The Aviation Department of the City of Charlotte, North Carolina (Owner) proposes to purchase a number of new 90KVA, 140Kva and 180Kva 400Hz Ground Power Units, 90Kva 400Hz/28Vdc Combination Units and 28Vdc Cart Mounted Ground Power Units (GPU) for the Charlotte Douglas International Airport.
1. The Contractor’s scope of work for this project will be to supply the GPU units, factory tested and crated for storage by the Owner. The Contractor will also provide training, initial start-up support, warranty support, as defined within this Specification.
2. The Owner will be responsible for installation of the GPU units, including any electrical or mechanical infrastructure modifications required for the Passenger Boarding Bridge (PBB) or any electrical service upgrades required to provide the necessary power to the face of the terminal building.
3. The Owner will be responsible to procure and install the necessary accessories (cable hoists, output cables, mounting materials and hardware) required to provide aircraft ground power from the GPU unit to the aircraft.

Asphalt Shoulder Rehabilitation-Phase II
As part of the airfield master plan effort to repair runway and taxiway asphalt shoulders asphalt crack seal and replacement is needed to meet Part-139 FAA requirements. This project will re-construct and repair asphalt shoulders for Runway 18R/36L, Runway 18C/36C, Taxiway’s Echo, Whiskey, and Charlie.
The project includes erosion and sedimentation control, airfield asphalt paving and repair which meet FAA circular requirements.

Concourse A Modifications
This Project aims to modify and relocate existing equipment, replace tables, add an experiential element, and extend tenant services at the Charlotte Douglas International Airport. The modifications of the existing equipment will accommodate a dual-use system at each Gate Counter including the electrical and data infrastructure leading up to the network. There will be a Flight Information Display System” that will need to be relocated in the connecting corridor which includes structural attachments to the building and repairs to the existing Terrazzo. Work hours between 2300 – 0500 EST to prevent disruption to Airport Operations. This project will require 100% badging for all workers.

CLT is seeking proposals from qualified and experienced companies interested in maintaining existing or providing a Building Management Systems to monitor access control, cameras, HVAC and fire detection at the main Terminal, old Terminal building and at the CLT

Concourse E – Phase 10
This project consists of a single-story addition to concourse E just south of aircraft envelope E4 and adjacent to the employee turnstile. The addition is primarily a shell space to be leased to a tenant or stakeholder for the final buildout. The base bid is for a 4,350 Square Feet (SF) addition and associated site work with two add alternates to increase the total SF by an additional 1,400 SF per alternate. Scopes of work that are included in this project but not limited to are: selective demolition, concrete SOG, structural steel, metal decking, miscellaneous steel fabrications, rough carpentry, PVC roofing and sheet metal, insulated core metal wall panels, waterproofing, joint sealants, HM doors and frames, door hardware, glazing, non-structural framing, gypsum board, acoustical panel ceilings, sheet carpeting, resilient base and accessories, painting, pre-engineered interior wall panel systems, resinous terrazzo flooring, signage, wall protective coverings, corner guards, fire protection specialties, plumbing, HVAC, electrical, fire sprinkler & telecommunications.

Airport Zones 2 and 3 Landscape Maintenance
This project is to perform landscape maintenance in zones two and three within the campus of Charlotte Douglas International Airport. Zone 2 is primarily made up of areas along Billy Graham Parkway and the airport’s parking lots. Zone 3 is primarily made up of areas along Wallace Neal Rd., ARFF Rd., West Blvd., and Piper Lane. The daily and weekly tasks include mowing, edging, spraying, trash pickup, pruning, and mulching. These areas are to be clean and manicured to present aesthetically pleasing appearance to the public.

CLT Technology Public Wi-Fi
This Contract is to provide a Public WiFi solution addressing the full spectrum of CLT’s technology systems. The Work will include, without limitation, program/project management, organizational change management, and implementation services covering the complete lifecycle of technology systems from inception, starting with planning, through design, procurement, configuration, integration, install, test, operational-readiness-activation-training (ORAT), and operation & maintenance (O&M), and replacement. This Public Wifi effort will cover all areas where existing coverage is present and to include any newly constructed areas.

CLT Center Roadway Improvements
This project will construct a new exit lane leaving CLT Express Deck-Self Park, enhance signage along CLT Center Drive, and implement enhanced safety measures along this road. Work involved with this is project is a new asphalt roadway connection, additional wayfinding signage and pavement markings, and high visibility crosswalks with flashing beacons. Anticipated construction duration is 9 months. Project constraints will include some but not all night work depending on the work area.

Fixed-Based Operations North Basin Retrofit
The FBO North Basin Retrofit project will be for the purpose of retrofitting an existing dry stormwater detention basin situated along Airport Drive. Work under this project will include relocating a section of Security Identification Display Area (SIDA) fence, constructing a new riser system, repairing the outfall pipe beneath Airport Drive, and completing some minor grading within the basin itself. This work is expected to have a duration of approximately 60 days. Due to security fence relocation, the contractor may be required to obtain a SIDA badge.

This scope of work outlines the program management, advisory services, design management, project controls, project management information system (PMIS) and work & asset management (WAM) implementation and management services to support Charlotte Douglas International Airport (CLT) in the planning, executing, and monitoring of capital improvement projects, ensuring efficient delivery within budget and compliance with strategic goals and regulatory requirements.

The Contractor’s scope of work for this project will be to supply the PCAir units, factory tested and crated for storage by the Owner. The Contractor will also provide training, initial start-up support, warranty support and some maintenance accessories, as defined within this Specification.
2. The Owner will be responsible for installation of the PCAir units, including any electrical or mechanical infrastructure modifications required for the Passenger Boarding Bridge (PBB) or any electrical service upgrades required to provide the necessary power to the face of the terminal building.
3. The Owner will be responsible to procure and install the necessary accessories (hoses, adaptors, couplers, swivels, baskets, reels, straps, elbows, mounting materials and hardware) required to provide preconditioned air from the PCAir unit to the aircraft and / or PBB pre-cool plenum.
