The purpose of the Coffey Creek Environmental Mitigation bid is to establish a lump sum contract with a qualified contractor to construct the features and components of the Corrective Action Plan that has been designed by WSP, (as Wood Environment & Infrastructure Solutions, Inc.) (the “CAP Design”) for the former U.S. Airways Maintenance Hangar site located at 5020 Hangar Road in Charlotte, Mecklenburg County, North Carolina on behalf of Charlotte Douglas International Airport (CLT). The CAP Design (dated October 20, 2022) was submitted to the North Carolina Department of Environmental Quality (NCDEQ) for review. NCDEQ issued a Notice of Regulatory Requirements (NORR) letter (dated November 30, 2022) indicating approval of the Corrective Action Plan (CAP).
CCTV Pipe Inspection
As part of the ongoing efforts to ascertain condition of underground utilities, an on call contract for pipe inspection services is needed inclusive of confined space entry, closed circuit television videography, inspection diagrams and condition reports.
On-Call Materials Testing CANCEL
As part of the airfield master plan efforts to repair runways, taxiways, shoulders, and apron materials testing is needed to meet inspection requirements for placement of concrete and asphalt. The project includes inspection sample cores and final data reports for all pavement materials placed on the airfield. All work shall conform to FAA circular requirements.
Asphalt Shoulder Rehabilitation-Phase II
Taxiway Shoulder Pavement Repair Phase II includes the pavement repair of identified taxiway shoulders, runway shoulders, and a blast pad. The Project does not include providing or installing pavement markings, either new or the restoration of damaged existing markings. The bidder will be expected to reasonably avoid damaging existing pavement markings when possible. The Charlotte Douglas Airport (CLT) Airfield Maintenance (AFM) staff will install all necessary pavement markings as well as perform any electrical operations.
Cell Phone Lot Auxiliary Lane
The Cell Phone Lot Auxiliary Lane project will provide a full auxiliary lane along Josh Birmingham Highway that spans from the Cell Phone Lot and Long Term 1 Bus Exit to the entrance of the Cell Phone Lot. This project includes construction of a modular precast block wall, traffic control, erosion and sedimentation control, grading, drainage, construction of curb and gutter, landscaping, relocation of light and banner poles, asphalt paving, fencing, and signage.
Josh Birmingham Parkway Cell Lot and Bypass
The Josh Birmingham Parkway Cell Lot and Bypass project includes the addition of a commercial vehicle road bypass near Gate 80 that connects the existing Airport Beacon Ln and the lower commercial vehicle entrance at the Charlotte Douglas International Airport (CLT) terminal. This project will also include a full auxiliary lane along Josh Birmingham Parkway that spans from the Cell Phone Lot and Long Term 1 Bus Exit to the entrance of the Cell Phone Lot. This project includes erosion and sedimentation control, grading, drainage, construction of curb and gutter, landscaping, asphalt paving, utilities, construction of a modular precast block wall, traffic control, relocation of light and banner poles, fencing, and signage.
HVAC Air Filters
The scope of this contract shall be to provide air filtration products as described and to perform quarterly changes of these air filtration products for the air handling units which condition the air for the main terminal building, five concourses and the CLT Center. This contract is not federally funded. The potential to add and/or remove units due to construction or other purposes will be requested as needed.
Ramp Cleaning and Pressure Washing
The scope of this contract shall be to provide exterior surface cleaning services and pressure washing of the Charlotte Douglas International Airport including all ramp side areas around the terminal. The city will handle snow removal. The contractor will have no responsibility to remove snow as part of the contracted services.
All work shall be performed between the hours of 11:00 p.m. and 4:30 a.m. seven (7) days per week except for the Ramp and Land Policing which will be Monday through Friday 7:00 am to 4:00 pm. Service Providers must be responsive to extenuating circumstances which may require temporary adjustments to schedule by the Aviation Department (e.g. construction, severe weather conditions, security, or other emergencies as defined). Any schedule changes proposed by the Service Provider must receive prior approval from an Airport Representative.
Concourse C International Gates Connector (Canceled)
Airport will seek qualifications for Architecture/Engineering consultant services for the addition of circulation pathways to connect up to 8 existing aircraft gates in Concourse C with the Federal Inspection Station (FIS) located in Concourse D. Services will include concept development (including architectural planning and site planning), schematic design, design development, contract documents, bidding services, and construction administration.
