FY23 Professional Engineering and Land Survey Services for Watermain and Sanitary Sewer Street Main Design/Extensions Contract #2 – CANCELLED

This contract is for professional services in support of the Design and Construction Division. These contracts will allow Design and Construction to assist with LCR projects which typically require a longer and more complicated design process which in turn is more costly. Examples of reasons for increased cost in LCR projects versus typical street main extensions would be the need for geotechnical investigation or wetlands investigation and permitting.

Clarke Creek Pumping Station and Forcemain Progressive Design Build Project

Charlotte Water (CLTWater) treats raw water drawn from the Catawba River Basin and distributes treated drinking water to customers within Mecklenburg County and surrounding regions.   Wastewater generated from consumptive use in eastern Mecklenburg County is discharged into the Rocky River Basin via two wastewater treatment plants (WWTPs). CLTWater intends to offset some wastewater flows that are currently tributary to the Rocky River basin due to transfer constraints and limited treatment capacities.

This Progressive Design-Build (PDB) project will likely involve the construction of at least one pumping station and force main to transfer flows from east Mecklenburg county to a wastewater treatment plant within the Catawba River Basin. Gravity sewer improvements may be necessary on the receiving sewer.  The PDB firm will be required to analyze options for pumping to minimize or eliminate receiving sewer improvements. The Firm will need to consider options for storage at the pumping station or elsewhere in the system to achieve this goal.

The total anticipated CIP budget for this project is approximately $45M, assuming forcemain and gravity sewer improvements will be sized without EQ storage. The budget will vary depending on storage needs. A phased approach for the mentioned improvements, considering future connections to transfer additional flows, will be necessary to align with CIP funding schedules. CLTWater intends to have the initial project phase completed and activated to offset partial flows within two years of the notice to proceed for the planning and design work.

The PDB Team will need to have all the necessary resources to complete the planning, design, permitting, easement acquisition, and construction of this project.

FY22 Small Diameter Water/Sewer Service Contract

This contract is for water and sanitary sewer service installations including connection to the existing public main, which extends a small diameter line to the property, and includes a water meter box or sanitary sewer cleanout. Customers pay connection fees for the installation service, which is based on costs incurred by Charlotte Water in these contracts. The work covered by this contract will provide approximately 400 total services.

Vest Water Treatment Plant Concrete Repairs

The Project consists of concrete repairs and coating applications in the south filter gallery gullets and south sedimentation basin flumes. Improvements to the flocculation basin effluent flumes, including installation of a concrete bulkhead and stop plates. Additional work includes hatch installations, miscellaneous concrete repairs throughout the facility, and miscellaneous small diameter pipe replacement.

Zone 1 HVAC Rehabilitation (CANCELLED)

This project will be adding freeze protection to the two warehouse spaces that are approximately 30,000 square feet.  The space currently has no permanent means of heat.   The completed project will include several space heaters, piping, and electrical controls.  This will also include a storage pad and outdoor bulk propane tank which will fuel the heaters.

McAlpine Creek Wastewater Management Facility Waste Activated Sludge Equalization and Blending and Odor Control Improvements

The Waste Activated Sludge (WAS) Equalization and Blending and Odor Control Improvements Project includes upgrades to several facilities at the McAlpine Creek Wastewater Management Facility (WWMF). Primary components include construction of a new cast in place concrete WAS equalization structure with multiple tanks/cells with mixers and pumps to allow for equalization and blending of WAS from the McAlpine Creek WWMF, Sugar Creek Wastewater Treatment Plant (WWTP) and in the future the Irwin Creek WWTP. Adjacent to this structure is a blending basin pump station which will convey blended WAS to the existing solids treatment process and in the future to the planned Thermal Hydrolysis Process. In addition, the project includes a new wet scrubber chemical odor control system for the Screening and Grit Facility, new duct work to this system from the south plant primary clarifiers and gravity thickeners as well as the rehabilitation of the Consolidated Influent Pump Station (CIPS) odor scrubber system.

DELETE – Construction of Phase II of the Ashe Plantation Wastewater Treatment Plant

Two customers submitted this project under slightly different titles.  This entry is redundant of the “Ashe Plantation Phase II” project.  Please delete this one.

Construction of a new wastewater treatment plant in South Mecklenburg County near Mint Hill.  The construction consists of process piping, wastewater equipment installation, and electrical power and controls.  The project shall also include provision of a temporary treatment plant during construction of the new plant.

Water and Wastewater Roofing Replacement Packages 14 and 15

Roofing Replacement of various Wastewater Treatment Plants’ structures:   McDowell, Irwin,          Sugar Creek and McAlpine.  Replacement consists of complete tear off of existing roof down to substrate.  Minor mechanical and electrical relocation/replacement work will be performed, if necessary.
