Workforce Development Services RFP

The City of Charlotte is committed to increasing access to quality jobs for Charlotte residents by supporting and connecting them with quality training programs that result in obtainment in high-demand, sustainable employment.

This RFP focuses on the services necessary to implement these workforce development programs, including intake, assessment, and career path navigation, including educational guidance and enrollment, career guidance, job placement, and wraparound services to ensure success. The City is interested in making multiple contract awards to provide these services.

CMPD Promotional Processes Services

The Charlotte-Mecklenburg Police Department (CMPD) will be formally soliciting to select a qualified consultant to assist with yearly rank testing, specifically developing and implementing the testing materials for yearly Promotional Processes for the ranks of Sergeant, Lieutenant and Captain. Multiple processes may be run over the course of a calendar year depending upon the needs of CMPD.

CFD Promotional Processes

This contract is for the provision of a qualified Company to assist the City of Charlotte Fire Department (CFD) with yearly rank testing, specifically developing and implementing the testing materials for yearly Promotional Processes for the ranks of Entry Level (EL), Fire Fighters (FF), Captain, Engineer, Battalion Chief, and Division Chief.  Multiple processes may be run over the course of a calendar year depending upon the needs of CFD.

Municipal Service Districts 1-5 Services

Pursuant to the provisions of Article 23, Chapter 160A of the North Carolina General Statutes, the City has defined and established five (5) Municipal Service Districts (“MSD”). These partnerships extend the City’s capacity to address strategic priorities and concerns of the community, including but not limited to:

  • Partnerships due to special legislation (such as tax allocations);
  • Partnerships that support the City Council’s five strategic Focus Areas for the City (Community Safety, Economic Development & Global Competitiveness, Environment, Housing & Neighborhood Development, and Transportation & Planning); and
  • Partnerships that contribute to community enrichment.

The City is seeking a Agency(ies) to provide Municipal Service District Services for each of the existing 5 MSDs. Companies may choose to propose for services on MSD 1-4 and/or MSD 5.
