The Charlotte Area Transit System (CATS) is seeking the assistance of a full-service marketing and public relations firm or firms that can assist with general marketing, communications, public relations, crisis communications and/or special events. Some of the tasks or projects will require time commitments that cannot be accommodated quickly in-house due to day-to-day responsibilities, limited resources, and other pressing deadlines. Other tasks or projects may require more specialized services, which the in-house team cannot provide.
CATS anticipates that a variety of Marketing & Communications services will be required during the given contract timeframe. Attendance at CATS staff and board meetings, public/stakeholder group meetings, and other planning support services meetings may be required. The Consultant(s) should have experience and be prepared to assist in disciplines to include but not limited to: strategic and targeted marketing, graphic design, website design and/or management, photography, social media, public relations and affairs, crisis
communications, copywriting, script development for radio or television promotional commercials, media placement, branding, printing, and/or special events.

CMPD requests proposals from qualified vendors to conduct citizen surveys in the Charlotte regional area. The selected vendor will develop a survey process and methodology to measure Charlotte’s citizens’ sentiments on various topics. The vendor will create and administer surveys, tabulate results, and present a final product to CMPD in a written report and formal presentation(s).
The Contract will be effective for one (1) year (the “Initial Term”) with the option for two (2) two-year (2-year) renewals (the “Renewal Term”).
The City of Charlotte is soliciting a Request for Proposals (RFP) to acquire professional consulting services for strategic planning, research, analysis, and development to improve local government operations. This multi-year contract will be awarded to multiple vendors that best meet its needs for these services.
The Consultant(s) shall be established, qualified, and experienced consulting firms capable of providing versatile strategic planning resources, support, and consultation in the local government arena.
The Consultant(s) must be capable of performing various tasks, up to and including, but not limited to:
- Providing strategic planning for various City departments, programs, services, initiatives, and activities;
- Providing expert- and research-based advice on strategic development, capacity building, business strategies, and process improvement;
- Conducting operational analyses, assessments, and audits in an effort to ascertain organizational effectiveness and identify opportunities for improvement. Analyses and assessments may involve such areas as operational effectiveness and accountability, organizational structure and performance, resource management and alignment, change management, workforce needs and development, succession planning, and management practices;
- Analyzing, developing, and implementing management strategies, to include but not be limited to, crisis management, protection of the City brand, and reinforcing City relationships;
- Conducting surveys regarding the City’s reputation and perception by residents, employees, customers, local business partners, regional partners, and other stakeholders;
- Conducting market research based on current market trends and best practices among peer cities, at a minimum;
- Facilitating and/or conducting strategic mapping initiatives, to include benchmarking metrics;
- Assisting City staff in testing and implementing strategy map recommendations;
- Facilitating and supporting strategic conversations, meetings, trainings, focus groups, and retreats with internal and external stakeholders; and
- Providing appropriate support as requested for special projects as assigned by the City Manager or designee.
This solicitation is needed to select a qualified consultant to assist with brand development, marketing, graphic design, website development and other marketing related services to implement recruitment campaigns for the CMPD.
Selected vendor shall provide brand development, marketing strategy, development, graphic design, website design and development, and other related services for developing and implementing a recruitment campaign for the Charlotte Mecklenburg Police Department (CMPD). Selected vendor shall be able to manage all campaign services in-house, and provide a comprehensive plan to include media buying, creative development, strategic advisement, etc.
CATS is seeking a vendor that can assist with valuation of its assets and develop/administer a naming rights program that will produce revenue for the system.

The City of Charlotte is seeking a firm to provide broad community engagement programming and direction to the Vision Zero Task Force and Vision Zero Program. The selected firm is expected to become familiar with the City’s Vision Zero Action Plan and the concepts of Vision Zero to identify ways to leverage messaging across communication modes to reach populations impacted most severely by fatal and serious injury crashes particularly those that are culturally, multilingual, generational and socio-economic diverse.
In compliance with the EPA’s Clean Water Act and FEMA’s Community Rating System, Charlotte-Mecklenburg Storm Water Services (CMSWS) works to raise awareness of stormwater, flood safety, and the effects of individual behavior on surface water quality throughout the City of Charlotte and Mecklenburg County. CMSWS conducts the water quality, flood safety, and volunteer educational campaigns specifically to:
(1) increase public awareness of surface water quality issues, flood risks and flood safety;
(2) increase public action/volunteer efforts that reduce surface water pollution;
(3) increase reporting of surface water pollution problems;
(4) satisfy a Federal requirement to increase public awareness and involvement in activities aimed to reduce stormwater pollution; and
(5) satisfy a Federal requirement to increase public awareness and involvement aimed to protect lives and property from flooding.
In addition to current campaigns, CMSWS is considering a new educational campaign to increase public awareness of aging storm drainage infrastructure and the importance of repairing and replacing infrastructure to support a thriving city. CMSWS is also interested in enhancing communications to effectively describe the impacts of our work and to contribute to the campaign goals described above.
