantaged neighborhoods and communities

Implementation of this project seeks to:

  • Prioritize and define implementation strategies for past recommendations for a robust, interconnected public transportation network that will combine high-frequency bus routes, expanded mobility hubs, and innovative on-demand first-mile and last-mile connections
  • Coordinate involvement of various communities throughout the service area, especially disadvantaged areas and human services
  • Refine recommendations on locations and typologies of mobility hubs and micro-transit zones
  • Develop recommendations around funding, technology, capital infrastructure, and partnerships that will assist CATS in achieving its near and long-term mobility vision.
