Partner with CATS to Enhance Charlotte’s Transit System

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates soliciting for hybrid bus repairs and maintenance services. This would be for a multi-year contract that includes, but is not limited to, inspections, diagnostics, troubleshooting, component repair or replacement, and system testing.

PSR # 2050

The Charlotte Area Transit System (CATS) Rail Division is developing a comprehensive automated track inspection program to identify, assess, and mitigate track geometry defects in accordance with industry standards and internal maintenance protocols.  CATS anticipates contracting out this service, which includes but is not limited to the following:

• Collecting and recording all required geometry measurements listed above
• Operating in hi-rail mode to ensure full system accessibility
• Utilizing advanced sensors, measuring systems, and data management platforms to generate accurate track profiles
• Analyzing collected data in real time during testing operations
• Performing immediate manual verification of suspect indications in the field

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates contracting for brake and suspension parts. The purpose of this solicitation is to establish a reliable source for purchase, delivery, and related activities for parts and associated services, in compliance with specifications and terms outlined in the scope.

PSR # 2041

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates contracting for wheelchair lift parts and performance of related services. The purpose of the contract is to establish a reliable source for purchase, delivery, and related activities for parts and associated services, in compliance with specifications and terms outlined in the scope.

PSR # 2045

The Charlotte Area Transit System (CATS) Bus Operations Division (BOD) anticipates contracting with a supplier that will handle pickup, delivery, and repair of radiators, charge air coolers, oil coolers, coolant surge tanks, and fuel tanks for CATS buses. The supplier must be able to provide parts, including radiators, coolers, surge tanks, and fuel tanks for various bus models.

PSR # 2040

The Charlotte Area Transit System (CATS) anticipates contracting out the construction of the Hambright Park & Ride.  The proposed Hambright Park and Ride will be an approximately 460 parking space mobility hub to provide rapid transit services to the Town of Huntersville, NC and surrounding areas by utilizing the newly constructed express lane direct connect. The project will also include a new public street to access the site, driver comfort station (driver restroom facilities), internal pedestrian circulation, provisions for a mobility hub for micro-mobility options and/or shared ride services, site security and surveillance, and sustainability components.

PSR # 1883

The Charlotte Area Transit System (CATS) development division anticipates contracting construction up-fits at the North Yard Facility with intentions of utilizing the area as storage for CATS. The storage yard, also known as the North Yard Annex, will be a secured and monitored area with access control, security lighting, CCTV cameras, fencing, and power supply capable of providing climate control measures to material as needed.

PSR # 2033

The Charlotte Area Transit System (CATS) Rail division anticipates contracting for spare brake pads and disc for the LRV S70 and Streetcar. The brake pads and disc are essential to maintaining the braking system during preventative maintenance for revenue service.

PSR # 2038

The Charlotte Area Transit System (CATS) Safety and Security division anticipates contracting for comprehensive maintenance covering the following systems:

• CATS Access Control System (Genetec)
• Camera/Video System (QVMS)
• Genetec Camera/Video System

The goal of this RFP is to secure a single vendor capable of providing comprehensive maintenance and support services for the Access Control and Camera Systems under one unified agreement. The camera system comprises equipment from multiple manufacturers, including Pelco, Panasonic, and Axis. The selected vendor must demonstrate the capability to support all components of the system, regardless of manufacturer.

The vendor will be responsible for ensuring reliable performance, timely troubleshooting, preventive maintenance, and technical support for both the Access Control and Camera Systems. This includes the repair or replacement of camera hardware as needed to maintain full system functionality.

The Charlotte Area Transit System (CATS) Facilities Division anticipates contracting out the fuel treatment and cleaning associated with underground diesel storage tanks.
