Biosolids Thermal Hydrolysis Process Design Build Project

Charlotte Water intends to implement the Thermal Hydrolysis Process (THP) and other biosolids treatment improvements at the McAlpine Creek Wastewater Management Facility (WWMF) utilizing the Progressive-Design-Build delivery method to create a sustainable, regionalized, diversified, and resilient biosolids management program. The project will include the design and construction of multiple facilities at the McAlpine Creek WWMF including a Pre-Dewatering building with associated process equipment, screened sludge storage tanks, THP systems as furnished by CAMBI, improvements to the existing anaerobic digester complex including steam boilers, replacement odor control facility, sidestream deammonification treatment, electrical distribution system improvements, and other ancillary components.

Clarke Creek Pumping Station and Forcemain Progressive Design Build Project

Charlotte Water (CLTWater) treats raw water drawn from the Catawba River Basin and distributes treated drinking water to customers within Mecklenburg County and surrounding regions.   Wastewater generated from consumptive use in eastern Mecklenburg County is discharged into the Rocky River Basin via two wastewater treatment plants (WWTPs). CLTWater intends to offset some wastewater flows that are currently tributary to the Rocky River basin due to transfer constraints and limited treatment capacities.

This Progressive Design-Build (PDB) project will likely involve the construction of at least one pumping station and force main to transfer flows from east Mecklenburg county to a wastewater treatment plant within the Catawba River Basin. Gravity sewer improvements may be necessary on the receiving sewer.  The PDB firm will be required to analyze options for pumping to minimize or eliminate receiving sewer improvements. The Firm will need to consider options for storage at the pumping station or elsewhere in the system to achieve this goal.

The total anticipated CIP budget for this project is approximately $45M, assuming forcemain and gravity sewer improvements will be sized without EQ storage. The budget will vary depending on storage needs. A phased approach for the mentioned improvements, considering future connections to transfer additional flows, will be necessary to align with CIP funding schedules. CLTWater intends to have the initial project phase completed and activated to offset partial flows within two years of the notice to proceed for the planning and design work.

The PDB Team will need to have all the necessary resources to complete the planning, design, permitting, easement acquisition, and construction of this project.

FY22 Small Diameter Water/Sewer Service Contract

This contract is for water and sanitary sewer service installations including connection to the existing public main, which extends a small diameter line to the property, and includes a water meter box or sanitary sewer cleanout. Customers pay connection fees for the installation service, which is based on costs incurred by Charlotte Water in these contracts. The work covered by this contract will provide approximately 400 total services.

Zone 1 HVAC Rehabilitation (CANCELLED)

This project will be adding freeze protection to the two warehouse spaces that are approximately 30,000 square feet.  The space currently has no permanent means of heat.   The completed project will include several space heaters, piping, and electrical controls.  This will also include a storage pad and outdoor bulk propane tank which will fuel the heaters.

McAlpine Biosolids Improvements

Rehabilitation of Biosolids Facilities and Processes which includes the dewatering facility, digester complexes and digesters.  Includes cleanout of eight digesters.  Major mechanical, process work, and electrical upgrades will also be completed.
