Vegetation Management & Stormwater Control Measures (SCM) Maintenance

Multiple contracts will be awarded.

The Scope of Services consists of maintenance of Stormwater Control Measures (SCMs) within the City limits of Charlotte and in Mecklenburg County. Types of SCMs include, but may not be limited to the following: wet ponds, stormwater wetlands, bioretention cells, sand filters, dry detention facilities, swales, underground systems, regenerative stormwater conveyance, and terrace filters. Storm Water Services constructs SCMs to improve flooding and surface water quality. The City has implemented a wide variety of project types and they need various maintenance activities ranging from trash and debris removal, to fish stocking, to sediment removal.  Maintenance activities to be completed under this scope of work may include, but are not limited to, the following:

  • Trash/debris removal
  • Mowing, including pond dams/slopes
  • Pruning/weeding
  • Turf improvement/establishment
  • Mulch removal/replacement/installation
  • Algae/Duckweed control
  • Wildlife damage repair/prevention
  • Fish stocking/relocation
  • Forebay sediment removal
  • Miscellaneous outlet/structural repairs
  • Orifice clean out or retrofits
  • Sand filter, bioretention repairs
  • Erosion/slope repair
  • Rip rap installation
  • Riser and pipe repair
  • Trash rack repair/installation

Real Estate Services

Charlotte Water is seeking contracts with companies that will handle land acquisitions and all related services thereto as needed, which is required occasionally and pursuant to the construction of critical water and wastewater infrastructure. Services will include acquisitions, relocations, appraisals, review of appraisals, various legal tasks, and easement offers. The type and amount of work vary per project and thus is unknown until the company reviews each project at the time of assignment.

Elevator Maintenance and Repair Services

The selected Company will maintain elevator units using trained personnel. The maintenance will include inspection, lubrication, adjustment, and if conditions or usage warrant, repair or replacement of the following parts:

(a) Controller parts, selectors and dispatching equipment, relays, solid-state components, transducers, resistors, condensers, power amplifiers, transformers, contracts, leads, dashpots, timing devices, computer and microcomputer devices, steel selector tapes, mechanical and electrical driving equipment, signal lamps, and position indicating equipment.

(b) Door operators, car door hangers, car door contacts, door protective devices, load weighing equipment, car frames, car safety mechanisms, platforms, car and counterweight guide shoes including rollers and gibs, and emergency car lighting.

(c) Hoistway door interlocks and hangers, bottom door guides, and auxiliary door closing devices.

(d) Machines, worms, gears, thrust bearings, drive sheaves, drive sheave shaft bearings, brake pulleys, brake coils, contacts, linings, and component parts.

(e) Motors, motor generators, motor windings, rotating elements, commutators, brushes, brush holders, and bearings.

(f) Governor Components, governor sheaves and shaft assemblies, bearings, contacts, governor jaws, deflector or secondary sheaves, car and counterweight buffers, car and counterweight guide rails, car and counterweight sheave assemblies, top and bottom limit switches, governor tension sheave assemblies, and compensating sheave assemblies.

(g) Pumps, pump motors, operating valves, valve motors, leveling valves, plunger packings, exposed piping, above ground plungers and cylinders, and hydraulic fluid tanks.

(h) Escalator handrails, handrail drive chains, handrail brush guards, handrail guide rollers, alignment devices, steps, step treads, step wheels, step chains, step axle bushings, comb plates, floor plates, tracks, external gearing, and drive chains.

(i) Escalator upper drives, upper drive bearings, tension sprocket bearings, upper newel bearings, demarcation lights, and comb lights.

In addition, the Company may be asked to replace all wire ropes or coated steel belts as often as necessary to maintain an appropriate level of safety. This may also include equalizing the tension on hoisting ropes, resocketing ropes for drum machines, and repairing or replacing conductor cables, hoistway, and machine-room elevator wiring.

The selected Company will provide the City with 24-hour,  year-round services to ensure that all emergency needs are immediately met.

Citizen Survey Services

The Charlotte Mecklenburg Police Department (CMPD) conducts jurisdiction-wide community surveys to measure various categories including community involvement, perceptions of safety, procedural justice, performance, individual contact, issues, and overall satisfaction of policing services.

Citizen Survey Services will allow CMPD to focus on the targeted neighborhoods and business corridors to provide a focused approach to address issues identified by the survey.

Beatties Ford Rd. Sunset Pedestrian Improvements Phase 1

This project will improve the pedestrian and bicycle facilities on Sunset Road from Day Lilly Lane to Beatties Ford Road. Project length is approximately 2.12 miles. The work includes construction of concrete sidewalk, curb & gutter, curb ramps and driveways, drainage, grading, erosion control, traffic control, asphalt pavement, pavement markings and water & sanitary sewer improvements.

Commercial Moving Services

Provide the necessary labor and equipment to relocate furniture, equipment, and miscellaneous items from the Airport Terminal and other various Airport properties. Moving equipment should include all necessary moving trucks, forklifts, storage containers, ladders.  Movers will be required to follow the Airport badging protocols for this area due to the facilities access to the airfield. Vehicle Tires and Wheel Services

The City of Charlotte’s operates over 6,500 vehicles, including, but not limited to, heavy-duty refuse and recycle trucks, street sweepers, construction equipment, light-duty trucks, trailers, cars, and SUVs.

The City seeks to establish a contract for Vehicle Tires and Wheel Service from qualified vendors. The contract will be for the purchase, delivery, installation, labor-related maintenance, and service calls in compliance with the specifications and terms and conditions outlined in this ITB. The City of Charlotte will match the load, speed, and tread wear ratings to meet the requirements of specific vehicles and applications. All tires offered shall be the latest models available from manufacturers.

Services provided under this ITB will be provided to the City’s Solid Waste Services Department and other City Departments.

Bike Charlotte Event Planning & Management Services- CANCELLED

BIKE! Charlotte is the signature program produced by the City of Charlotte to promote bicycling in Charlotte.  With this program the city aims to highlight our existing bicycle culture and provide opportunities for people, who are not regular bicyclists, to participate in bicycle rides, educational programs, and other events during the duration of BIKE! Charlotte.

In order to provide a wide range of events and programs during BIKE! Charlotte the consultant will work with community members and organizations to encourage and facilitate their participation in BIKE! Charlotte.  The contractor will solicit and schedule community run and organized events to be added to the Bike Charlotte Program; Design and implement City events; Coordinate and implement marketing activities for Bike Charlotte
