Services may involve advanced acoustic, chemical, and pressure-based testing methods, along with the use of pipeline diagnostic equipment to support field verification. The engineering services requested will be for routine and emergency water distribution and collection system repair projects.

Fiscal Year 2026 Water Main Replacement
This construction contract is designated for the replacement of aging water main infrastructure. The scope of work primarily targets water mains that have reached or exceeded their expected service life and are now contributing to operational challenges such as increased maintenance, reduced reliability, and potential service interruptions. Priority is given to pipeline segments 12 inches in diameter or smaller. This contract supports Charlotte Water’s long-term asset management strategy by improving system resilience, reducing unplanned outages, and enhancing overall water service reliability.

Monroe Road Streetscape
Improvements on Monroe Road between North Wendover Road and Eaton Road to create a more pedestrian-oriented corridor and install a pedestrian hybrid beacon in front of Time Out Youth Center. Improvements will primarily include shared-use paths, drainage, and midblock pedestrian crossings.

The Matheson to Craighead segment of the Cross Charlotte Trail will implement a 14-foot shared use path beginning at E 36th Street. The path will continue down Cullman Ave and board walk up into a pedestrian bridge spanning the Norfolk Southern Railroad tracks utilizing a prefabricated structure within railroad right of way. The structure will then connect to the existing trail built by Brand Properties within the Kaleido Noda apartment complex.
July 2025 Update: This project will not go out for public bid; it is now being designed and constructed through a reimbursement agreement with a private developer.

Part 139 Remediation & Runway Redesignation
The project includes markings and signage to support updating the Runway Nomenclature of CLT’s existing three parallel runways to support the construction of the Fourth Parallel Runway. The Runway Nomenclature updates will be planned under 3 different charting dates with FAA throughout the project that will be coordinated with the FAA charting schedule. The project will also include updates to existing taxiway marking, signage, lighting and paved shoulders.

McAlpine Creek WRRF Digesters Rehabilitation
The McAlpine Digesters Rehabilitation project focuses on restoring key components of the biosolids treatment facilities. This includes structural repairs and a new cover for the first digested sludge storage tank, along with installation of new sludge pumps, valves, and piping. The project also replaces an outdated programmable logic controller system and adds a new sludge line to separate gravity-fed and pumped flows. Additional improvements include a new dewatering well system for draining the storage tanks and structural evaluation and repairs to the second digested sludge storage tank.

Belmont Horizontal Directional Drilling Construction
This project will deliver a new lift station and force main to convey wastewater flow from the City of Belmont to Charlotte Water’s (CLTWater) Stowe Regional WWRF via CLTWater’s Paw Creek Pump Station. This project will allow the existing Belmont Wastewater Treatment Plant to be decommissioned and eliminate the need for costly improvements at This facility. Due to separate funding sources, the project will be delivered via Design-Bid-Build delivery method through two phases of Design and three separate construction contracts.

Davidson Eastern Rocky River Sanitary Sewer Outfall
This contract will be for the design and construction of a gravity outfall sewer along the Rocky River. This project will consist of approximately 3,600 linear feet of 15-inch and 2,400 linear feet of 12-inch gravity sanitary sewer piping. This outfall is tributary to the existing Rocky River outfall in Cabarrus County and Water and Sewer Authority of Cabarrus County (WSACC) Rocky River Regional Wastewater Treatment Plant.

Elevated Water Storage Tanks Improvements
This project involves the design and construction administration for the rehabilitation of five separate elevated water storage tanks. Each tank will undergo interior and exterior recoating to extend its service life and improve corrosion resistance. The scope also includes the replacement of outdated ladder systems to enhance safety and compliance. Miscellaneous piping repairs will be completed as needed to restore functionality and improve overall system performance. The project is managed to ensure coordination, quality control, and adherence to regulatory standards throughout design and construction.
