The City of Charlotte is seeking a qualified provider for hydraulic pressure hose parts and services for a variety of vehicles and equipment. Services are provided onsite at individual Fleet Management locations and offsite roadside locations within Mecklenburg County.
CTC and LYNX Blue Line Parking Decks Property Management and Leasing RFP
The City of Charlotte is seeking to contract with a commercial property management company to provide leasing and property management services for the following property used by its public transportation department, Charlotte Area Transit System (CATS):

The Services provided by the Service Provider will include but not be limited to:
• Day-to-day building operations;
• Subcontracting for various services and products including janitorial, landscape maintenance, maintenance and repairs of building systems, and other services not provided by the Service Provider;
• Financial management and reporting;
• Tenant/Owner relations;
• Commercial marketing and leasing services.
The City desires to contract with a Service Provider that can provide both leasing services as well as real estate property management services on a location by location basis. Service Provider needs a combination of experience and expertise that will provide timely, cost-effective, and quality professional services. The City will evaluate the Proposals submitted to determine which Service Provider and Proposed Solution will best meet the City’s needs.

DBE & ACDBE Program Compliance Services
The scope shall include two parts:
A. The Company shall develop CLT’s Triennial Disadvantage Business Enterprise (DBE) overall goal based on analysis of available opportunities and qualified DBE firms available for participation. Goal development includes, but is not limited, to obtaining comparative data from other similar projects and interaction with Regional Federal Aviation Administration (FAA) Civil Rights Officers, as well as organizing and conducting a stakeholder/public participation meeting.
B. Contract Management Consulting Services
The City of Charlotte, Aviation Department (CLT) is seeking professional consulting services to conduct operational analyses, assessments, and audits to ascertain organizational effectiveness and identify opportunities for improvement related to the procurement and contracting of goods, services, technology, and construction (“Project”). CLT is seeking to adopt best practices that will enhance transparency and auditability; strengthen our ability to ensure legal and regulatory compliance; and save time and money by reducing the need for rework, disputes, and litigation. Adoption of best practices are also intended to assist in the establishment and maintenance of mutually beneficial relationships with suppliers and other business partners.
Unspecified Demolition and Environmental Services
The City of Charlotte is seeking to contract with one or more companies that provide on-call Unspecified Demolition and Environmental Services. This includes Securing Structures, Asbestos Abatement, Demolition, Underground Storage Tank and Soil Removal, Well Abandonment, and other environmental remediation services. All service providers must hold a North Carolina General Contractor’s License and should be knowledgeable of all federal and state statutes and regulations regarding these various services.
The City is looking to award contracts for a term of three years with the option for two, one-year renewal terms.
FY 2022 Section 5310 Call For Projects
The Charlotte Area Transit System is soliciting proposals for the U.S. Department of Transportation Federal Transit Administration Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program (Section 5310). Section 5310 funds are available for capital and operating expenses to support transportation projects that meet the special transportation needs of seniors (individuals 65 years and older) and individuals with disabilities. All projects must be situated in the Charlotte-Mecklenburg Urbanized area and must be derived from the Coordinated Human Services Transportation Plan for the Charlotte Urbanized Area (FY2022-FY2027). Eligible subrecipients include state or local government organizations, private nonprofit organizations, and operators of public transportation.

Bus On-Site Inspection
BOD requests a five year service contract for on-site bus inspection. Specifically, a Contractor is being sought to conduct transit bus line inspection and secondary in-plant quality assurance services. The overall goal for these services is to ensure that each of the vehicles being produced is manufactured in compliance with 49 CFR Part 663, “Pre-Award and Post-Delivery Audits of Rolling Stock Purchases” regulations and 49 CFR 661 “Buy America” requirements; as amended by the “Fixing America’s Surface Transportation” (FAST) Act. These inspections also ensure that the vehicles comply fully with the specifications of the order, and ensure that each vehicle is free from defects.

School Zone Flasher On Call Installation Project
This is a Task Order based contract. This project will include the installation of school zone flashers at various locations on roadways within the City of Charlotte and on North Carolina Department of Transportation roadways.
Small Business Ecosystem Assessment and Implementation Services
The City of Charlotte’s Economic Development Department is seeking an experienced and knowledgeable consulting firm to conduct a comprehensive assessment and develop an implementation plan for the small business ecosystem in Charlotte to help increase equitable opportunities and address challenges/gaps in resources. This assessment and implementation plan is to provide an in-depth understanding of the challenges, opportunities, and key factors affecting small businesses in Charlotte.
