CMPD License Plate Recognition System

The Charlotte-Mecklenburg Police Department (CMPD) is seeking to replace its existing License Plate Recognition (LPR) system with a new, state-of-the-art solution that offers improved accuracy, performance, and integration capabilities. This RFP requests LPR cameras, software, installation services, mobile broadband connections, cloud storage, and device management. This includes a centralized management platform, robust data retention features, real-time alerting, vehicle analytics, and compatibility with agency and third-party law enforcement databases. Installation, user training, system validation, and maintenance must be included. The system must comply with federal, state, and local privacy and security standards and allow the CMPD to maintain full control over its data and access. All proposing Companies must hold a valid license issued by the North Carolina Alarm Systems Licensing Board and shall remain in full compliance with North Carolina General Statute § 20-183.31 – Regulation of Use – for the duration of the contract. The City will not accept proposals from vendors with conditional or pending license status.

Drones as First Responders

CMPD is seeking proposals to procure, implement, and provide ongoing support for drones as part of a First Responder (DRF) program for a large metropolitan police department. The primary objective is to enhance public safety, improve response times, and optimize situational awareness during critical incidents. The drones will be used for rapid deployment in emergency situations, surveillance, search and rescue, traffic management, and crime scene monitoring.

Security Equipment and Maintenance Services

The City is seeking a qualified company to provide Security Equipment and Maintenance Services in its facilities, which is critical to protecting public safety infrastructures and prevention of unauthorized individuals. The Company shall provide, install, and/or replace, when defective, security equipment, and provide maintenance and support to new and existing equipment and technology for video surveillance and access management.

Transit Security Services

This PSR is to put CATS’ Police/Security contract out for solicitation. Police/Security services will be separated with the intent to utilize two separate vendors that will work seamlessly in collaboration with one another. One vendor will be contracted for Police, Dispatchers, and Security Guards with Tasers while the other vendor will be contracted for just Security Guards. This contract will be for three (3) years and two (2) one-year options totaling 5 years. Officers will perform all duties listed in the Scope of Duty which describes Police/Security coverage on all rail systems, rolling stock, facilities, and properties owned or operated by CATS. The vendor with police officers will have a total of 210,080 hours and the second vendor with just security guards will have a total of 91,520 giving the grand total between both contracts 301,600 hours per year.
