Field Surveying Services (Geographic Information Systems Group and Capacity Assurance Program)

This opportunity involves providing survey services to support Charlotte Water’s GIS and Capacity Assurance Programs, including the following tasks:

  • Review available data and consult with the city to clarify and define the city’s requirements.
  • Obtain necessary information, conduct investigations, and make reasonable efforts for the Surveyor to become familiar with the philosophy and purpose of each project.
  • Identify and analyze requirements from governmental authorities with jurisdiction and assist the city in obtaining the required approvals.

Building Management Systems

CLT is seeking proposals from qualified and experienced companies interested in maintaining existing or providing a Building Management Systems to monitor access control, cameras, HVAC and fire detection at the main Terminal, old Terminal building and at the CLT
Center.

Vehicle and Equipment Graphics Services

The City is seeking a qualified provider to facilitate the performance of city vehicle graphics manufacturing, application, removal, and inventory management services, including but not limited to the following:

• Application, removal, or repair of myriad vehicle graphics for various city vehicles, including but not limited to Charlotte Fire Department staff and service vehicles, Charlotte-Mecklenburg Police Department (CMPD) vehicles, Mecklenburg County Sheriff’s Office (MCSO) vehicles, and Solid Waste heavy trucks.
• Transportation or light and medium vehicles from designated storage areas to the building work area, without assistance from City personnel, to complete service requirements;
• Providing immediate (same day or next day) turnaround service upon request for emergency or exception situations;
• Offering online ordering;
• Designating personnel to share service, inventory data, availability, and service/delivery information;
• Organizing meetings to facilitate service improvements, contract compliance, and addressing other relevant service issues.

Some Additional requirements:
• The Company must maintain active production operations and be physically located within a 50-mile radius of 1105 Otts Street, Charlotte, NC 28205.
• The City has established 3M film specifications. No other film specifications will be considered for this RFP.
• All installation and removal work shall take place at the City’s Vehicle Commission/Decommission Facility located at:
5550 B Wilkinson Boulevard
Charlotte, North Carolina 28208.

Fixed Base Operator (FBO) Services

The Charlotte Douglas International Airport uses a Fixed Base Operator (FBO) for the operation, management and facilitation of general aviation properties and services for private, recreational, and other aircraft.  These services will be set up for a multi-year period that is to be determined.

Services are scheduled to begin on or about April 1, 2025.

 

Snow and Ice Removal

The City of Charlotte Department of Transportation (CDOT) is responsible for the removal of snow and ice on City maintained streets.  Additional resources are needed to clear streets during extraordinary winter weather events. Contractors provide additional dump truck and plowing equipment with licensed operators to supplement City services.

On Call Grounds Maintenance Services

The City of Charlotte (City) plans to contract with one or more firm(s) to provide On-Call grounds maintenance services for various locations within the City of Charlotte and surrounding areas.

The Contractor shall provide all labor, equipment, supplies, and materials required to provide Grounds Maintenance for city owned properties. consists of but may not be limited to grounds maintenance, turf maintenance, shrub maintenance, groundcover maintenance, perennial maintenance, trash and debris removal, storm debris pickup, irrigation maintenance/ repair/operation, snow and ice removal, tree maintenance, and mulching, pesticide and herbicide application.

The Contractor agrees to an understanding of the current edition of the City of Charlotte-Landscape Management Division’s Landscape Construction Standards and to comply with the specifications and requirements described in this Contract.

The Contractor shall comply with applicable laws regulating the practice of pesticide applications as required by the NCDA. The Contractor will be required to continuously have at least one full-time employee on staff with the required license throughout the entire term of the contract.

Workers Compensation Medical Services-CANCELED

The City of Charlotte’s Risk Management Division is seeking proposals from qualified Companies to provide medical services to the City, Mecklenburg County, Charlotte-Mecklenburg Schools, Charlotte Regional Visitors Authority, and/or Mecklenburg EMS Agency (collectively referred hereto as “Employing Agencies”) employees injured on the job. Combined, these five (5) organizations employ approximately 37,500 individuals.
The Employing Agencies’ workers’ compensation claims are processed through a third-party administrator. The Company is expected to work with the third-party administrator and its adjusters in order to ensure the claims are processed in a satisfactory and timely manner.
The Company shall act as the representative of the Risk Management Division in all matters related to such services, including but not limited to the following:                                                                                                                                                                                                                                          • Provide medical services pursuant to this contract for the Employing Agencies and their employees as a licensed provider in the state of North Carolina;
• Provide a minimum of three (3) locations within Mecklenburg County with seven (7) day a week access to medical treatment for employees authorized by an Employing Agency for treatment of on-the-job injuries. Every location must provide the same level of service to employees, and have a minimum of two (2) Medical Doctors on staff who specialize in Occupational Medicine and are able to meet the medical needs of injured employees.                                                                                                                                                                                                                                                                                     • Provide an initial prescription card if injured employees require a prescription; and
• Work with Employing Agencies to create policies and protocols for exposure-related claims.                                                                                            • Possible addendum for pre-employment physicals

Professional Consulting Services RFP

The City of Charlotte is soliciting a Request for Proposals (RFP) to acquire professional consulting services for strategic planning, research, analysis, and development to improve local government operations.  This multi-year contract will be awarded to multiple vendors that best meet its needs for these services.

The Consultant(s) shall be established, qualified, and experienced consulting firms capable of providing versatile strategic planning resources, support, and consultation in the local government arena.

The Consultant(s) must be capable of performing various tasks, up to and including, but not limited to:

  • Providing strategic planning for various City departments, programs, services, initiatives, and activities;
  • Providing expert- and research-based advice on strategic development, capacity building, business strategies, and process improvement;
  • Conducting operational analyses, assessments, and audits in an effort to ascertain organizational effectiveness and identify opportunities for improvement. Analyses and assessments may involve such areas as operational effectiveness and accountability, organizational structure and performance, resource management and alignment, change management, workforce needs and development, succession planning, and management practices;
  • Analyzing, developing, and implementing management strategies, to include but not be limited to, crisis management, protection of the City brand, and reinforcing City relationships;
  • Conducting surveys regarding the City’s reputation and perception by residents, employees, customers, local business partners, regional partners, and other stakeholders;
  • Conducting market research based on current market trends and best practices among peer cities, at a minimum;
  • Facilitating and/or conducting strategic mapping initiatives, to include benchmarking metrics;
  • Assisting City staff in testing and implementing strategy map recommendations;
  • Facilitating and supporting strategic conversations, meetings, trainings, focus groups, and retreats with internal and external stakeholders; and
  • Providing appropriate support as requested for special projects as assigned by the City Manager or designee.

Airport Classification and Compensation Study

Aviation is seeking a contractor to perform a comprehensive evaluation of all positions and job classifications within the Aviation Department. The study objectives include the following aspects: classification alignment, salary alignment, career progression, justifiable pay differentials and market competitiveness.
