SCADA Development & Instrumentation Services

Supervisory Control and Data Acquisition (SCADA) is a control system architecture that uses computers, networked data communications, and graphical user interfaces for high-level process supervisory management to interface with water and wastewater process plants and machinery.

The Service Provider(s) shall support Charlotte Water’s operations, maintenance, and engineering teams directly.

Projects and work hours will vary. Historically, the services provided under this
contract have been considered to be a continuous need; although no service hours are guaranteed.

Multi-Family Solid Waste Collection Services

Solid Waste Services provides multi-family garbage, recycling, and bulk item collection services through an outside vendor. The vendor will be responsible for the weekly collection and delivery to designated disposal sites for approximately 915 multi-family communities and 110 City facilities. Garbage will be collected in dumpsters and compactors. The contracted vendor will also provide 96-gallon-sized carts for recycling and will be responsible for live Christmas tree collection once per year in January.

Traffic Sign Installation Services

The City is seeking bids from qualified vendors to install traffic signs within the city limits. This request for proposals is to select a qualified vendor for the installation of street signs. It is the City’s objective to select multiple vendors based on the request for proposals for a three-year contract. The contract will have fixed pricing with possible annual price increases.

The installation of traffic signs will follow methods that are set in the 2018 NCDOT Standard Specification 900, 903, & 904.

While the City is flexible with respect to certain elements of the Traffic Sign Installation Services, the City has specific requirements and preferences for the Service delivery method.

On-Call Legal Services

The City is seeking outside counsel for a broad range of legal services, in a number of substantive areas. The legal services to be provided within each area include performing legal analyses, providing oral and written opinions and advice, drafting legal documents and instruments appropriate to the specified fields of expertise such as contracts, leases, rules, and procedures; and representing the City in court at both trial and appellate levels and before administrative agencies, arbitrators, and other tribunals as necessary. Proposers with expertise in some, but not all, of these areas or portions of the scope are invited to submit a Proposal pertaining to their area of expertise. The City Attorney’s Office anticipates creating a list of qualified attorneys or law firms for referral of specific matters. Being designated as a qualified attorney or law firm does not imply that an attorney or firm will be assigned a matter.

Soil & Debris Hauling Service

The scope of this project shall be to provide ongoing soil & debris Hauling Services for Charlotte Water. Charlotte Water has multiple divisions throughout Mecklenburg County that may utilize Hauling Service.  One of the main divisions is Field Operations which is responsible for infrastructure and pipeline repairs.  Field Operations’ service area is divided into four Service Zones.

A company will receive all orders from Charlotte Water and bring mulch, and soil to and/or remove spoils from specified locations (Zone headquarters, job sites, or WWTPs).  The successful Company must be able to perform scheduled hauls during Regular Hours, as well as Emergency Hauling Services.  Emergency Hauling Services are services rendered outside of regular hours and/or on City observed holidays.

Vehicle Communications and Electronic Equipment Installation

The City of Charlotte is seeking a qualified provider of Vehicle Communications and Electronic Equipment Installation Services to work in conjunction with Fleet Management.  The Company shall perform vehicle upfitting and communications component installation services on fleet equipment owned, operated, or maintained by the City.  The Company shall provide these services primarily at the City vehicle commissioning and decommissioning shop, but may also provide services at their company shop or at other approved City facilities.

 

Wayfinding and Signage Service

Charlotte Water, a department of the City of Charlotte, is soliciting proposals for on-call signage services to maintain and expand an established signage system for the owner’s existing and future physical locations. The Owner has established standards for interior and exterior labeling, wayfinding, emergency, and traffic flow signage needs in accordance with OSHA, ADA, fire code, and owner branding requirements. Design and materials standards are provided in a separate attachment.

The selected vendor(s) will be expected to provide comprehensive, turnkey services for any owner signage request. This may include: site/install location assessment, consultation, research, design, procurement, fabrication, assembly, delivery, installation (including any site/install location prep, utility locates, permitting, etc), repair, and/or replacement, with quality control maintained throughout the process, including the oversight of any subcontractors.

CHEMICAL GROUTING AND PIPE LINING

The objective of this RFP is to solicit proposals for chemical grouting and pipe lining services.

The company shall provide chemical grouting and cured in place pipe lining at various public and private locations as needed within the City of Charlotte.  The services included are but not limited to:

    • Chemical grouting, and cured in place pipe lining
      • Provide professional consultant service for best practices
      • Provide recommendation on the installation process
      • Provide recommendation during the design and installation phase of the project
      • Provide professional representation during the design and installation of the project
    • Installation process
      • Shall be able to install chemical grouting, and cured in place pipe lining
      • Shall be able to remove and replace
        • Storm drainage structures
        • Curb & gutter
        • Asphalt
        • Incidental work to complete the chemical grouting, and cured in place pipe lining

Provide a review of current CATS transit fares and perform a fare equity analysis.
