CATS Facilities Air Compressor Repair and Maintenance

Charlotte Area Transit System (CATS) anticipates contracting work to cover the necessary service to maintain four air compressors and four air dryers. The scope of work will, at a minimum, include the following: (1) performing basic services to all compressors and air dryers every three months, (2) performing basic services to all compressors and air dryers on an annual basis and (3) performing repairs as needed.

Waste Management and Emergency Response Services

The scope of this contract shall be to provide Waste Management and Emergency Response Services on an as needed basis for various areas of the CLT’s property. These locations include but are not limited to the Air Cargo/South Airfield support areas, concourse ramp areas, main terminal facility, CLT Center building, American Airlines and other airline tenant facilities, remote rental car support facility, general aviation, and support facilities, and any other CLT managed facilities or designated contractor project work areas.

Spectrum Center Traffic Control Services

The City of Charlotte provides direct traffic control and logistical Support for the Spectrum Center which is host to an estimated 125 sporting, music, business, and other events each year. The City is interested in receiving proposals for this service. The awarded Company shall be the sole provider of traffic control services for the Spectrum Center and designated areas around the Spectrum Center. The Company shall provide all personnel, and traffic control equipment to implement the Traffic Control Plan for the safe operation of vehicles and pedestrians. The Company shall be responsible for the storage, retrieval, set up, and immediate removal of all traffic control equipment from City owned rights -of-way following the events. On-site presence is required for the duration of the event.

Trustee and Custodian Services

The City’s Finance Department is interested in seeking proposals for a Service Provider (or Service Providers) to support the City’s needs for Investment Custodian and Trustee Services with a multi-year agreement. The City’s investment and debt programs are managed by the Treasury Division of the Finance Department. The City’s Consolidated Investment Pool is part of its daily operations and is invested under North Carolina G.S.159-30 and 159-31. Investments in this portfolio are managed with the objectives of safety, liquidity and return, in that order and typically have daily settlement activity. These investments are executed by delivery vs. payment (DVP) and held by the third-party trust custodian.

Integrated Marketing and Communications Agency of Record

The Charlotte Area Transit System (CATS) is seeking the assistance of a full-service marketing and public relations firm or firms that can assist with general marketing, communications, public relations, crisis communications and/or special events. Some of the tasks or projects will require time commitments that cannot be accommodated quickly in-house due to day-to-day responsibilities, limited resources, and other pressing deadlines. Other tasks or projects may require more specialized services, which the in-house team cannot provide.

CATS anticipates that a variety of Marketing & Communications services will be required during the given contract timeframe. Attendance at CATS staff and board meetings, public/stakeholder group meetings, and other planning support services meetings may be required. The Consultant(s) should have experience and be prepared to assist in disciplines to include but not limited to: strategic and targeted marketing, graphic design, website design and/or management, photography, social media, public relations and affairs, crisis
communications, copywriting, script development for radio or television promotional commercials, media placement, branding, printing, and/or special events.

CATS Facilities – Glass Repair, Installation and Maintenance Services

The Charlotte Area Transit System (CATS) Facilities Division anticipates contracting out the repair and replacement of windows and glass at various maintained facilities.

The contractor must be able to repair or replace all types of glass storefronts and doors and associated glass accessories or products, including but not limited to:
• Bus Shelters
• Store fronts/Aluminum Doors,
• Commercial Glass Doors,
• Frameless Glass Doors,
• Commercial Glass Walls,
• Commercial Mirror Walls,
• Interior Glass Systems,
• Back Painted Glass,
• Curtain Walls / Skylights,
• Specialty Glass (examples: acrylic, lexan, insulated, impact/bullet-resistant),
• Windows of all types, including single and double pane,
• Window screens, new and rescreened,
• Marker Boards,
• Glass trophy cases, show cases and glass shelves, and
• Typical associated glass accessories or products.

Services shall include, but not be limited to:
• Door repair, replacement or renovation,
• Window repair, replacement or renovation,
• Storefront repair, replacement or renovation,
• Water Intrusion Repair, and
• Emergency Repairs and Board-Up services.

CCPA Staffing Augmentation and Recruiting Services

The City of Charlotte is seeking Companies with the ability to provide Technology and Staff Augmentation needs when supplementation of full-time City staff is necessary. Contractors shall support the City in various roles across City Departments. Staffing includes but not limited to Project Manager,  Security Engineer, IT, Accounting and Financial, Skilled Trades, Laboratory and Scientific, and Administration and Clerical.   For staffing assignment, Companies shall receive a detailed scope of work containing the specific needs and objectives for the Contractor.

The City is interested in awarding multiple contracts for these services. These contracts will be for a three year term with the option for one, two year renewal.

This contract will be a Charlotte Cooperative Purchasing Alliance (CCPA) contract.

CCPA Document Management Services

The City of Charlotte is inviting proposals from qualified companies to provide comprehensive Document Management Services, including scanning, storage, and shredding. These services will support the City’s ongoing efforts to efficiently manage, store, and securely dispose of physical and electronic documents across various departments.

Transportation Asset Inventory

The chosen vendor will provide a segmented inventory of the following transportation assets.

  1. City-maintained roadways.
  2. Traffic control signs and supports on selected state and all city roadways.
  3. Pavement markings on selected state and all city roadways.
  4. Sidewalks and accessible ramps on city roadways
  5. Other vertical elements within the roadway such as tubular delineators, curbing, medians etc.

A condition analysis of the assets will be included with the inventory The analysis will provide a database of information that will be utilized for work management as well as emergency services during hazardous conditions. 

The vendor will provide separate ESRI geodatabases with each asset category.  Specific table schemas for each asset will be determined prior to data collection.
