Charlotte Water will be requesting proposals from experienced and qualified companies to provide scheduled traffic control services, as a result of planned/scheduled water and sanitary sewer construction performed by Charlotte Water and in the event of an unplanned/unscheduled immediate emergency within the area, such as a water main break or an emergency resulting from a natural disaster.
Maintenance of water and sanitary sewer infrastructure requires safely guiding traffic through active work zones, lane closures, and other situations while protecting Charlotte Water staff, residents, and equipment during the work activity or closure. This includes the placement and removal of traffic control devices by qualified personnel, as well as flagging of traffic. Services shall include the provision of all materials, equipment, and labor necessary to safely route traffic through Charlotte Water work zones or event areas.
Companies will be required, at the minimum, to perform the following:
- Work area traffic control setup
- Job site flagging
- Lane closures
- Road closures
- Detour setup and removal
- Vehicle, bicycle, and pedestrian detours
Companies must have the ability to provide traffic control services on an as needed basis, 24/7/365, within the limits of Mecklenburg County.

This contract will install, maintain, and remove/relocate CDOT’s inventory of portable Driver Feedback Signs. These battery-powered radar signs are deployed throughout the city on corridors that are selected by the CDOT Traffic Safety Section for up to six weeks per location. The selected contractor will be responsible for installing the signs in certain locations directed by CDOT, routinely checking the areas they are installed in to ensure they are properly functioning, and once the deployment time has ended for a selected area, removing the signs to be redeployed in another location.
The project is for the installation of school zone flashers at various locations on roadways that are maintained by the City of Charlotte and by the North Carolina Department of Transportation. This is a Task Order based contract.
The objective of this RFP is to solicit Proposals that will enable the City to determine which Company(s) and Proposed Solution(s) will best meet the City’s needs for the delivery and setup of traffic control devices in work zones and special event locations as well as the provision of flaggers and other personnel to maintain work zones. The services generally consist of as-needed temporary traffic control services including the rental of arrow signs and portable changeable message signs (PSMS) for scheduled and emergency infrastructure maintenance and for other events requiring the diversion of traffic, lane closures, or notice to the public. This includes the placement and removal of traffic control devices by qualified personnel as well as the flagging of traffic. This will include all materials, equipment, and labor necessary to safely route traffic through CDOT work zones or special event areas.
This contract is for Task Order based new Traffic Signal Installations and modifications to existing Traffic Signals at several intersections and roadways that are maintained by the City of Charlotte and North Carolina Department of Transportation on an “as needed” basis. This contract also includes fiber-optic cable installation, splicing and testing.
The City is seeking bids from qualified vendors to install traffic signs within the city limits. This request for proposals is to select a qualified vendor for the installation of street signs. It is the City’s objective to select multiple vendors based on the request for proposals for a three-year contract. The contract will have fixed pricing with possible annual price increases.
The installation of traffic signs will follow methods that are set in the 2018 NCDOT Standard Specification 900, 903, & 904.
While the City is flexible with respect to certain elements of the Traffic Sign Installation Services, the City has specific requirements and preferences for the Service delivery method.
Provide on-call construction services for Vision Zero projects including, but not limited to the following:
- Pedestrian improvements ranging from pedestrian refuges to full signal design,
- Safe Routes to School improvements,
- Sidewalk gap and bus stop improvements on thoroughfares.
