The Charlotte Area Transit System (CATS), a department of the City of Charlotte, is seeking a qualified Contractor to provide professional transit management services for the Bus Operations Division (BOD). CATS is seeking a partner to operate and maintain its Fixed Route Bus and Maintenance Services. Service Provider will provide all personnel necessary to perform the Services and all other goods and ancillary services needed to deliver the Services. The ideal partner will be service-oriented and aggressively focused on ensuring the best possible experience for our customers through collaboration and data-driven continuous improvement processes.

Repair tile columns at 11 Blue Line stations that were installed in 2007. Reasons for repair include vandalism, bullnose wear on top course causing tile failure, and other freeze/thaw issues.

The ETOD Policy and Implementation Plan will be developed to achieve the City’s goals of creating transit oriented development along the Silver Line is equitable, multimodal and economically resilient. There will be two phases to this Policy and Implementation Plan- Phase 1 will consist of a community driven road map to develop equitable policies that center around cultural, social, economical, and environmental resilience and housing stability within station areas. A co-created policy between vulnerable station-area community members and small business owners facing displacement risks. Phase 2 will focus on implementation and transforming policy frameworks into actionable steps.

The Charlotte Area Transit System (CATS) Charlotte Transportation Center (CTC) Redevelopment Project will construct a mixed-use development through a public-private partnership.
White Point previously purchased a 1.2-acre, half city block directly across the street from the CTC. This 1.2-acre property will be used to construct a temporary facility while the new structure is built at the existing location
The project will be achieved through a White Point partnership with CATS, coordination with City of Charlotte departments and stakeholders as well as communication with nearby property owners.

Contract multiple turnkey microtransit operators with dedicated fleet to operate multiple microtransit zones consistent with the adopted Envision My Ride Plan. FY 24 budget request covers initial software integration with CATS-Pass App ($35,000 estimated cost) plus the operation of up to four microtransit zones with up to seven dedicated vehicles ($2,212,021 estimated cost). Procurement process should allow for contract renewal and expansion of services annually consistent with approved operating budgets.

CATS BOD is requesting a Contract (one-year terms with four one-year options for renewal) to purchase bus’s in the following tiers; as pulled from the City of Charlotte Sustainable and Resilient Fleet Policy, as available and in following the City of Charlotte Strategic Energy Action Plan;
Tier I – Zero emission vehicle
Tier II – Alternative fueled internal combustion engine
Tier III – Hybrid internal combustion engine
Tier IV – Conventional internal combustion engine – Gasoline
Tier V – Conventional internal combustion engine – Diesel
The transit buses will range from 30-60′. Estimating up to 20 buses annually at a cost of up to 1,300,000 ea.(based on the first tier of vehicle, which is zero emission/electric) with an anticipated pricing adjustment based on PPI

Rail Car Maintenance requires the following service performed on two selected LRVs:
Scope of Work:
- The 2 (two) oldest or highest mileage vehicles will be selected by CATS.
- Vendor will provide personnel will remove and replace two LRV center truck bearings (4 four center articulation bearings) with new units. All parts and special tools will be provided by the vendor.
- The vendor will coordinate and ship the removed bearings to an independent lab for analysis. The data obtained from the investigation will be compared to a new unit, and the mileage or bearing lifetime remaining will be estimated. The recommendation will be submitted to CATS
- The vendor will issue a letter to CATS with maintenance action recommendations and intervals based on analysis results.
- This is for purchasing, replacing, and analysis of 4 (four) center articulation bearings.
This is a 5 year requirement to purchase inventory spare Rubber Wedge / Thyssen Spider Rubbers used on the LRV S70 and Street car Wheels. Items are being purchased from the OEM in order to guarantee interchangeability with the existing hardware.
