Cancelled – 5310 Regional Local Coordinated Plan Consultant

The consultant in which we intend to utilize is under contract with the City (CRPTO) and an amendment to the contract has been issued to ensure that appropriate FTA requirements are included within the contract. The procurement is for the use of a consultant to complete and update the Regional Local Coordinated Plan in which a CRPTO City staff member will serve as the point of contact. The Local Coordinated Plan is used in the award of 5310 grant funds. The consultant will host a series of public meetings, administer surveys, review training studies, compile data from the series of public workshops, and update the existing local coordinated plan.

Utility Coordinator Services

The Contracted Utility Coordinator (CUC) shall provide services to resolve private utility conflicts associated with City of Charlotte Storm Water Services Storm Drainage Improvement Projects.  The City’s Utility Section Manager (USM) will manage the work of the CUC to ensure compliance and adherence to City standards and procedures. Utility Coordination is technical and detail-oriented that requires an understanding of: (a) the private utility company practices for the protection and relocation of utility facilities; (b) roadway and storm drainage infrastructure construction within the public right of way and on private property and (c) the identification and resolution process of any private utility facilities that may be in conflict with the proposed public roadway and storm drainage infrastructure construction

Siphon Cleaning Service

Charlotte Water needs to establish an annual sanitary sewer siphon cleaning program to optimize system performance and prevent sanitary sewer overflows.  Many of the siphons are difficult to clean and may require specialty cleaning and inspection equipment.  The intent of this project is to clean each siphon in the collection system at least once every year.

Cleaning and post cleaning inspection services for various diameters, lengths and configurations of inverted siphons, including flow control, throughout the Charlotte Water service area. The diameters of siphon pipes to be cleaned and inspected range from 6-inch to 48-inch and include both single and multi-barrels.  Available siphon information, along with maps and as-builts, are found later in these specifications.  The Company shall verify the sizes and configurations of each siphon and report any discrepancies to the as-builts to Charlotte Water.  Cleaning schedules will vary, as required, and may include the need to perform services during nights, weekends, and/or City observed holidays.

This contract will service the Field Operations Division of Charlotte Water and will primarily focus on the annual cleaning and inspection of approximately fifty (50) inverted siphons throughout the Charlotte Water service area.

 

The Company will be required to clean and inspect all 50+ siphons within the contract time period and will be responsible for scheduling the work.  In addition, the Company will be required to clean and TV at least two (2) gravity lines directly upstream and two (2) gravity lines directly downstream of each siphon.  Diameter of these lines range from 8-inch to 54-inch.

Motorcycle, ATV and Utility Vehicle Repair and Related Services

This City is seeking qualified vendors to provide Motorcycle and ATV Repair Services.  Service Provider will perform repair, replacement, maintenance, diagnostic, warranty repair and representation, and related services on the City’s fleet of various models of motorcycles, ATV and utility vehicles owned and operated by the City at their Company facilities or at approved city locations.

Parking Management and Staffing Services

Charlotte Douglas International Airport (“CLT” or “Airport”), which is owned and operated by the City of Charlotte, North Carolina (“City”), is seeking Proposals from qualified and experienced companies (individually or collectively, the “Proposer”) interested  in Parking Management and Staff Services.

Tile Maintenance and Services

The Building Services Division of the General Services Department/Engineering and Project Management is responsible for maintaining a portfolio of approximately 180 buildings, including offices, fire stations, police division offices, and equipment shops, that house various City activities.  The City also maintains cultural facilities, including museums and arenas that serve as venues for sports, entertainment, and other events.  Contracts resulting from this RFP may be used by various City departments for needs across the entire City organization.

 

The City plans to contract with one or more Companies to provide Tile Maintenance and Services.  The City is seeking firms whose combination of experience and expertise will provide professional, timely, and cost-effective services to the City.

The Company shall supply all required expertise, labor, tools, equipment, materials and services in accordance with plans, specifications, and performance standards and in accordance with good building practice, any and all codes pertaining thereto, and to the satisfaction of the City.  The Company further agrees to obtain all licenses and permits required for the work.

Curbside Residential Recycling Services

The City requires a Company to work in conjunction with Solid Waste Services (SWS) to perform Curbside Residential Recycling Collection Services. The Company shall collect all Recyclables generated by customers in the City-provided Recyclables Container and shall be in accordance with Chapter l 0, Article II of the Charlotte Municipal Code. The Company shall perform the work in a competent, qualified, diligent, and efficient manner.

The City uses a Single-Stream Recycling collection system, consisting of fibrous and non­ fibrous materials. The Company will not be required to sort any Recyclables but may have to hand load overflow cardboard left beside the Recyclable Container. It is the purpose of these specifications to provide a framework for accomplishing the tasks that result in maintaining quality, safe, and sanitary Residential Recycling Collection Services for the residents of the City of Charlotte. The intent of the Services is to collect all Recyclables properly placed out for collection within the City limits.

Airport Traffic Services

Direct pedestrian, vehicular and construction-related traffic on upper and lower levels of the terminal entrances, and other areas as assigned, to prevent congestion.  Provide information to the public and give directions to airport and off-airport locations. Provide exceptional customer service while maintaining an obstruction-free walkway for the movement of pedestrians across the crosswalk.  Provides assistance to individuals needing help crossing the street. Directing smokers to appropriate smoking areas. Report unattended bags. Perform other duties as required. Use proper radio etiquette for communication over the radio.

Variable Frequency Drive Maintenance and Services

The City is seeking firms to provide routine preventive maintenance and repair services for approximately 50 Variable Frequency Drives (VFDs), ranging from 208 volts to 460 volts, located at various City facilities, including the Airport.  Brand names include ABB, Danfoss, Mitsubishi, Schneider Electric, and Yaskawa.  VFDs will be checked as needed for a full service of the VFD (cleaning, replacement parts, etc.), and involve inspection, testing, and reporting on each VFD’s condition.  The City uses VFDs in various applications involving pumps and fans for HVAC systems to achieve energy savings.
