The City of Charlotte (the “City”) is seeking proposals from qualified firm(s) for the design, fabrication, installation, and operation of digital kiosks (the “kiosks”) in the public right-of-way. The kiosks will be primarily located on sidewalks, and other public areas as approved by the City, and serve the following public purposes, at a minimum:
- Wayfinding – providing information to civic and cultural institutions, transit amenities, restaurants, retail and other business
- Transit information – providing information on transit routes and schedule options
- Public information and emergency messaging – serving as a central dissemination point for information
- Increased vibrancy and visual interest of City streets – promoting placemaking in Charlotte through City events and programming
- Create a supportive environment for retail and entertainment commerce – furthering economic development within our community
- Enhance visitor experience and brand perception of Charlotte – advancing Charlotte’s narrative and brand perception to residents and visitors alike
- Accessibility, usability and inclusion – creating a welcoming and inclusive technology for our community at large
This solicitation is needed to select a qualified consultant to assist with brand development, marketing, graphic design, website development and other marketing related services to implement recruitment campaigns for the CMPD.
Selected vendor shall provide brand development, marketing strategy, development, graphic design, website design and development, and other related services for developing and implementing a recruitment campaign for the Charlotte Mecklenburg Police Department (CMPD). Selected vendor shall be able to manage all campaign services in-house, and provide a comprehensive plan to include media buying, creative development, strategic advisement, etc.
The Charlotte Area Transit System (CATS) is seeking to enter a contract with a firm to provide mail house services for a variety of printed direct mail materials via the United States Postal Service (USPS).
Direct mail projects include, but are not limited to, postcards, booklets, and flyers. Projects are completed on an “as-needed” basis and are often produced in relation to an upcoming community event, marketing campaign, or department initiative.

Desired locations include: I-77 North from Rock Hill to Clanton Rd. I-77 South from Mooresville to Sunset Rd. I-85 South from Concord to Sugar Creek I-85 North from Gastonia to Wilkinson Blvd. Quote must include printing and installation for a two-month period. Vendor to provide traffic counts and photos of locations. CATS will provide camera ready artwork.

Charlotte‐Mecklenburg Storm Water Services (CMSWS) conducts four educational campaigns to raise awareness of the effects of individual behavior on surface water quality, volunteer opportunities to protect local waterways, flood safety, and storm drainage infrastructure throughout the City of Charlotte and Mecklenburg County.
- Surface Water Quality Education Campaign – Messages focus on surface water quality, stormwater, watershed awareness and pollution prevention.
- Flood Safety Education Campaign – Messages focus on floodplains, flood risks, flood insurance and storm preparation.
- Volunteer Education Campaign – Messages focus on volunteer opportunities to improve conditions that affect water quality and flooding.
- Storm Drainage Infrastructure Education Campaign – Messages focus on how drainage infrastructure carries rainwater throughout our community, storm drainage improvement projects, and the importance of repairing and replacing infrastructure to support a thriving city.
Each year, CMSWS prepares a strategic plan that summarizes the activities and strategies for the upcoming fiscal year. The selected firm(s) will assist in the development and implementation of this plan.
In compliance with the EPA’s Clean Water Act and FEMA’s Community Rating System, Charlotte-Mecklenburg Storm Water Services (CMSWS) works to raise awareness of stormwater, flood safety, and the effects of individual behavior on surface water quality throughout the City of Charlotte and Mecklenburg County. (2) increase public action/volunteer efforts that reduce surface water pollution;

(4) satisfy a Federal requirement to increase public awareness and involvement in activities aimed to reduce stormwater pollution; and
(5) satisfy a Federal requirement to increase public awareness and involvement aimed to protect lives and property from flooding.
