General Scope.
The scope of this contract shall be to provide On-Call Fencing Installation and Repair Services for the Charlotte Douglas International Airport, the Charlotte Water Department, the Charlotte Area Transit System and other various City Departments as may be needed.
Service provider must be required to provide all materials, labor, equipment, and supervision staff for fencing services to install, repair, and perform periodic maintenance on fences and gates on a time and materials basis. Service provider must store all fence and gate materials clear of ground, protected, so as to preclude damage from weather or others. The service provider will be required to respond on site within six (6) hours of receiving notification by the City for all emergency security issues that require repair or installation of fence and or gates. It is anticipated that emergency security issues will constitute approximately 10 percent of the overall scope of the work to be completed. All other repairs or installations require a 24-hour response.
The intent of this request for proposals is to establish a service provider or providers for on-call services on an as-needed basis for existing City owned fencing and gates. This request for proposals is not intended to be a solicitation for fencing projects or installations related to new construction or other capital projects.
Pennwood/Amado Storm Drainage Improvement Project
The project is located at 5430 Amado and in the Pennwood Lane Cul-de-sac and continues through the backyards to provide drainage to the channel downstream. The project involves storm drainage improvements to improve the storm drainage system in the roadway, to repair failing infrastructure and to improve drainage to the downstream channel.
Storm Water Repair and Improvement FY2026-B-PR
Work performed under this contract will consist of storm water infrastructure repair and improvement projects within the city limits of Charlotte, NC. Work will involve mobilization, earthwork, drainage structures, storm drain pipe systems, channels, working over, under, near, and around existing private utilities, asphalt paving, concrete flatwork, , and landscaping and any associated work required by the Engineer. Other work may include structural foundation protection, storm water pipe lining, storm water pipe joint and structure repair, water and sewer (relocations, installations and adjustments). Storm Water maintenance work may be located entirely within or a combination of the street right-of-way, private, residential and commercial properties.

Work performed under this contract will consist of nine (9) storm drainage improvement projects (point repair) throughout Charlotte, NC as illustrated in the plans of the contract documents. Work will involve mobilization, earthwork, drainage structures, storm drain pipe systems, channels, working over, under, near, and around existing private utilities, asphalt paving, concrete flatwork, landscaping and any associated work required by the respective project plan.
Bryant Farms Phase 2 (Design-Build)
This purpose of the Bryant Farms Road Extension, Phase II project is to continue the street connection of Bryant Farms Road between Rea Road and Ardrey Kell Road. The design is anticipated to include a two-lane road with turn lanes, shared-use path on both sides of the road, and improvements at the intersections of Bryant Farms Road with Rea Road, Tom Short Road, and Ardrey Kell Road. The project will also build a crossing over Flat Branch stream and will run adjacent to the Flat Branch Nature Preserve for a portion of the project.
Fixed-Based Operations North Basin Retrofit
The FBO North Basin Retrofit project will be for the purpose of retrofitting an existing dry stormwater detention basin situated along Airport Drive. Work under this project will include relocating a section of Security Identification Display Area (SIDA) fence, constructing a new riser system, repairing the outfall pipe beneath Airport Drive, and completing some minor grading within the basin itself. This work is expected to have a duration of approximately 60 days. Due to security fence relocation, the contractor may be required to obtain a SIDA badge.
Mallard Creek Road Shared-Use Path (Governor Hunt to Driwood)
This project will construct a shared-use path along the east side of Mallard Creek Road from Governor Hunt Road to Driwood Court. Specific improvements will also include construction of a plant strip, curb and cutter, accessible ramps, driveways, and potential storm drainage improvements. The purpose of this project is to improve pedestrian safety, mobility, and connectivity along Mallard Creek Road. Project Length = 0.4 miles.
Old Concord Road Shared-Use Path (Meadow Vista to Arlyn Cir)
This project will construct a shared-use path along the west side of Old Concord Road from Meadow Vista Road to Arlyn Circle. Construction of driveway improvements and wheelchair ramps are included in this scope. The construction of the shared-use path will help to improve safety and walking conditions for citizens along this minor thoroughfare. This project will also connect several miles of pedestrian walkways within this area. Old Concord Road Shared-Use Path is considered a high priority project based on CDOT’s sidewalk Priority list and was requested by the residents and business owners in the area. Improvements for Charlotte Water are also included in the project scope. Project Length= .85 miles.
