Electronic Monitoring Services

The City is seeking an Electronic Monitoring System and devices for use by the Charlotte Mecklenburg Police Department (CMPD). This solution will provide pre-trial and post-conviction supervision of court-ordered adult and juvenile offenders for property and person crimes and supervision of high-risk domestic violence offenders and victim tracking.

CMPD Lobby Security Services

The City requires professional Security Guard Services Companies to supply Security Guard Services at a number of City facilities throughout Mecklenburg County. Services include routine foot patrol during normal operating hours of the facilities; responding to calls for service based on incidents that occur or other requests; providing cardiopulmonary resuscitation (“CPR”), cardiac defibrillation through the use of an Automated External Defibrillator (“AED”), and other emergency medical services; providing reports of incidents and other statistical information; and performing other duties as outlined within this Contract, and as directed by the City Project Manager.

The Company shall furnish the corporate and on-site management, technical support, trained security, law enforcement, and any equipment, tools, materials, or supplies necessary to provide the Services. The Company must have and maintain an established presence in Mecklenburg County or the surrounding area.

Body Armor

The scope of this Invitation to Bid (ITB) is to establish a contract for the purchase, delivery and other inherently related activities for Body Armor.   This specification details the style and quality of concealable body armor intended for the use by male and female members of the Charlotte Mecklenburg Police Department.  The body armor shall be worn comfortably while being concealed under a shirt or garment.  All materials will need to be in compliance with the latest industry standards, and other laws and requirements concerning the state of North Carolina.

Animal Veterinary Supplies – CANCELLED 3/21/2022

Procurement of a variety of medical supplies for Animal Care and Control of the Charlotte-Mecklenburg Police Department to treat and maintain the health of animals for injuries and illness in their care for court cases, rabies, quarantines, reclaims and adoptions.

Tasers, Body Cameras and Related Equipment and Services

The Charlotte-Mecklenburg Police Department uses tasers to restrain violent individuals when alternative restraint tactics fail, or are reasonably likely to fail, and/or where it would be unsafe for officers to approach a subject to apply restraints. A taser uses an electrical current to temporarily disrupt voluntary control of muscles causing short-term neuromuscular incapacitation.

CMPD is looking to establish a contract for the provision of Police wearable body cameras and a storage solution that shall be able to capture videos from an officer perspective in accordance with the terms, conditions and specifications contained herein. The detailed specifications contained herein shall be considered minimums. It will be the sole discretion of the City of Charlotte to select the System deemed the best overall solution for the requirements and applications of CMPD.

Police Interceptor Vehicles

The City’s annual budget includes funding to replace or add vehicles to the City’s fleet based on assessment of vehicles and equipment conducted by Fleet Management to determine replacement needs using a rating of vehicle usage, age, maintenance cost, and condition. The Charlotte-Mecklenburg Police Department (CMPD) will add or replace pursuit vehicles, both marked and unmarked, as identified within the City’s capital equipment list.

Sexual Assault Kit Initiative (SAKI)

The City requires Company(ies) to perform screening and DNA testing of secondary evidence from sexual assault cases including, but not limited to, clothing and bedding.  Company(ies) shall maintain ISO/IEC17025 accreditation and comply with the 2020 FBI Quality Assurance Standards for Forensic DNA Testing Laboratories.
