Hambright Park & Ride Construction Project
The Charlotte Area Transit System (CATS) anticipates contracting out the construction of the Hambright Park & Ride. The proposed Hambright Park and Ride will be an approximately 460 parking space mobility hub to provide rapid transit services to the Town of Huntersville, NC and surrounding areas by utilizing the newly constructed express lane direct connect. The project will also include a new public street to access the site, driver comfort station (driver restroom facilities), internal pedestrian circulation, provisions for a mobility hub for micro-mobility options and/or shared ride services, site security and surveillance, and sustainability components.

CATS Paratransit ADA Overflow
The Charlotte Area Transit System (CATS) is seeking a Company to perform Americans with Disability Act (ADA) required complementary paratransit passenger service to augment the existing Special Transportation Service (STS). The Company will meet all Department of Transportation (DOT) Federal
Transit Administration (FTA) and ADA requirements in the safe and efficient service of the assigned passengers.
In accordance with the ADA, CATS offers complementary paratransit services to individuals who, because of a disability (physical, cognitive, or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary Paratransit service in 49 CFR Section 37.123 of the federal regulations.
CATS operates the paratransit system, which is a pre-scheduled, shared-ride, origin to destination service.
This is a nonexclusive agreement. CATS reserves the right to certify other eligible private transportation service companies that apply to participate in the Program.
The term “customer” shall refer to CATS applicants and/or existing CATS clients and their companions or Personal Care Attendants (PCA). The term “CATS Transit System” shall refer to both CATS’ accessible fixed route bus and CATS’ accessible light rail.
The Company shall be responsible for transporting CATS paratransit eligible customers in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.
CATS service area is 741 sq. miles and paratransit service consists of over 5,000 eligible passengers and 2,500 active passengers with at least one ride in past 12 months. With currently 700+ scheduled rides per weekday and 200+ on weekends. 25% of trips scheduled involve a customer with a mobility device. As the COVID-19 pandemic ridership is returning to pre-pandemic levels
While the City is flexible with respect to certain elements of the Special Transportation Services (STS) ADA Paratransit Services, the City has specific requirements and preferences for the Service delivery method.

North Yard Storage Site Construction
The project will include construction up-fits at the North Yard Facility with intentions of utilizing the area as storage for CATS. The storage yard, also known as the North Yard Annex, will be a secured and monitored area with access control, security lighting, CCTV cameras, fencing, and power supply capable of providing climate control measures to material as needed.

CATS Buildings Roof Maintenance and Repair
The Charlotte Area Transit System is responsible for maintaining a portfolio of approximately (44) facilities, including Administrative Offices, Maintenance Facilities, Park & Ride Facilities, Light Rail Facilities and offices, equipment shops, Parking Decks, Power Stations, Transit Power Sub- stations, etc.
Contractor shall inspect and maintain CATS owned building roof systems, provide minor roof repairs to prevent roof system leakage, take digital photos, and provide a report on each system.

Water Treatment Polymer Trials
The scope of this Invitation to Bid (ITB) is to establish a contract for the purchase, delivery, and other inherently related activities of liquid emulsion polymer for solids dewatering for Charlotte Water’s Franklin WTP in compliance with the specifications and terms and conditions set forth in this ITB.
Polymer Trials will take place prior to receiving bids for the polymer. All Products and parts furnished under the Contract shall be new, shall comply with the specifications and terms and conditions set forth in this ITB, and shall operate in full compliance with the Specifications.
The purpose and need for this construction project is to improve the storm drainage infrastructure (i.e. pipe systems and culverts) to reduce flooding and to enhance degraded stream reaches to reduce erosion and improve water quality. This project is under review. Location and project details will be provided after review is complete.
