2025 AIRPORT MASTER PLAN

The Charlotte Douglas International Airport is soliciting proposals from qualified consulting firms to conduct an update to its Airport Master Plan. As a large hub, the airport seeks a comprehensive assessment of its current facilities, operations, and projected future needs, aligned with FAA guidelines and industry best practices. The scope of work includes evaluating existing conditions, forecasting aviation activity, analyzing capacity and facility requirements, and developing alternatives to accommodate future growth.

RFQ: Design-Builder – CMPD Helicopter Hangar Relocation

Relocation of existing CMPD Helicopter Hangar to an off-site location alongside Billy Graham Parkway will be performed via Alternative Delivery Method, specifically Progressive Design-Build (D/B).  FAA regulatory studies, analysis, coordination and permitting is a requirement of this projects scope.  A Design Build team will be solicited to implement the project scope.

Fixed Base Operator (FBO) Services

The Charlotte Douglas International Airport uses a Fixed Base Operator (FBO) for the operation, management and facilitation of general aviation properties and services for private, recreational, and other aircraft.  These services will be set up for a multi-year period that is to be determined.

Services are scheduled to begin on or about April 1, 2025.

 

Professional Consulting Services RFP

The City of Charlotte is soliciting a Request for Proposals (RFP) to acquire professional consulting services for strategic planning, research, analysis, and development to improve local government operations.  This multi-year contract will be awarded to multiple vendors that best meet its needs for these services.

The Consultant(s) shall be established, qualified, and experienced consulting firms capable of providing versatile strategic planning resources, support, and consultation in the local government arena.

The Consultant(s) must be capable of performing various tasks, up to and including, but not limited to:

  • Providing strategic planning for various City departments, programs, services, initiatives, and activities;
  • Providing expert- and research-based advice on strategic development, capacity building, business strategies, and process improvement;
  • Conducting operational analyses, assessments, and audits in an effort to ascertain organizational effectiveness and identify opportunities for improvement. Analyses and assessments may involve such areas as operational effectiveness and accountability, organizational structure and performance, resource management and alignment, change management, workforce needs and development, succession planning, and management practices;
  • Analyzing, developing, and implementing management strategies, to include but not be limited to, crisis management, protection of the City brand, and reinforcing City relationships;
  • Conducting surveys regarding the City’s reputation and perception by residents, employees, customers, local business partners, regional partners, and other stakeholders;
  • Conducting market research based on current market trends and best practices among peer cities, at a minimum;
  • Facilitating and/or conducting strategic mapping initiatives, to include benchmarking metrics;
  • Assisting City staff in testing and implementing strategy map recommendations;
  • Facilitating and supporting strategic conversations, meetings, trainings, focus groups, and retreats with internal and external stakeholders; and
  • Providing appropriate support as requested for special projects as assigned by the City Manager or designee.

Flight Tracking System Services

CLT Airport is seeking a company to provide Flight Tracking System (FTS) Services for the purpose of tracking noise complaints and ensuring that flights are maintaining approved flight tracks. The selected company shall provide all necessary equipment, software, training, and support services necessary to deliver Flight Tracking System (FTS) Services to the airport.

RFQ AVIA 23-65 Safety Management System Consulting Services

Charlotte Douglas International Airport (“CLT” or “Airport”), which is owned and operated by the City of Charlotte, North Carolina, is seeking statement of qualifications (“SOQ”) from qualified and experienced firms (individually or collectively, the “Firm”) interested in providing professional consulting services toward the completion and implementation of CLT’s Safety Management System (SMS), an organization-wide approach to managing safety risk and assuring the effectiveness of safety risk controls. The initial phase of research and development will support and enable the second phase of implementation of CLT’s SMS program (“The Program”). The Program shall comply with the concepts and attributes described in the Federal Aviation Administration (FAA) Advisory Circular 150/5200-37A dated February 16, 2023. The successful proposer will evaluate CLT’s draft SMS implementation plan, as well as all Notices of Proposed Rule Making (NPRM), Supplemental Notices of Proposed Rule Making (SNPRM), the revisions to US Code of Federal Regulations, Federal Aviation Regulation (FAR) Title 14 Code of Federal Regulations (CFR) Part 139 and the Final Ruling issued by the FAA requiring Part 139 certificated airports to implement and maintain an airport SMS program (the “Work”). CLT further desires that the selected Firm(s) be available to provide Safety Risk Management (SRM) facilitation support, a key component of the Program.

The contract(s) will be in effect for a period of three (3) years, with the potential for two (2) additional one (1) year renewal opportunities.

CLT – Aviation Financial Feasibility Consultant Services

These services shall include providing Financial Feasibility Consultant Services in connection with the issuance(s) and sale(s) of airport bonds and other debt for the Charlotte Douglas International Airport, a City of Charlotte department (CLT).

These services are anticipated to be a multi-year contract (Three (3) year initial contract term + two (2) x one (1) year extensions).

Airport Financial, Business & Revenue, and Passenger Facility Charges Consulting Services

The Charlotte Douglas International Airport is seeking proposals from experienced, qualified Service Providers in a variety of Financial Consulting, Business, and Revenue Services to provide ongoing support and guidance of the Airport’s daily financial operations and activities. Specific areas addressed within the Scope of Services for this RFP include the following:

• Airport Financial Consulting Services;
• Airport Business and Revenue Consulting Services; and
• Airport Passenger Facility Charges Services.

Service Providers are encouraged to submit proposals for any or all of the above Services. The City may elect to award some or all of the Services to one or more Service Providers. While the City is flexible with respect to certain elements of its proposed relationship with the Airport Financial, Business & Passenger Facility Charges Consulting Services Service Provider(s), the City has certain preferences for that relationship and has developed the following proposed model for that relationship.
