The following is a general description of the tasks required. This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be utilized. A more defined Scope of Work will be developed during negotiation with the selected company.
The selected firm will be responsible for providing professional engineering, architectural, and related services to support the planning, design, and construction of the new Statesville Road BPS. Services are anticipated to include, but are not limited to, the following:
System Evaluation: Assess the proposed suction and discharge pipeline that will connect to the new BPS. CLTWater is awaiting modeling results from the Water Master Plan (WMP), which are expected at the end of 2025. Review the existing data, WMP, and hydraulic model to determine capacity and operational constraints.
Design Requirements: Utilize the existing hydraulic model to establish design criteria for the BPS. Define design flows, pressures, pump configuration, and operational parameters in coordination with the Owner.
Design Development: Evaluate site conditions and constraints. Assessment should include review of applicable requirements under the Unified Development Ordinance (UDO) and provide recommendations to ensure compliance. If needed for any reason, assist CLTWater in identification of a more suitable site. Prepare preliminary engineering report for review and comment to document recommendations and decisions for the BPS detailed design. Prepare detailed (30%, 60%, 90%) design documents for review and comment. Develop complete 100% design drawings and technical specifications suitable for bidding and construction. At CLTWater’s option, Proposer may be asked to design or assist in the design of sections of the associated watermain (NEWT, Phase I).
Permitting: Identify all applicable permits and approvals required at the federal, state, and local levels. Prepare and submit permit applications and supporting documentation. Coordinate with regulatory agencies to secure approvals.
Construction Cost: Provide Owner with opinion of probable construction cost (OPCC) with every conceptual and detailed design deliverable.
Bidding: Assemble Invitation to Bid (ITB) package, respond to Bidder questions, submit addenda as required, and provide notice of award to selected company for construction services.
Construction Administration: Provide construction phase services, including but not limited to submittal review, responses to requests for information (RFIs), pay application reviews, site visits, inspections, and record drawings.
