The Charlotte Area Transit System is responsible for maintaining a portfolio of approximately (44) facilities, including Administrative Offices, Maintenance Facilities, Park & Ride Facilities, Light Rail Facilities and offices, equipment shops, Parking Decks, Power Stations, Transit Power Sub- stations, etc.
Contractor shall inspect and maintain CATS owned building roof systems, provide minor roof repairs to prevent roof system leakage, take digital photos, and provide a report on each system.

This is a contract that will provide for preventative maintenance and repair for (8) AERCO boiler equipment at the CATS South Tryon Maintenance Facility Complex and CATS South Boulevard Light Rail Vehicle Maintenance Facility. This equipment can only be serviced by AERCO certified technicians with access to proprietary parts.

These services will complement existing resources within CATS and the City of Charlotte. The consultants will play a key role in supporting CATS strategic initiatives to enhance workforce development, improve operational efficiency, and promote sustainable growth.

CATS Paratransit ADA Overflow
The Charlotte Area Transit System (CATS) is seeking a Company to perform Americans with Disability Act (ADA) required complementary paratransit passenger service to augment the existing Special Transportation Service (STS). The Company will meet all Department of Transportation (DOT) Federal
Transit Administration (FTA) and ADA requirements in the safe and efficient service of the assigned passengers.
In accordance with the ADA, CATS offers complementary paratransit services to individuals who, because of a disability (physical, cognitive, or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary Paratransit service in 49 CFR Section 37.123 of the federal regulations.
CATS operates the paratransit system, which is a pre-scheduled, shared-ride, origin to destination service.
This is a nonexclusive agreement. CATS reserves the right to certify other eligible private transportation service companies that apply to participate in the Program.
The term “customer” shall refer to CATS applicants and/or existing CATS clients and their companions or Personal Care Attendants (PCA). The term “CATS Transit System” shall refer to both CATS’ accessible fixed route bus and CATS’ accessible light rail.
The Company shall be responsible for transporting CATS paratransit eligible customers in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.
CATS service area is 741 sq. miles and paratransit service consists of over 5,000 eligible passengers and 2,500 active passengers with at least one ride in past 12 months. With currently 700+ scheduled rides per weekday and 200+ on weekends. 25% of trips scheduled involve a customer with a mobility device. As the COVID-19 pandemic ridership is returning to pre-pandemic levels
While the City is flexible with respect to certain elements of the Special Transportation Services (STS) ADA Paratransit Services, the City has specific requirements and preferences for the Service delivery method.

The Charlotte Area Transit System (CATS) Marketing division anticipates contracting out the services of a qualified Transit Advertising Agency to manage, sell, and execute advertising placements across CATS assets, including buses, light rail vehicles, stations, and other designated transit properties. The selected agency will be responsible for developing and implementing a comprehensive advertising sales strategy that maximizes revenue generation, ensures brand consistency, and aligns with CATS’ operational and community standards.

Guardrail Installation and Repairs
This contract is for GUARDRAIL INSTALLATION & REPAIRS ON VARIOUS ROADS, AS NEEDED, UPON REQUEST IN THE CITY OF CHARLOTTE. The Engineer and or designee will designate maintenance and repair of guardrail at various locations in the city. The maintenance and repair of guardrail throughout the city will vary on the amount of existing or damaged guardrail on each route and should take this into consideration when submitting the bid. During maintenance and/or repair of damaged sections of guardrail, the contractor shall replace all needed components of guardrail as directed by the Engineer and stabilize existing guardrail and appurtenances at the site. All work and materials shall be in accordance with the provisions of the General Guidelines of this contract, the Project Special Provisions, the North Carolina Department of Transportation Standard Specifications for Roads and Structures, January 2024, the North Carolina Department of Transportation Roadway Standard Drawings, January 2024, and the current edition of the Manual of Uniform Traffic Control Devices (MUTCD).

Heavy Truck Vocational Body Maintenance and Repair Services
The City is seeking a qualified equipment dealer and service provider to work with the Fleet Management Division in supporting the City’s fleet of vocational trucks of various makes and model years. Services include, but are not limited to, repair, replacement, maintenance, diagnostics, warranty work, and related technical support for heavy vocational truck bodies within GVWR Classes 5 through 8.
The selected Company (or Companies) will provide complete service, maintenance, and repair for all vocational truck bodies and related systems operated by the City, without exception. These include, but are not limited to, jetting trucks and trailers, truck-mounted service bodies, cranes, bucket trucks, hot patch units, combination sewer trucks, catch basin cleaners, and concrete mixers.

Motorcycle, ATV and Utility Vehicle Repair and Related Services
The City requires a qualified and manufacturer-authorized service provider to work in conjunction with Fleet Management. The Company shall perform repair, replacement, maintenance, diagnostic, warranty repair and representation, and related Services on the City’s fleet of various models and years of motorcycles, ATV, and utility vehicles owned and operated by the City at their Company facilities or at approved City locations.
The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates contracting with a firm(s) to supply components and the associated labor to recondition Alternators, Starter Motors and Fan Motors currently used on the CATS fixed route buses.
