Vehicle Communications and Electronic Equipment Installation

The City of Charlotte is seeking a qualified provider of Vehicle Communications and Electronic Equipment Installation Services to work in conjunction with Fleet Management.  The Company shall perform vehicle upfitting and communications component installation services on fleet equipment owned, operated, or maintained by the City.  The Company shall provide these services primarily at the City vehicle commissioning and decommissioning shop, but may also provide services at their company shop or at other approved City facilities.

 

Wayfinding and Signage Service

Charlotte Water, a department of the City of Charlotte, is soliciting proposals for on-call signage services to maintain and expand an established signage system for the owner’s existing and future physical locations. The Owner has established standards for interior and exterior labeling, wayfinding, emergency, and traffic flow signage needs in accordance with OSHA, ADA, fire code, and owner branding requirements. Design and materials standards are provided in a separate attachment.

The selected vendor(s) will be expected to provide comprehensive, turnkey services for any owner signage request. This may include: site/install location assessment, consultation, research, design, procurement, fabrication, assembly, delivery, installation (including any site/install location prep, utility locates, permitting, etc), repair, and/or replacement, with quality control maintained throughout the process, including the oversight of any subcontractors.

CHEMICAL GROUTING AND PIPE LINING

The objective of this RFP is to solicit proposals for chemical grouting and pipe lining services.

The company shall provide chemical grouting and cured in place pipe lining at various public and private locations as needed within the City of Charlotte.  The services included are but not limited to:

    • Chemical grouting, and cured in place pipe lining
      • Provide professional consultant service for best practices
      • Provide recommendation on the installation process
      • Provide recommendation during the design and installation phase of the project
      • Provide professional representation during the design and installation of the project
    • Installation process
      • Shall be able to install chemical grouting, and cured in place pipe lining
      • Shall be able to remove and replace
        • Storm drainage structures
        • Curb & gutter
        • Asphalt
        • Incidental work to complete the chemical grouting, and cured in place pipe lining

Fare Equity Analysis

Provide a review of current CATS transit fares and perform a fare equity analysis.

Exterior Surface Cleaning

The scope of this contract shall be to provide exterior surface cleaning services to the Charlotte Douglas International Airport including the Main Terminal – Exterior (Upper and Lower levels), Shuttle Bus Area-Commercial Lane, Taxi-hold Lot, Cell Phone Lot, Hourly Deck, Daily Deck, Daily North Lot, Long-term Lots, Employee Lots, and Express Decks 1 and 2, Delivery Loading Dock, Airport roadways and the Airport Overlook area. The City will handle snow removal. The contractor will have no responsibility to remove snow as part of the contracted services.

Airport Tree Clearing

As part of the 4th Parallel Runway project, the Airport will solicit bids for tree clearing, erosion and sediment control. While the final bid package will contain exact line items, it is anticipated for the tree clearing to be roughly 160 acres. The tree clearing will consist of setting perimeter erosion control measures, cutting and hauling off of timber, but will not include any grubbing, clearing or grading.

Auditing Services of Gross Advertising Sales

Looking for an auditor to verify over the five (5) years of the CATS Transit Advertising contract if the Gross Sales reported by the contractor are accurate and complete based on the monthly billings to the advertisers.

Trash Removal Along CATS Light-Rail Maintenance of Way

Charlotte Area Transit System, Maintenance of Way division needs a contractor for the removal of trash and debris from tracks 1 and 2 at 26 light-rail stations for approximately 100 feet north and south beyond the ends of each station.  This work will be performed at every CATS Blue Line station once per week and anytime there has been an event that leaves trash and debris on Tracks 1 and 2.  This will be a 3-year contract with two 1-year optional extensions.

Transit Security Services

This PSR is to put CATS’ Police/Security contract out for solicitation. Police/Security services will be separated with the intent to utilize two separate vendors that will work seamlessly in collaboration with one another. One vendor will be contracted for Police, Dispatchers, and Security Guards with Tasers while the other vendor will be contracted for just Security Guards. This contract will be for three (3) years and two (2) one-year options totaling 5 years. Officers will perform all duties listed in the Scope of Duty which describes Police/Security coverage on all rail systems, rolling stock, facilities, and properties owned or operated by CATS. The vendor with police officers will have a total of 210,080 hours and the second vendor with just security guards will have a total of 91,520 giving the grand total between both contracts 301,600 hours per year.
