Charlotte Water Traffic Control Services

Charlotte Water will be requesting proposals from experienced and qualified companies to provide scheduled traffic control services, as a result of planned/scheduled water and sanitary sewer construction performed by Charlotte Water and in the event of an unplanned/unscheduled immediate emergency within the area, such as a water main break or an emergency resulting from a natural disaster.

Maintenance of water and sanitary sewer infrastructure requires safely guiding traffic through active work zones, lane closures, and other situations while protecting Charlotte Water staff, residents, and equipment during the work activity or closure. This includes the placement and removal of traffic control devices by qualified personnel, as well as flagging of traffic. Services shall include the provision of all materials, equipment, and labor necessary to safely route traffic through Charlotte Water work zones or event areas.

Companies will be required, at the minimum, to perform the following:

  • Work area traffic control setup
  • Job site flagging
  • Lane closures
  • Road closures
  • Detour setup and removal
  • Vehicle, bicycle, and pedestrian detours

Companies must have the ability to provide traffic control services on an as needed basis, 24/7/365, within the limits of Mecklenburg County.

Blank Out Signs and Traffic Components

The City of Charlotte maintains a large and modern traffic signal system and has for many years used standardized materials and equipment. This system is complex and requires dedicated maintenance and oversight management to ensure that it functions as necessary. This solicitation is being issued to establish contracts for the purchase of Blank Out Signs, Traffic Loop Sealant and Pedestrian Signal Housings.  All materials and equipment used to maintain this system are required to be interchangeable and function with the existing infrastructure.

Traffic Data Collection and Processing Services

The City of Charlotte has a Traffic Count Program which collects many different types of data along streets (not interstates) within the City of Charlotte limits. The City gathers intersection count data (vehicles, vehicle classification, pedestrian, and bicyclist) using City-owned cameras and video processing by a third party. Mid-block count data (speed, volume and vehicle classification data) is mainly collected with pneumatic road tubes, and sometimes with video cameras.  The City collects other types of traffic data on an as-needed basis, such as: pedestrian corridor studies, vehicle occupancy studies, gap studies, etc. Generally, the City collects around 300 intersection turning movement counts and 800 mid-block counts a year.

Additionally, the Charlotte Regional Transportation Planning Organization (CRTPO) maintains the MPO Traffic Data Program which functions mainly outside of the City of Charlotte limits. This program provides member jurisdictions with needed traffic data used for the support of transportation planning and research efforts throughout the MPO planning area, which includes all of Iredell and Mecklenburg Counties and a significant portion of Union County.

The City and CRTPO seek to select one or multiple companies to collect and/or process a variety of traffic data and upload it to the City’s traffic and crash software database.
