Electric Vehicle Supply Equipment and Related Services

The Office of Sustainability and Resilience (OSR) in the General Services Department is responsible for guiding the implementation of the Strategic Energy Action Plan. SEAP goals are integrated across the City’s operations of 200+ municipal facilities, structures, and assets, with a range of uses including office, warehouse, storage, parking, vehicle maintenance, communication towers, and public safety.  Currently, there are approximately 103 Level II and one Level III City-owned EV chargers installed across the city.

The City is currently studying 850 additional vehicles for near-term electrification and associated infrastructure needs.  The City is issuing this RFP for Electric Vehicle Supply Equipment (EVSE) and related Electric Vehicle Charging Software services to support the SEAP goals.  The majority of installed EVSE will be for fleet charging.  There will be some need for publicly available chargers which will require the ability to accept payment.

The City is seeking to hire an experienced and qualified Vendor that can provide a turnkey solution of all equipment, corresponding software and networking, accessories, and warranties.  In addition, we will be considering inclusion of a maintenance services contract.

Digital Asset Management System

The City is seeking Proposals to implement and support a Digital Asset Management System to be used by multiple City Departments. The System will, at a minimum, store and manage all creative assets – photos, videos, graphic design in addition to supporting brand marketing. The system will need to function similarly to a working library and will have the ability to share historical content, current content, and details on the intended use. This system should also allow other users within the department to easily find and distribute approved content.

Vehicle Welding and Related Services

The City of Charlotte is seeking a qualified provider of Vehicle Welding and Related Services to work in conjunction with Fleet Management.  The Company shall perform vehicle maintenance, repair, and modification through the provision of Welding and Related Services for vehicles and fleet equipment owned, operated, or maintained by the City.  The Company shall provide these services either at their Company facilities or at approved City locations.

Emergency Cleanup Services

The City is responsible for maintaining a portfolio of approximately 180 buildings, including offices, fire stations, police division offices, and equipment shops, that house various City activities.  The City also maintains cultural facilities, including museums and arenas that serve as venues for sports, entertainment, and other events.  Contracts resulting from this RFP may be used by various City departments for needs across the entire City organization, including the Airport and the Charlotte Area Transit System (CATS).

 

The Company shall provide Emergency Mitigation Clean-Up Services at various locations as identified by the City.  This work will consist of rapid response for containment, demolition, disposal, drying, cleaning and decontamination as needed per IICRC standards and RIA guidelines on a per-incident basis for water and/or smoke damage.  Services consists of providing all labor, materials, equipment, and supervision for the services as directed by the City’s Project Manager.

Professional Consulting Services – CANCELLED

The City of Charlotte (“City”) will be seeking professional consulting services for strategic planning, research, analysis, and development to advance more streamlined and effective local government operations.

The Consultant(s) shall be established, qualified, and experienced consulting firms capable of providing versatile strategic planning resources, support, and consultation in the local government arena.

The Consultant(s) must be capable of performing various tasks, up to and including, but not limited to:

  • Providing strategic planning for various City departments, programs, services, initiatives, and activities;
  • Providing expert- and research-based advice on strategic development, capacity building, business strategies, and process improvement;
  • Conducting operational analyses, assessments, and audits in an effort to ascertain organizational effectiveness and identify opportunities for improvement. Analyses and assessments may involve such areas as operational effectiveness and accountability, organizational structure and performance, resource management and alignment, change management, workforce needs and development, succession planning, and management practices;
  • Analyzing, developing, and implementing management strategies, to include but not be limited to, crisis management, protection of the City brand, and reinforcing City relationships;
  • Conducting surveys regarding the City’s reputation and perception by residents, employees, customers, local business partners, regional partners, and other stakeholders;
  • Conducting market research based on current market trends and best practices among peer cities, at a minimum;
  • Facilitating and/or conducting strategic mapping initiatives, to include benchmarking metrics;
  • Assisting City staff in testing and implementing strategy map recommendations;
  • Facilitating and supporting strategic conversations, meetings, trainings, focus groups, and retreats with internal and external stakeholders; and
  • Providing appropriate support as requested for special projects as assigned by the City Manager or designee.

The City is interested in Consultants who have experience in any of the following service areas, at a minimum: diversity and inclusion, economic development, human resources, information technology, public safety, social justice, sustainability and resiliency, and workforce needs and development.

Citywide Janitorial Services

The City is seeking qualified companies to provide janitorial services at various city facilities. These services include, but are not limited to, supplying supervision, tools, materials, equipment, cleaning supplies, and expertise to maintain cleanliness in building offices, classrooms, lobbies, corridors, passageways, restrooms, exercise facilities, locker rooms, and industrial or specialized areas, including warehouses and trailers.

Citywide On-Call Cabling Services

The City requires qualified and experienced Companies to provide on-call low voltage cabling installation and renovation services. These Services include, but are not limited to, installation and maintenance of: data cabling, Ethernet, building wiring, fiber optic installations, voice and/or data network installation, network cabling, hardware testing and certification, audio and/or video cabling, radio frequency (“RF”), cabinet installation, bonding and grounding, patch cables, and backboards.

Medical and Protective Gloves

Protective gloves are necessary to provide appropriate safeguards for City employees. Departments require a wide variety of materials designed for many types of workplace hazards. Employee safety and productivity are enhanced by additional application requirements for performance, fit and comfort.   Medical gloves are a critical supply item for the Charlotte Fire Department and are carried on all fire trucks to be used when treating individuals with medical emergencies.   It is critical from a risk management standpoint that firefighters wear an approved glove that provides a high degree of protection.

The scope of this Request for Quote (RFQ) is to establish a contract for the purchase and delivery of protective and medical gloves within fourteen (14) calendar days from the placement of order.

This solicitation will be distributed to the City’s Small Business Enterprise (SBE) confirmed vendor list for  Protective and Medical Gloves.
