The following is a general description of the tasks required.  This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be utilized.  A more defined Scope of Work will be developed during negotiation with the selected company.

 

The selected firm will be responsible for providing professional engineering, architectural, and related services to support the planning, design, and construction of the new Statesville Road BPS. Services are anticipated to include, but are not limited to, the following:

 

  • System Evaluation: Assess the proposed suction and discharge pipeline that will connect to the new BPS. CLTWater is awaiting modeling results from the Water Master Plan (WMP), which are expected at the end of 2025. Review the existing data, WMP, and hydraulic model to determine capacity and operational constraints.
  • Design Requirements: Utilize the existing hydraulic model to establish design criteria for the BPS. Define design flows, pressures, pump configuration, and operational parameters in coordination with the Owner.
  • Design Development: Evaluate site conditions and constraints. Assessment should include review of applicable requirements under the Unified Development Ordinance (UDO) and provide recommendations to ensure compliance. If needed for any reason, assist CLTWater in identification of a more suitable site. Prepare preliminary engineering report for review and comment to document recommendations and decisions for the BPS detailed design. Prepare detailed (30%, 60%, 90%) design documents for review and comment. Develop complete 100% design drawings and technical specifications suitable for bidding and construction. At CLTWater’s option, Proposer may be asked to design or assist in the design of sections of the associated watermain (NEWT, Phase I).
  • Permitting: Identify all applicable permits and approvals required at the federal, state, and local levels. Prepare and submit permit applications and supporting documentation. Coordinate with regulatory agencies to secure approvals.
  • Construction Cost: Provide Owner with opinion of probable construction cost (OPCC) with every conceptual and detailed design deliverable.
  • Bidding: Assemble Invitation to Bid (ITB) package, respond to Bidder questions, submit addenda as required, and provide notice of award to selected company for construction services.
  • Construction Administration: Provide construction phase services, including but not limited to submittal review, responses to requests for information (RFIs), pay application reviews, site visits, inspections, and record drawings.

RFQ: Design-Builder – CMPD Helicopter Hangar Relocation

Relocation of existing CMPD Helicopter Hangar to an off-site location alongside Billy Graham Parkway will be performed via Alternative Delivery Method, specifically Design-Build (D/B).  A D/B team will be solicited to implement the project scope.

Relocation of existing CMPD Helicopter Hangar to an off-site location alongside Billy Graham Parkway will be performed via Alternative Delivery Method, specifically Progressive Design-Build (D/B).  FAA regulatory studies, analysis, coordination and permitting is a requirement of this projects scope.  A Design Build team will be solicited to implement the project scope.

Interbasin Transfer Modification Project

Charlotte Water is soliciting Statement of Qualifications from a qualified engineering firm to conduct a comprehensive environmental impact assessment and prepare an Environmental Impact Statement (EIS) in accordance with applicable regulations and guidelines. The scope of work shall include, but is not limited to, identifying scope alternatives that would provide for long term water supply to the Rocky River portion of the CLTW service area. Also, identifying potential environmental impacts, including secondary and cumulative impacts associated with the proposed IBT modification and identified alternatives. The selected Firm shall have relevant experience in developing Environmental Impact Statements (EIS) within the realm of water resources, supply, and use. Preferably the Firm will have experience in development of EIS related specifically to interbasin transfer of water related to the regulatory requirements of North Carolina Department of Environmental Quality (NCDEQ).

RFQ: Design-Build Owner Advisor – CMPD Hangar Relocation

Relocation of existing CMPD Helicopter Hangar to an off-site location within City limits will be performed via Alternative Delivery Method, specifically Design-Build (D/B).  An D/B Owner-Advisor roles in support of this project’s delivery will be solicited.

Concourse C International Gates Connector (Canceled)

Airport will seek qualifications for Architecture/Engineering consultant services for the addition of circulation pathways to connect up to 8 existing aircraft gates in Concourse C with the Federal Inspection Station (FIS) located in Concourse D.  Services will include concept development (including architectural planning and site planning), schematic design, design development, contract documents, bidding services, and construction administration.

Concourse A Expansion Phase III (Design)

Charlotte Douglas International Airport (CLT) is seeking a qualified airport consulting team to provide design and construction administration services (“Services”) for the third phase of gate expansions to Concourse A. It is essential that the design and configuration of the concourse has adequate aircraft parking depth, taxi lane circulation, and service vehicle circulation, in order to ensure an efficient operation, as well as provide flexibility for changes in aircraft fleet mix, design requirements, and potential changes in forecasted growth

This solicitation is needed to select a qualified consultant to assist with brand development, marketing, graphic design, website development and other marketing related services to implement recruitment campaigns for the CMPD.

Selected vendor shall provide brand development, marketing strategy, development, graphic design, website design and development, and other related services for developing and implementing a recruitment campaign for the Charlotte Mecklenburg Police Department (CMPD). Selected vendor shall be able to manage all campaign services in-house, and provide a comprehensive plan to include media buying, creative development, strategic advisement, etc.
