This program encompasses planning, design, construction, and integration of major transit improvements over the next 30 years.

FY24 Section 5310 Call for Projects
In July 2012, Congress authorized a new federal transportation bill, Moving Ahead for Progress in the 21st Century (MAP-21), which consolidated two transit programs under previous legislation (Section 5310: “Transportation for Elderly Persons and Persons with Disabilities” and Section 5317: “New Freedom Program”) into a single: “Enhanced Mobility of Seniors and Individuals with Disabilities” (Section 5310). The purpose of this consolidated program is to provide funds for projects that serve the special needs of transit-dependent populations when traditional public transportation services are insufficient, unavailable, or inappropriate and programs that expand the transportation options beyond those required by the Americans with Disabilities Act (ADA).

CATS Rail Vital Network Switch Refresh
The Charlotte Area Transit System (CATS) Information and Technology division (I&T) is undertaking a comprehensive upgrade of the critical network infrastructure on the Lynx Blue Line Extension. This will be done by replacing the existing Moxa EDS-508-A-T network switches–in service since their installation in 2017–with the more advanced and reliable EDS-4008-T network switches. This replacement will significantly improve network stability and performance, ensuring continued operational excellence. In addition to the hardware upgrade, we will also be updating the network monitoring and management software to the latest version of MXView One. This software enhancement includes full licensing coverage for all 33 newly installed switches, enabling more efficient, centralized-control and real-time monitoring of the network. These improvements are designed to support the growing demands of the Lynx Blue Line Extension, enhance system security, and facilitate proactive maintenance, ultimately contributing to a more robust and resilient transit network.

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates soliciting for automotive parts and accessories and all related products and services for light, medium, and heavy-duty vehicles to the City of Charlotte. The City’s Transit department requires a broad variety of light, medium, heavy-duty vehicles and equipment. Contractor would need to bid on the entire line of manufacturer lines of products and components to accommodate the City’s requirements.

The Charlotte Area Transit System (CATS) anticipates contracting out printing services for schedules, brochures, and other Marketing materials. Printing services include the production of approximately 67 unique CATS route schedules and related brochure designs with an aggregate printing quantity of 500,000 to 750,000 annually. Schedules are typically printed three times per year (January, May, and September) in conjunction with a cycle of route service changes implemented by CATS service planning.

Archdale Station Spalling Concrete Repair- Blue Line
The Charlotte Area Transit System (CATS) Development division anticipates contracting out repairs to spalling on the east face of the pedestrian platform at Archdale Station. Repairs will involve cutting and removing damaged concrete sections using wall sawing and core drilling methods. Carolina Cutting and Coring, the contractor for this work, will perform preparatory drilling, concrete removal, and site cleanup to restore the platform’s integrity.

The Engineering Services Division of the Department of General Services (GS) is soliciting Statements of Qualifications (SOQ) from qualified engineering companies (Company) to provide the following three main components for this solicitation and interested parties may choose to be considered for any or all:
• Embedded Consultant Project Management staff: Primary responsibilities include reviewing project deliverables and the overall project management duties as normally performed by city Project Managers. The consultant must certify designs as a North Carolina Professional Engineer or defer this to the project engineer. QA/QC staff should have experience in designing and preparing construction plans for transportation projects and will oversee the work of Project Engineers and/or consultant designers on assigned projects and be directly responsible for ensuring projects are delivered on-schedule and within the allocated budget.
• Embedded Project Engineer staff: Primarily responsible for completing designs for an average of 4-10 projects per year, depending on size and scope. They will be the engineer of record for designs of varying sizes and will report directly to city or consultant Project Management Staff.
• Miscellaneous Planning and Design Services: The City of Charlotte is seeking assistance from qualified Transportation Consulting firms to provide transportation planning and transportation engineering on “on-call” basis. The on-call contract will provide a flexible and effective way for the city to respond to recurring consultant service needs covering a range of multi-dimensional transportation engineering and planning tasks. The flexible on-call consultant service contracts with qualified transportation firms will help meet the needs of the city. Each firm selected for an on-call contract will be required to enter into a master agreement with the city. This master agreement will fulfill the consultant solicitation and selection process for the work to be performed under the on-call contract.
