Charlotte Water (CLTWater) is soliciting Statements of Qualifications (SOQ) from qualified engineering companies (Company or Proposer) to provide professional engineering services for the Elevated Water Storage Tank Rehabilitation Program. The purpose of this document is to solicit qualifications of engineering firms (Firm) interested in providing program management professional services from design through construction/warranty phases of multiple tank rehabilitation projects within the overall program.
This program involves the planning, design, and construction administration for the rehabilitation of multiple elevated water storage tank projects. Each tank will undergo interior and exterior recoating to extend its service life and improve corrosion resistance. The scope also includes the replacement of outdated structural components to enhance safety and compliance. Miscellaneous piping repairs will be completed as needed to restore functionality and improve overall system performance. The project is managed to ensure coordination, quality control, and adherence to regulatory standards throughout design and construction.

This purpose of the Bryant Farms Road Extension, Phase II project is to continue the street connection of Bryant Farms Road between Rea Road and Ardrey Kell Road. The design is anticipated to include a two-lane road with turn lanes, shared-use path on both sides of the road, and improvements at the intersections of Bryant Farms Road with Rea Road, Tom Short Road, and Ardrey Kell Road. The project will also build a crossing over Flat Branch stream and will run adjacent to the Flat Branch Nature Preserve for a portion of the project.

The Engineering Services Division of the Department of General Services (GS) is soliciting Statements of Qualifications (SOQ) from qualified engineering companies (Company) to provide the following three main components for this solicitation and interested parties may choose to be considered for any or all:
• Embedded Consultant Project Management staff: Primary responsibilities include reviewing project deliverables and the overall project management duties as normally performed by city Project Managers. The consultant must certify designs as a North Carolina Professional Engineer or defer this to the project engineer. QA/QC staff should have experience in designing and preparing construction plans for transportation projects and will oversee the work of Project Engineers and/or consultant designers on assigned projects and be directly responsible for ensuring projects are delivered on-schedule and within the allocated budget.
• Embedded Project Engineer staff: Primarily responsible for completing designs for an average of 4-10 projects per year, depending on size and scope. They will be the engineer of record for designs of varying sizes and will report directly to city or consultant Project Management Staff.
• Miscellaneous Planning and Design Services: The City of Charlotte is seeking assistance from qualified Transportation Consulting firms to provide transportation planning and transportation engineering on “on-call” basis. The on-call contract will provide a flexible and effective way for the city to respond to recurring consultant service needs covering a range of multi-dimensional transportation engineering and planning tasks. The flexible on-call consultant service contracts with qualified transportation firms will help meet the needs of the city. Each firm selected for an on-call contract will be required to enter into a master agreement with the city. This master agreement will fulfill the consultant solicitation and selection process for the work to be performed under the on-call contract.

The project is a study of the current City of Charlotte Solid Waste collection process, the existing facilities for the processing of solid waste, and future needs that include providing strategic locations for additional facilities. The consultant needs to be able to make recommendations as well as have the resources to design a facility.
The selected firm will review the Solid Waste collection process and develop a master plan for how services should be provided throughout the City of Charlotte. This will include identifying possible locations for facilities, the make-up of facilities, and co-location opportunities with other new or existing City facilities.
The Charlotte Douglas International Airport (CLT) is seeking a Statement of Qualifications from qualified firms to provide environmental assessment and remedial services. Services will include ongoing spill remediation for NCDEQ UST Section Incident #18989, involving comprehensive site assessment and long-term corrective action activities. Work includes assessment and reporting, site monitoring, absorbent pad and boom maintenance, and operations and maintenance of two (2) dual-phase extraction systems and associated Physical Chemical 1 wastewater treatment systems. The anticipated duration of the project is approximately 5–10 years.
